Increase the graduation rate of students with disabilities from 49.42% to at least 56%

A. Reduce the discipline disproportionality between Black and Non-Black students with
disabilities from a risk ratio of 3.82 to a risk ratio of 3.0 or lower
B. Reduce the discipline referral disproportionality between students with disabilities
and non-disabled peers from a risk ratio of 2.23 to a risk ratio of 1.0
Reduce the disproportionality of black students eligible for an Emotional/Behavioral
Disability from a risk ratio of 3.97 to a risk ratio of 3.0 or lower
Increase the percentage of district students with disabilities who score at or above
grade level to 70% as measured by the Florida Kindergarten Readiness Screener by using
identified test items to target needed learning areas prior to Kindergarten
Increase the percentage of students with disabilities who had an Individual Education
Plan in effect at the time they left secondary school and are:
 enrolled in higher education or other postsecondary education or
training programs from 20% to 27%
 competitively employed or in some other employment within one year
of leaving high school from 20% to 27%
 participating in higher ed/competitively employed from 35% to 40%
 participating in any employment or continuing education increased
from 48% to 54%.
Ensure that 100% of all IDEA expenditures can be correlated with student growth scores
or learning gains using reviews of progress monitoring data with school staff to track
student progress and make necessary adjustments
