GOAL invitation for expressions of interest for the supply of consultancy services for a livelihoods intervention for South Sudanese refugees in Gambella, western Ethiopia Ref. No: GO-ET/DFID Consultancy Services GOAL is an international non-governmental agency that has been working in Ethiopia since 1984. GOAL works with South Sudanese refugees in Gambella, western Ethiopia and wishes to hire a company or individual (hereafter referred to as ‘the consultant’) for a 2 stage consultancy with the following objectives: Stage 1: To advise on and support the preparation of a proposal for a United Kingdom governmentfunded (Department for International Development, aka DfID-funded) multi-annual livelihoods project targeting refugees and possibly host communities in Gambella, Ethiopia Stage 2: Subsequent project implementation, if the proposal is successful. The contract between the successful consultant and GOAL will cover both the initial proposal preparation period (Stage 1 - January-February 2016) and the subsequent implementation and evaluation period (Stage 2 - likely 3-4 years, commencing mid-2016). However, the Stage 2 element of the contract will only come into effect subject to a) donor approval of the proposal, b) GOAL satisfaction with the consultant’s performance at Phase 1 stage), and c) GOAL acceptance of the consultant’s proposed budget for Stage 2. At that point the contract will be revised and updated to include costs and responsibilities covering the implementation and final evaluation period. Criteria: 1. The consultant shall have substantial experience working in Ethiopia in the development/humanitarian/resiliency context; such experience to be measured in years, scope of activities, funding levels, etc; 2. Substantial experience in leading livelihoods projects. Leading such projects with refugee populations in Ethiopia will be a distinct advantage; 3. A strong understanding of a markets-based approaches to livelihoods or ‘M4P’ livelihoods programming will also be a distinct advantage – such approaches will be included and indeed be key for the proposal preparation and subsequent implementation. Stage 1 - Proposal Development & Related Activities (January-February 2016): 1. Undertake basic rapid field research in 1-2 refugee camps in Gambella; 2. Lead the compilation and analysis of said research to inform the proposal 3. Lead the proposal writing, including subsequent replies to issues raised by the donor; 4. Work with key GOAL staff in Ethiopia in the budget preparation for the proposal; 5. Any other work, within reason, required to support the proposal submission and subsequent review process. Stage 2 – Implementation and Related Activities (3-4 years): Upon award being granted, the consultant must submit to GOAL a detailed budget covering the support required during the implementation and post implementation/termination evaluation period. A clear ToR with detailed activities will be agreed upon with the consultant at this point. Activities will include: 1. Lead and advise GOAL on the technical aspects of the project implementation throughout the lifespan of the project; 2. Support report preparation as required by the donor, UNHCR and government agencies, including financial reports; 3. Attend all necessary GOAL meetings, donor meetings, technical meetings, door visits, etc; GOAL’s responsibilities: 1. Provision of accommodation in Addis Ababa and in Gambella Region; 2. International travel and transport whilst in country, budgetary support, logistics; 3. All necessary support to undertake the field research in the refugee camps – personnel, vehicles, etc; 4. Technical support for budget preparation; 5. Facilitation for permission to undertake research and to visit the camps; 6. Introduction to key personnel and stakeholders within Ethiopia – UNHCR, ARRA, etc. 7. Any other support, within reason, required by the consultant. Duration and Location Stage 1 consultancy will involve a maximum of 30 person-days’ work, and will take place in Ethiopia, with scope for remote preparation of the final documents (to be suggested in the consultant’s proposal).
