Kindly find attached herewith five pages as clarification to inquiries raised by
Interested Bidders.
This addendum shall be considered as an integral part to the Tender Documents.

Clarification for inquiries submitted by interested bidders
Q.1: Can a Joint Venture formed between One (1) International Contractor and Two (2)
Local Contractors?
Ans.1: Yes.
Q.2: Please provide on urgent bases CD for the Contract Documents and drawings
which include the geotechnical investigation.
Ans.2: Soft copy will be provided for the wining Contractor with Geotechnical
Investigation Report.
Q. 3: Provide a digital copy in drawing format for the tender drawings and PDF format
for the tender documents for easy reading since the size of the tender drawings are in
A3 size which make some drawings such as the survey plane, geological drawing, etc
... unreadable.
Ans.3: Soft copy will be provided for the wining Contractor.
Q.4: In section 2 open excavation part 2.2 (special note on open excavation page 2-1)
stated that" Contractor shall review the bore holes logs, geotechnical test Data and
report on geophysical exploration", accordingly please provide us with a soft copy from
geotechnical test data, boreholes logs and geophysical exploration as mentioned in the
Contract.
Ans.4: Soft copy will be provided for the wining Contractor with geotechnical
Investigation report.
Q.5: Please provide setting out points for dam axis and spillway axis.
Ans.5: Coordinates grid provided at dam site plan.
Q.6: The Specification required using fly ash while the government banned the import of
this material due to environmental consideration, kindly inform us if special exceptions
have been granted for this project.
Ans.6: If the above mentioned government banned exists, then fly ash will be
replaced by other cementations material.
Q.7: Please confirm if the use of the Ordinary Portland cement instead sulfate
Resistance cement for concrete work (CVC) and RCC works is permitted.
Ans.7: The Contractor has to make sure that the cement is compatible with the
aggregate and the water and that the resulting concrete fulfils all the quality
requirements set by International Standards.
Q.8: In volume 2 part 2 item 8.9 in A. General page 8-13, the minimum production
Capacity of plant(s) is 200 cubic meter per hour of RCC while in the same item
mentioned to maintain 600 cubic meter per hour production and placement, where the
RCC quantity is 158,150m3, accordingly please reconsider the plant capacity.
Ans.8: Type to be corrected as 100 m3/hr.

Q.9: In bill of quantity conventional concrete work in item 5.4 shows concrete for RCC
facing 22,100m3 that explain in specification in section 7 (concrete work) as CVC facing
also in bill No.6 roller compacted concrete for downstream facing 8,500m 2 and explain
in specification in section 8 (roller compacted concrete) the upstream and downstream
face of RCC structure are to be construction using formed, grout enriched RCC, please
verify if its duplicate quantity or its different.
Ans.9: In the BoQ Bill 5, the item "concrete for RCC facing" is to be replaced by "CVC
for spillway and wing walls". The quantity is 6.000m3.
In the BoQ Bill 6, the item "Upstream Facing" is to be replaced by "Enriched RCC for
Upstream facing". The quantity is unchanged.
In the BoQ Bill 6, the item "Downstream Facing" is to be replaced by "Enriched RCC for
Downstream facing". The quantity is 5,OOOm3.
Q.l0: In section 2 (open excavation) part 2.2 (special note in open excavation) page 2-1
stated that the "Contractor shall review the borehole logs, geotechnical test data and
reports on geophysical exploration".
Please provide us with a soft copy from geotechnical test data, borehole loges and
geophysical exploration, and until that time please provide us with the location that we
can read the above Reports.
Ans.l0: Copies of the will be provided. The location of the boreholes can be found on
drawing Nr. 4879.GEO.O11 "Local Geological Map of the Dam Site".
Q.11: Dental concrete described in excavation specification in part (2.3-H) and it is paid
under item 2.6 in bill of quantity in excavation part, also dental concrete describe in
specification in section 7 (concrete work) PART7.2 ( classification) put there is no pay
item in the BoQ for the dental concrete, please provide one.
Ans.ll: New item added in BoQ, Bill 5: "Dental concrete". Please indicate unit Price (no
quantity is provided).
Q.12: In volume I Page D-12 shows form no.(D.1.8) material subject to cost adjustment
according to sub clause 13.8 in Conditions of contract for construction (FIDIC)we noted
that fuel not include in cost adjustment table. Please confirm that the fuel is subjected to
price adjustment.
Ans.12: Confirmed
Q.13: In volume I part B - Technical Specification at section 3 page 3-19 give grouting
existing exploratory holes BHN8 and BHN9 in table 3.8-1. The coordinates system in
use differs from the coordinate system used in the drawing, also bore holes (BHN8 and
BHN) are not shown on the drawing, Please explain.
Ans.13: Coordinates in PAL (Palestine) Coordinates and they are close to BH2.
Q.14: In bill of quantity for RCC there is missing items for cement and fly ash noting that
the specification shows there is four potential mixing designs with different cement and
fly ash content, in all RCC dams constructed in Jordan the BoQ have items for RCC,
Cement, Fly Ash and retarding admixtures this will give the Engineer great flexibility in

the design for the RCC mix without having to enter in to disagreement with the
Contractor.
Ans.14: Use the item at BoQ.
Q.15: Please confirm that cooling diversion tunnel plug concrete in particular
requirement - section 7- page 7-38 is not needed in this project.
Ans.15: The section 7.28 "Cooling Diversion Tunnel Plug Concrete" is not needed in
this project.
Q.16: Coffer Dam and Care of water not including in bill of quantity, please provide us
as item in bill quantity.
Ans.16: There is no coffer dam in this project. A new line is added in BoQ Bill 0, Nr 0.11
Water: "The contractor shall organize at own cost the treatment of waste water on the
construction site according to Jordanian requirements “ Quantity and rate in words are
included.”
Q.17: Please provide us soft copy for contour map to allow us for designing the high
speed conveyor belt system for RCC.
Ans.17: Softcopy will be provided for the wining Contractor.
Q.18: is it allowed to add, change or omit one of the Joint Venture parties during
Tendering Stage ?.
Ans.18: No.
Q.19: Please confirm that the criteria for qualification is ONLY obtaining Technical
Marks % more than the specified within clause 3.4 of "Contractors Qualification
Document". .
Ans.19: Yes.
Q.20: Is it a must to have an experience in Dam construction; will there be marks within
the prequalification evaluation for the experience of the Dam Sub Contractors and their
staff?
Ans.20: During Contractors qualification stage, the joint venture will be evaluated as a
whole. During construction period any Sub Contractor participation will be subject to the
approval of the Engineer.
Q.21: Due to the last Eid vacation and to the postponed site visit, you are kindly
requested to extend the Tender closing date for six weeks to be on the 15 th of Dec.2014
instead of 29th of Oct.2014.
Ans.21: The closing date will be 23rd of November2014 instead of 29th of October
2014.
Q.22: Please extend the duration of the tender inquires.
Ans.22: No.
Q.23: Please provide us with the BOQ in Excel or Word format.

Ans.23: No.
Q.24: Please provide us with a Digital copy of the drawings as the provided copy within
the tender copy is low resolution within A3 Size.
Ans.24: No.
Q.25: Please provide us with a colored copy of drawings # 4879-GEO-010,011 &012
with a copy of their related Geotechnical Investigations report.
Ans.25: No.
Q.26: Please provide us with a Digital copy of the contour map for Dam & Reservoir
site.
Ans.26: No.
Q.27: Please provide us with the inclination/ pattern of the Grouting rows.
Ans.27: Important at this stage is to provide the key-characteristics of the grout curtain
(depth, length, number of rows, volume). The inclination and exact pattern of the
injection holes will be finalized in the final project.
Q.28: Please provide us with the proposed location for River Diversion Works.
Ans.28: Before construction of the bottom outlet, the wadi will either flow naturally or be
conveyed over simple structure (small canal, pipe) to transit through the construction
site.
In winter, special precautions must be taken when heavy participation are forecasted.
After completion of the tube of the bottom outlet, the wadi will be diverted through this
orifice.
Q.29: Please provide us with the following data to enable us estimating the required
river diversion scheme:
a. Rating curve of the Wadi/stream at the dam location and,
b. Wadi discharge for 1:5 years return period.
Ans.29: Flood hydrograph for 5- years return period is attached.
Q.30: As Discussed during the Pre-Bid meeting, please confirm if the contractor can
directly contact the Consultant during tender's preparation period.
Ans.30: No.
Q.31: Please clarify how marks will be obtained against item E.3 (Net profit tax) and for
how many years and will it be as an Average for multiple years or for each single year?
Ans.31: Not clear question.
Q.32: In volume I (Condition of Contract for Construction) on form no. D.1.1 Page D-4
states that the maximum limit of retention money 10% whiles the normal practice 5%,
please reconsider.
Ans.32: The retention money is 10% with 5% maximum limit.

Q.33: Please provide us with Land acquisition plan.
Ans.33: Included in the Tender Drawings.
Q.34: Please provide us alignment and profile for access road to dam crest.
Ans.34: The permanent road to the crest is included in the tender documents the
access roads for construction purposes are the responsibility of the Contractor.
Q.35: Is it possible to make the advance payment 20% of the accepted contract amount
instead of 10%.
Ans.35: No.
