INTE-GE 2804 Arthur Zegelbone Spring 2015 Meyer 261 917 449 7114 atz200@nyu.edu azbone@msn.com INTERNATIONAL CULTURAL AND EDUCATIONAL RELATIONS In this course, we will look into the history, current practices, effectiveness, and ongoing questions about how governments as well as private organizations affect international relations through cultural and educational exchanges and other programs. There is no text book for this course. Some books and documents are on reserve at the Bobst Library. Most of the readings are papers, reports, articles and websites that can be downloaded from on-line resources or that will be made available via NYU Classes. Assignments and Grading You will be required to write two short papers (3-4 pages) topics to be determined, due on March 4 and March 25. Your final project will require that (in groups of 3 or4) you consider the responsibilities of the Cultural Affairs Section at the American Embassy in a foreign country. Your group will be able to choose one of eight countries where you will be “stationed.” You will outline the bilateral relationship between the host country and the United States, emphasize those areas where cultural and educational efforts will be most effective in improving relations or solving problems, request State Department cultural and educational resources which will fulfill your needs effectively and with an eye to cost, and specify how you will gauge the effectiveness of these programs and how you will follow them up. The groups will present their projects to the class on April 22nd and 29th. Written reports of ten to fifteen pages will be due on April 29th. There is no numerical breakdown of how you will be graded. Your attendance and participation in class, the quality of the thought and the learning you demonstrate in the short papers, and the appropriate and creative use of new information that shapes your project will all indicate how much effort you have put into the course, and how adept you are at using what you have learned.
