Ms. Voyce is a project manager and senior scientist at HDR supporting site
remediation, environmental forensics, water quality and risk assessment
projects. Specific areas of technical expertise include CERCLA risk
assessment, toxicology, hazardous waste site assessment and remedial
investigation, water resource/water supply management and
ARARs/regulatory compliance.
USEPA Region 2, Remedial Action Contract - Fulton Avenue Superfund
Site, Nassau County, NY. Project Manager and risk assessor for Remedial
Investigation of solvent contamination plume impacting public water supply
wells.
Prepared and is implementing Triad scope of work to identify contaminant
source(s) and evaluate risk, remedial sampling and analysis plan using realtime innovative technology to assure data would characterize area of
contamination, sources, potential public health impact and allow completion
of Feasibility Study. Using environmental forensic methods to determine
source of large and deep TCE plume impacting public water supply wells.
Nu-West Mining, Soda Springs, Idaho. Provide expert technical support to
RI/FS for legacy phosphate mine QA/QC, sampling and overall project plans;
ecological and human health risk assessments and potential remedial options.
Developing ARARs and remediation strategy focused on Clean Water Act
compliance on watershed scale.
USEPA Region 2, Remedial Action Contract - Peninsula Boulevard
Groundwater Plume Superfund Site, Hewlett, NY. Provided expert risk
assessment, ARARs/regulatory and remedial investigation support, including
preparation and review of human health and ecological risk assessments,
DNAPL and vapor intrusion issues.
USEPA Region 2, Remedial Action Contract –Lehigh Valley Railroad,
Combe South Landfill, Woodbrook Road, Hilliards Creek. Completed
review and technical/policy comments of PRP risk assessment, remedial
work plan and other documents. Providing continuing support to EPA RPM
and Risk Assessor for these sites.
Non-HDR Experience
USEPA Region 2, Superfund Program Support/Water Division. As
program coordinator, managed EPA Water Division technical, regulatory and
policy support to Superfund program.
Worked to resolve disputes and represented Water Division Director in
Regional Administrator level decision briefings involving ground water
reclamation, treatment of hazardous waste site discharges, NPDES limits for
remedial actions, public water supply protection and stream/wetlands
restoration.

Assisted in developing the first Superfund program ARARs manual, focusing
on water resource protection. Reviewed more than 150 Superfund site and
Federal facility remedial actions for technical adequacy, protection of water
resources, risk assessment and compliance with Clean Water Act, Safe
Drinking Water Act, Toxic Substances and Control Act and other federal and
state statutes.
Senior Risk and Liability Manager at Foster Wheeler Environmental.
Responsible for scope, budget and planning industrial client and Federal
agency risk assessments, including USEPA Region 2 ARCS Contract.
Examined health and ecological risks, analyzed uncertainties and exposures
for human and ecological populations for sites with PAHs, metals, PCBs and
chlorinated solvent contamination.
As environmental corporate risk manager, reviewed waste remediation
proposals and project plans to identify contract, regulatory, health & safety,
ecological and technological risks. Worked with proposal/project managers
to mitigate concerns in a cost-effective and responsive manner.
New Jersey Highlands Council, Highlands Regional Master Plan,
Chester, NJ. Served as Principal Scientist in developing the Highlands
Regional Master Plan. Responsible for $2 million in contracts for water and
wastewater utility capacity, surface and ground water quality and mapping of
natural resources.
Association of NJ Environmental Commissions, Mendham, NJ. Served
as Water Resource Project Director for ANJEC, performing research for the
USDA Forest Service as part of the NY-NJ Highlands Regional Update.
Completed technical report “Setting the Standards for Water Quality
Protection in the Highlands”.
Agency for Toxic Substances and Disease Registry, sites throughout
EPA Region 2. As public health advisor, provided technical support to the
public, USEPA, state and local agencies on potential health effects of
hazardous waste at more than 50 sites, including Federal facilities, landfills,
chemical plants, drum dumps, and other remedial or emergency response
operations.
Reviewed all Region 2 PA/SI, RI/FS, and risk assessments, providing
recommendations on appropriate action. Health and remedial issues included
incinerator trial burn emissions, aluminum, lead, mercury exposure impacts,
determining cleanup levels and remedial action objectives. Liaison between
Public Health Service expert medical and allied health staff and culturally
diverse communities, including inner city and rural, Native American
populations.
USACE, DERP/FUDS. Served as national program lead, responsible for
remedial action decision documents for more than 75 formerly DOD-owned
waste site hazardous waste remediation or ordnance clearance projects.
Assured DOD compliance with CERCLA, RCRA, UST and other statutes.

Served as Hazard Assessment Instructor for national training, assisted staff in
assessing chemical, radiological, ordnance and physical hazards through
historical records, on-site evaluation and sampling on a daily basis.
Victory Center LLC, Perth Amboy & Hartz Mountain, Harrison, NJ.
Provided technical and regulatory expertise on major Brownfields
remediation and redevelopment projects involving risk-based disposal of
PCBs under TSCA. Developed PCB sampling and health & safety plans for
debris, soils, sediment and contaminated fluids, negotiated with Federal and
state regulators to minimize costs of remediation and reconstruction.
