FOREWORD AND ACKNOWLEDGMENT
This document sets out Council's policy for place naming in the Local Government Area. The Policy
will most often be used in respect of road naming, but the guidelines included within it may be applied
to any geographic place naming in Armidale Dumaresq.
Council's Planning and Geographic Information staff are responsible for the administration of road
naming in the Local Government Area, while any other proposal for the naming of places (such as
localities, parks or reserves) must be approved by the Geographical Names Board of NSW, under the
provisions of the Geographical Names Act of 1966.
The policy is based on the "Toponymic Guidelines for Australia" prepared by the Committee for
Geographical Names in Australia (CGNA, March 1993), in line with a United Nations protocol.
The Policy also makes provision for proposals involving Dual Place Naming so that traditional
Indigenous names can be used alongside previously-recorded names, in accordance with a
Geographical Names Board protocol.
The list of suggested place names included in this document has been developed in consultation with
the Geographical Names Board and a variety of local sources including the University of New
England, New England Regional Art Museum, the National Parks and Wildlife Service, and Armidale
and District Historical Society. In particular, Council is indebted to the following people for their
assistance in the preparation of the list:

1.
PRELIMINARY
1.1
What is the status and purpose of this policy?
This Policy has been prepared and adopted by Council.
The purpose of the document is to provide guidelines for the naming of places, in particular roads,
within the Local Government Area. The road naming provisions supplement relevant sections of the
Roads Act 1993, Roads Regulation 2008 as well as the Geographical Names Act 1966.
1.2
What are the specific objectives of the policy?
The objectives of the policy are:
•
to provide a consistent approach to local place naming;
•
to ensure that local place naming complies with relevant legislation and State/national
protocols;
•
to increase the use of place names which have local Indigenous, historical, botanical or
zoological associations;
•
to provide the local community and intending developers with clear information on Council's
requirements for place naming;
•
to simplify administration of road naming by introducing a procedure for such matters to be
dealt with by Council officers under delegation.

1.3
To what area does the policy apply?
The Policy applies to all land within the Armidale Dumaresq Council Local Government Area.
1.4
When did the policy commence?
An interim policy commenced on 24th January 1995, following its adoption by Armidale City Council
on 23rd January 1994. The Policy was first adopted by the City Council on 24 June 1996.
1.5
Has the policy been amended?
The interim Policy was amended to include Aboriginal place names after the completion of linguistic
investigation. Some names in the original policy have now been removed as they have been used.
The Policy was amended in October 1997 to include the names of Armidale deceased War Veterans
from World War II and the Vietnam War.
On 21 March 2005, further amendments were introduced by Armidale Dumaresq Council, to provide
for dual place naming, changed authority names, deletion of further street names already used and
the inclusion of new names derived from the Honour Roll of the former Dumaresq Shire.
In June 2009 some minor changes were made to update legislation references and the list of agencies
to be consulted in relation to new road naming proposals, as well as changes to the criteria for place
naming to emphasise a preference for Aboriginal place names.

COUNCIL PLACE NAMING GUIDELINES
2.1
What criteria will Council use to assess proposed names?
The following criteria will be used in assessing proposals for place naming in the Local Government
Area:
(a)
Names should be appropriate to the physical, historical or cultural character of the locality
concerned, including its Indigenous history – if possible names derived from the language of
the Indigenous population of the district are preferred and a list of suitable names is included in
Appendix 2. Names should be approved by the Council’s Gayinyaga (Aboriginal Community
Consultative) Committee prior to use. See also the provisions of this Policy regarding Dual
Place Naming.
(b)
Thematic names with an historical, botanical or zoological background are also desirable.
(c)
Place names which duplicate or are likely to be confused with existing place names within a
locality in the Local Government Area are not favoured. This applies particularly to the
naming/re-naming of unnamed roads and also the naming of new roads in subdivisions.
(d)
Names that are easy to pronounce are, as much as possible, preferred.
(e)
Names which are unduly long, cumbersome or difficult to pronounce should be avoided. In
particular, the use of given names or given and family name combinations should, as far as
possible, be avoided for this reason. Exceptions may be made where it is necessary to
appropriately honour the person referred to or where it is necessary to avoid ambiguity and
where the names will still be easy to pronounce, as required under (e) above.
(f)
Existing company or commercialised names shall not be used.
(i)
The changing of long-established road names is generally not preferred, except where
necessary to avoid ambiguity or duplication.
(j)
Where names have been changed or corrupted by long established local usage, it is not usually
advisable to attempt to restore the original form. That spelling which is sanctioned by general
usage should be adopted, unless there is significant community support to revert to a former
name.
(k)
Names of living persons generally should not be assigned to roads but, if adopted, such an
honour shall be reserved for persons who have given great service of benefit to the local
community. Ownership of the land is not sufficient reason for the application of a living
persons’ name to a place, nor is the holding of a current public office.

(l)
If considered appropriate, the names of eminent local persons now deceased may be
perpetuated, particularly those of early explorers, settlers, naturalists, etc.
(m)
The use of hyphens and apostrophes should as far as possible be avoided.
(n)
The use of cardinal points of the compass as a prefix or suffix to a road name should not be
used as unique road names are preferred to avoid confusion.
(o)
Names considered offensive or likely to give offence shall not be approved.
(p)
The possessive form should be avoided whenever possible without destroying the sound of
the name or changing its descriptive application, eg, Cookes Road should be written without
the apostrophe.
(q)
Suffixes for road names shall be in accordance with the definitions provided in Appendix 1 to
this policy to ensure consistency and appropriate terminology;
(r)
Where more than one road or place is to be named in a particular locality (eg within a single
subdivision) a series of names with a common theme is preferred, to establish a local identity
for the place. The list in Appendix 2 to this Policy is arranged under a number of relevant
themes to assist in this process.
Where a new road, park or reserve is proposed in a subdivision of land, the developer or agent
should make application to Council for the names to be approved by the NSW Geographical
Names Board, in accordance with the above criteria.

2.2
Are certain road names acceptable to Council?
The names included in Appendix 2 to this document, which are based on local associations, will be
acceptable for local road naming. Council officers will revise the list from time to time as the names
are used up. Please check with Council’s Development Control Unit before submitting proposals.
The list will be updated from time to time following Council consideration.
Liaison with the Council’s Gayinyaga Committee is necessary when names are chosen from the list of
suitable Aboriginal words – this can be arranged by Council officers.
Council welcomes community proposals for additions to the list. Please contact Council's planning
staff with suggestions, which should include information on the derivation of the proposed name.

PROCEDURE FOR PROPOSING AND ADOPTING
PLACE NAMES
3.1
What information should be provided to Council and when?
A written proposal together with a plan indicating the location of the place to be named should be
submitted. Typically this would be lodged with either the engineering plan or title plan submissions
for new subdivisions involving the dedication of public roads or reserves. The origin of each name
proposed shall be clearly stated.
3.2
What is the assessment process?
Council's planning staff will check the proposal against the guidelines outlined in Part 2 of this policy.
Assuming the name is acceptable, and if the proposal is for a place other than a road, the matter will
then be referred to the Geographical Names Board of NSW for approval and gazettal.
If the proposal is for a road name and is consistent with the guidelines in Part 2 of this policy, the
proposal will be advertised in the local press and comments invited for a period of one calendar
month. Approval will also be sought from the Gayinyaga Committee prior to the use of any names
from the Aboriginal Names list.
Council will also notify the following authorities of the proposed road name and seek their
concurrence in accordance with the Roads Regulation 2008:

What is the assessment process? (cont)
Where no objections are received, the place will be formally named on publication of a notice to that
effect in the local press and the Government Gazette. The authorities listed above will also be notified
of the adoption of the name.
The applicant will be informed of the decision at this time.
If an objection is received from any of the above agencies, the matter must normally be reported to the
NSW Minister for Roads, pursuant to the Regulation to the NSW Roads Act 1993. Otherwise, see 3.3
below.
3.3
What is the role of Councillors?
In considering this policy, Council has granted delegation to the General Manager (who in turn can
delegate to other officers of Council) under the Local Government Act 1993.
This delegation applies to road naming proposals where:
•
The guidelines in Part 2 of this policy are met; and
•
No objection has been received.
Where these circumstances do not apply, the matter will be referred to Council for consideration and
(provided the NSW Minister for Roads is not the approvals authority per 3.2 above) decision.
Council will also consider proposals for place names other than for roads, to endorse names to be
forwarded to the Geographical Names Board of NSW for their necessary approval.
Finally, Council will be involved in the periodic review of both the policy and the list of suggested
road names in Appendix 2.

4.
DUAL PLACE NAMING ARRANGEMENTS
Background
The NSW Government and Council are committed to recognising our Aboriginal cultural heritage
by registering original place names given by Aboriginal people so that they sit side by side with
existing European names. This approach represents a meaningful contribution to the process of
reconciliation.
The dual naming system introduced by the NSW Geographical Names Board applies to already
named geographical features such as rivers, creeks, waterfalls, beaches, harbours, islands,
mountains and caves - specifically those cultural and environmental features of significance to the
local Indigenous community. The system does not apply to suburbs, towns or streets.
Approval process
Under the Geographical Names Act 1966, the Geographical Names Board has the power to assign
names to places, to investigate and determine the form, spelling, meaning, pronunciation, origin and
history of any geographical name, and to determine the application of each name.
Relying on community involvement, a dual name can be assigned where there is strong evidence, in
the form of written or oral tradition, of a pre-existing Indigenous place name. The location and
spelling of a name resides in the hands of the traditional owner or the organisation that represents
them. If there are none, the proposal should be referred for linguistic advice, for example through
the School of Languages, Cultures and Linguistics at the University of New England. Anyone can
submit a dual naming proposal to the Council which will then forward its view to the Geographical
Names Board, which has the approval role for such applications. All submissions should:
•

follow the Board’s guidelines (available at addresses below);
have the written support of the Council and its Gayinyaga Committee;
have the support of the Local Aboriginal Land Council(s), and the tribal elders group(s) for
the relevant area. In some (rare) circumstances, a proposal may also need approval from a
Regional or State Aboriginal Land Council.
Once a dual name proposal is approved by the Board, Council is then able to communicate the dual
names on signposts, locality guides and maps.
