Publicity Guidelines – Implementation of Projects
The Norwegian Financial Mechanism 2009-2014
Green Industry Innovation Programme
POLAND
1. Introduction
Information and publicity about assistance provided through the Norwegian Financial Mechanism in Poland
2009-2014, Green Industry Innovation Programme (hereinafter referred to as “the Programme”) are intended
to increase transparency and accountability, openness and accessibility and raise public awareness.
The project publicity measures implemented in Poland and Norway should contribute to adequate publicity of
projects financed by the Programme.
Project publicity measures should be carried out by Project Promoters and their partners in accordance with
the Project Contract. General publicity measures should be implemented by Innovation Norway in cooperation
with the National Focal Points in the beneficiary states.
2. Project publicity measures directed to promoters and partners
Information and publicity plans are mandatory for all individual projects and have been prepared by the Project
Promoter (and partner), included as an attachment to the application. The plan includes a brief description of
aims and target groups, implementation measures and methods, budget and responsibility for implementation
of publicity activities.
The cost of the information and publicity measures, are included in the project budget.
Information and publicity measures should include clear acknowledgment of the assistance received from the
Programme. This includes all related documentation as well as any promotional and publicity materials (e.g.
course materials, brochures, leaflets, posters, banners, press releases). For example, measures must be taken
to ensure that participants in training schemes receiving support by the Programme are made aware of this
fact (the trainer may only inform the trainees verbally about the training being funded by the programme).
3. General publicity measures
Innovation Norway shall in cooperation with the National Focal Point ensure that information about the
Programme is communicated to the public at large in Poland and Norway. The dedicated website of the
Programme www.norwaygrants-greeninnovation.no provides update and detailed information on all relevant
aspects of the Programme. Other measures may include:
 Printed material: such as brochures or folders (available on request);
 National, regional and local media can be utilized in relation to the release of press statements, give
press conferences, interviews, radio briefings, etc.;
 Information meetings at regional and local level for target groups;
 Media advertisements to announce approved grants and project information.
4. Information and publicity measures
Applicants should select those publicity measures, best suited to their project.
4.1 Responsibilities of the Project Promoter
With the aim of highlighting the role of the financial mechanism and to ensure that assistance from the
mechanism is transparent, the Project Promoter shall provide information on the project to the widest possible

audience at the appropriate national, regional and/or local levels, including relevant stakeholders. The Project
Promoter shall develop and implement the Publicity Plan as described below.
4.2 Preparation of the Publicity Plan
Potential Project Promoters shall include a Publicity Plan in their project application, with the aim of creating
awareness of the existence, the objectives, any bilateral cooperation, the implementation and the impact of
support from the financial mechanism to the project.
The Publicity Plan shall include at least the following:
(a) the aims and target groups, including stakeholders on a national, regional and/or local levels and the public;
(b) the strategy and content of the information and publicity measures, including activities, communication
tools and timeframe, having regard to the added value and impact of financial mechanism funding;
(c) at least three information activities on progress, achievements and results in the project, such as a seminar
or a conference with stakeholders, a press conference or press event, including a launch activity and/or a
closing activity for the project;
(d) measures for making information on the project available on the internet, either through a dedicated
website or through dedicated web pages on an existing website:
i. all Project Promoters shall seek solutions to have regularly updated project information available on the web,
both in Polish and in English language;
ii. all projects receiving a minimum of € 150,000 in financial mechanism support and/or having a donor project
partner shall have dedicated project web page with information in English and Polish;
(e) Information on the web shall include information about the project, its progress, achievements and results,
bilateral cooperation (if applicable), pictures, contact information and a clear reference to the Programme and
the financial mechanism:
(d) Information on the administrative departments or bodies responsible for implementation of the project and
publicity measures, including a contact person;
(e) an indication of how the information and publicity measures are to be evaluated in terms of visibility and
awareness of the project and the financial mechanism, their objectives and impact, and the role of bilateral
cooperation.
4.3 Information material
Publications (e.g. booklets, leaflets, newsletters) about a project shall contain a clear indication of the
Programme as well as its logo on the title page or last page, either on its own or alongside any logo/emblem
used by the Project Promoter and Partner.
„Norway Grants” and Innovation Norway’s logo could always go together with the exception stipulated in 4.4
below. The „Norway Grants” logo could stand alone in all publications, materials, press releases, etc., while
Innovation Norway’s logo shall only be used together with the „Norway Grants” one.
In the case of information made available by electronic means (e.g. websites, databases for potential
beneficiaries) or as audio-visual material, the principles set out above shall apply.
All information and publicity measures taken shall acknowledge support by the Programmes by minimum using
the following wording:

4.4 Commemorative plaque
Permanent commemorative plaque should be placed at sites where it is naturally exposed to the public. The
commemorative plaque shall bear the logo of the Programme („Norway Grants” logo only) and a reference to
the Programme’s co-financing of the project.
4.5 Information events
Organizers of information events such as press release/media involvement, conferences, training seminars,
study trips, fairs and exhibitions etc. in connection with implementation of projects co-financed by the
Programme shall undertake to make explicit mentioning of the participation of the Cooperation Programmes.
4.6 Project inaugurations and other significant phases of project implementation
Innovation Norway shall be informed well in advance of all project inaugurations or other events organized in
connection with significant phases of project implementation to enable Innovation Norway to organise the
appropriate participation if deemed necessary.
4.7 Additional measures and recommendations
Project Promoters can compose their own publicity text as long as the reference to the Programme is done in
the correct way. (Use best judgment depending on the type of information material/event and/or space
available in the document.)
