Re-Election Board Member Biographies Arthur Martinez, M.D., M.S.H.A., is an Occupational Medicine Physician with over sixteen years administrative experience in a multi-specialty primary care clinic, over three years administrative experience in a Health Maintenance Organization, and over four years clinical and managerial experience in an urgent care clinic. Dr. Martinez is the 18-year Founding Member of the Western Clinician Network Board of Directors. He has clinical professional appointments with the University of Arizona, AT Still University and Midwestern University. He is the recipient of the “Outstanding Achievement Award” from the Bureau of Primary Health Care, the “Distinguished Service Award” from the Arizona Association of Community health Centers, and the “Health Care Excellence Crystal Award” from AT Still University. Dr. Martinez was recognized with the Pinnacle Award for his work on the HRSA Collaborative on Patient Safety and Clinical Pharmacy Services and most recently, El Rio Health Center was awarded the Cardinal Health Foundation E3 Grant Program in support of “Improving Medication Safety by Providing Pharmacists with Patient Diagnosis on Electronic Prescription Orders.” Gary Cloud, Ph.D., M.B.A., has been the Assistant Provost and Associate Dean, School of Osteopathic Medicine in Arizona for A.T. Still University since 2008. He also served as the Director of Advancement from 1999 – 2008. He holds a Doctor of Philosophy, with an emphasis on ethics and health policy, Arizona State University, 2003; Master of Business Administration, with an emphasis on health administration, University of Phoenix, 1998; Bachelor of Science in Business Administration, with an emphasis on personnel and health administration, Arizona State University, 1983. Dr. Cloud is responsible for developing strategies, programs, partners, resources and systems that advance AT Still University’s ability to meet its mission. Initiated, oversaw, and/or facilitated efforts to design and establish a new Community Health Center partnered college of osteopathic medicine; establishment of a health and technology park; construction of a new campus; establishment of a nonprofit capital structure/facility acquisition organization for development on the health and technology park; design, start-up and accreditation of a dental school; start-up of an American Indian health profession program; enhanced community leadership of the University; design of cross program organizational themes; initiation of a development program; establishment of a CHC-anchoring health-professionspipeline strategy called Hometown partnerships for Health; and identification of new needs focused programs and endeavors. Dr. Winston Wong leads Kaiser Permanente’s efforts in developing community partnerships that address the needs of the underserved and the pursuit of health equity. Dr. Wong guides investments and partnerships to support the country’s community health centers, Re-Election Board Member Biographies public hospitals and public health systems, with a particular emphasis on the promotion of improved population outcomes and the elimination of health disparities. As a clinician and medical director of Asian Health Services (Oakland, CA) from 1986- 93, Dr. Wong established several programs targeting health inequities faced by immigrant Asian communities. From 1993 – 2003, Dr. Wong served as an Officer of the U.S. Public Health Service, achieving the rank of Captain, and serving in various roles in the DHHS. In recognition of his public service, Wong was the recipient of the U.S. Public Health Service’s Outstanding Service Medal. Dr. Wong is a notable national authority in areas of cultural competence and health disparities. He co-chaired the National Quality Forum’s Steering Committee on Cultural Competence, which led to measurement standards for culturally competent care. He has also has been tapped by the Institute of Medicine as a content expert, most recently as a member of the committee addressing the integration of primary care and public health. In 2011, he was appointed to serve on the CMS Advisory Panel on Outreach and Education. Dr. Wong earned his undergraduate and Masters’ degrees from the UC Berkeley, and his medical degree from UC San Francisco. The American Journal of Public Health profiled Dr. Wong as a “Face of Public Health”. Carl Heard, M.D., MMM, Independent Locum Tenens & Consulting Physician for Medical Management. Dr. Heard is Chair of the Western Clinicians Network Program Committee. Dr Heard has been working within the safety net of Nevada for 16 years, as the Chief Medical Officer for Nevada Health Centers, Inc., five years as the County Health Officer for Carson City County, and has served on numerous boards including the Clark County Social Services Community Advisory Board, the Board of the Great Basin Primary Care Association, the Nevada Medicaid Pharmacy and Therapeutics Committee to name just a few. As recognition of the importance of business influence in health care Dr. Heard has recently completed a Masters in Medical Management and is pursuing entrepreneurial efforts to improve compensation models for medical services. He has committed the current phase of his career to compensation redesign for primary care services, as a means of resolving the most fundamental dilemmas facing the practice of medicine, and currently makes his living providing locums coverage within the safety net of Nevada and California and consulting on EMR implementation and Patient Center Healthcare Homes creation efforts. Dr. Kenneth Morris is a graduate of the Medical College of Wisconsin and completed an Internship & Residency in Pediatrics at the UCSD Medical Center. He is a Fellow of the American Academy of Pediatrics and previously served as the Chief Medical Officer of North County Health Services (NCHS) for 10 years. NCHS is a large Federally Qualified Health Center Re-Election Board Member Biographies situated in North San Diego County with 60,000 users and over 260,000 visits. As the Chief Medical Officer (CMO), Dr. Morris had oversight over recruitment, retention and direction of all clinical staff at NCHS’ 11 clinical sites. Along with maintaining a busy clinical practice, he was also responsible for NCHS’ quality management program and helping to identify critical issues of survival in the managed care sector. After deciding to step down from his CMO position due to family commitments, Dr. Morris has served as the Associate Medical Director & Chief of Pediatrics. During the past 2 years, Dr. Morris has served as the Clinical I.T. champion and helped spearhead the selection and implementation of NCHS’ first Electronic Health Record. In his free time, he participates on several community committees and boards, enjoys time with family and is always looking for an opportunity to sneak off and sport fish the seven seas. Dr. Pereira moved to Nogales, AZ in 1986 to fulfill his National Health Service Corps obligation at the Mariposa Community Health Center until 1990, when he returned to Emory University in Atlanta to become a member of the faculty at their main teaching hospital, Grady Memorial Hospital, where he earned two teaching awards in 1991 and 1992. He returned to Nogales in 1992 to care for the underserved where he practiced fulltime Internal Medicine at the Mariposa Community Health Center until February 1998 when he was named Chief of Medical Staff and Clinical Services. While completing his administrative duties, he still maintains al limited clinical practice. He is earned his Master’s in Business Administration from the University of Massachusetts, Amherst. Dr. Pereira is also a long time board member of the Western Clinicians Network. Dr. Lopez is originally from Flagstaff, AZ. He grew up in San Jose, CA since 1961. He attended James Kick High School and did his undergraduate work at Santa Clara University. While at SCU Dr. Lopez worked on a project to instill interest in the medical/science fields and completed presentations for Gardner Family and Alviso health centers. Dr. Lopez recruited students from these areas and plugged them into the county hospital (VMC) and San Jose City College. He served as one of the teachers and secured funding for 3 years. Dr. Lopez was accepted into medical school at UC Davis and did volunteer work in community clinics in the Sacramento Area. He became acutely aware of working with Latinos and was oriented to Pediatrics first, and then became enthralled with Family Practice. Dr. Lopez did a 5th year in Medical School concentrating in Adult/Family Practice Medicine. He was accepted to the FP Residency Program at San Jose Hospital and completed 3 years. Dr. Lopez also worked with Gardner Health Center part time for many years and had a private practice for 8 years. In 1990 he was offered and accepted a staff position at Gardner. Dr. Lopez became Medical Director in 1993 and continued on in that position. He has been happy in being part of Re-Election Board Member Biographies helping Gardner Family Health Network grow in presence and effectiveness in the community. He looks forward to continuing the health needs of their patients and providing needed services. Dr. Tyree Davis graduated from the University of Michigan in 1989. He immediately returned to his home in Houston, Texas and began working in a managed care practice, while he and a partner were building a private practice. He continued to work in Houston until 1999, when he moved his family to Las Vegas, Nevada. There he joined a highly successful private practice. It was during this period of time that he began volunteering with the Miles for Smiles Dental Program. He enjoyed serving the uninsured and underserved population so much that he left private practice in 2002, and joined the Miles for Smiles Mobile Dental program full time. He continued to help build the program form one mobile dental vehicle in Las Vegas, to three vehicles, which covered the Southern and Northeastern portions of Nevada. In 2004, the program moved form the Community College of Southern Nevada, to Nevada Health Centers, Inc., a federally qualified health center. Dr. Davis became the Dental Director and he continued to develop the program. A fixed dental site was added to the program in 2004, and another fixed opened in 2007 in Elko, NV, as the company’s dental program continues growing. Dr. Davis is a member of the Southern Nevada Dental Society, the Nevada Dental Association, and the American Dental Association. He is the past President of the City of Lights Dental Society. He is Chairman of the Nevada State Advisory Committee for Oral Health and has served on the board of the Western Clinicians Network since 2005. Dr. Moore became the Chief Medical Officer of Partnership HealthPlan of California in July 2011, after serving as Medical Director of Community Health Clinic Ole in Napa for 13 years. Partnership is a well-respected MediCal and MediCare Managed Care organization serving 200,000 members in 6 northern California counties: Napa, Solano, Yolo, Sonoma, Marin and Mendocino. His major professional interests are quality improvement, operational effectiveness, and delivery system transformation. He is a graduate of UCSF Medical School and the Columbia University School of Public Health. He has completed post-graduate courses and fellowships in Health Center Management, Health Care Leadership, and Quality Improvement. Dr. John Hoh is APHCV's medical director specializing in Internal and Geriatric Medicine. With APHCV since 1996, he received his medical degree from Temple University in 1983 and completed a 3-year medical residency at John Hopkins Medical Center and the National Institute of Health-Gerontology Research Center. Dr. Hoh treats patients in English and Cantonese.
