Terms of Reference
1. Background and Justification
Successful completion of this consultancy will contribute to the objectives of activity 2.21 of the
Health and Nutrition Work Plan of 2012-2014 with the Department of Family Health, Population
and Schools in Ministry of Health and Medical Education which is “Promotion of breast feeding in
Iran”.
As a first step, for further efficiency and saving resources, Ministry of Health and Medical Education
(MOHME) and UNICEF designed the activity number 2.2 in two phases:


The first phase of the activity aimed at development of a “Situation, Audience and
Communication Analysis of the Behaviours and Practices of Stakeholders regarding Breast
Feeding in Iran”.
The second phase aimed at an in-depth analysis of the gathered information in first phase
and development of a “Communication for Development (C4D) Strategy for Promotion of
Breast Feeding in Iran”.
The first phase is completed through a national consultancy during 2012-2013 and the report is
going to be used as the main reference and basis for the second phase of the activity. The second
phase is the objective of this Terms of Reference (TOR).
Given that the technical expertise required for the second phase does not exist in the country, it is
therefore necessary to hire an International Communication for Development Consultant
(International C4D Consultant) to develop the C4D strategy. However, there are local sensitivities
and considerations regarding breastfeeding promotion as well as need for advocacy for
participation of government authorities in the process of development of the C4D strategy, which
an International C4D Consultant might not be able to fulfil alone. Therefore, MOHME and UNICEF
decided to hire a National and an International C4D Consultant to work together to fulfil the
objectives of the second phase of the activity. The International C4D Consultant, will act as the
leader and the main responsible person for the development of the C4D Strategy. At the same time
the National Consultant will closely work and support the International C4D Consultant to make
sure the local sensitivities toward breastfeeding promotion are considered. Also the National
Consultant will provide support for advocating and building further ownership among different

stakeholders and specifically decision makers. (TOR for National Consultancy to be shared upon

This TOR defines the scope of the work, tasks and responsibilities of the “International C4D
Consultant” and is a combination of a long-distance work and a 15 day visit to Iran.
2. Objectives
General Objective
To promote breast feeding in Iran through communication channels and programmes
Specific Objectives
1- Develop a C4D strategy for promotion of breast feeding
2- Train government sectoral and intersectoral partners, UNICEF and other stakeholders on C4D
principles and role in developmental health programmes and specifically on breastfeeding.
3- Activities, Methodology and Technical Approach
Methodology and technical approach
The International C4D Consultant is required to conduct the consultancy through a combination of
long-distance and visit to Iran as per below details and through close collaboration with a National
Consultant:
Part 1: Through distance consultancy, review the reference documents (listed in ANNEX I)
provided by MOHME and UNICEF including the Situation, Audience and Communication
Analysis for promotion of breastfeeding and devise an initial analysis of the situation.
Part 2: Through a 15 days visit to Iran, complete his/her findings by face to face meeting
with communities, key informants, government partners and stakeholders to be able to
develop relevant communication strategies considering the local context and conduct two,
three-day C4D workshops for key stakeholders in Iran.
The International C4D Consultant will act as the leader of the consultancy and is the responsible for
the development of the C4D Strategy while the National Consultant has a complementary and
supportive role to the International C4D Consultant.

1. Review the report on “Situation, Audience and
Communication Analysis of the Behaviours and Practices of
Stakeholders regarding Breast Feeding in Iran” together with
other resources (as per the list in ANNEX I) which will be
provided by MOHME and UNICEF.
2. Prepare a summary on general findings, together with an
initial analysis.
3. Prepare an “Action Plan” for a maximum of 15 working days
stay in Iran (propose required meetings).
4. Design the initial draft of the agenda for two, three-day C4D
workshops, pertaining presentations, teaching materials and the
list of required administrative and logistic arrangements.
5. Meet with key persons as proposed by MOHME, UNICEF and
the consultant himself/herself which includes: informants,
government officials, members of CSOs, representative of the
communities and end-point service providers, etc, as proposed
in the “Action Plan” by the C4D Consultant.
6. Visit of communities in two provinces (one day each province)
and develop an assessment report (MOHME and UNICEF will
select the provinces)
7. Revise the C4D workshops materials based on the meetings
with community, stakeholders, consultation with National
Consultant, MOHME and UNICEF.
8. Conduct two, three day C4D Workshops for government
sectoral and intersectoral partners, UNICEF and other
stakeholders to:
- Provide a summary of the communication situation analysis on
Breast feeding
- Introduce C4D, its principles and its role in developmental
health programmes
- Develop the draft “Communication and Behavioral Objectives
of the C4D Strategy”

4. Deliverables and Indicators
List of expected deliverables are as mentioned in “Table of tasks, deliverables and related
installments” in section 3.
5. Management, Organization, Timeframe, and Schedule of Payment
5.1. Management :
5.1.1 UNICEF Communication for Development officer will supervise the consultancy (in close
cooperation with the Department of Family Health, Population and Schools in MOHME and
UNICEF Health & Nutrition Specialist).
5.1.2 The responsible focal point in MOHME is the Department of Family Health, Population and
Schools.
5.1.3 The International C4D Consultant is responsible for implementation of the activities and time
schedules as mentioned in “Table of tasks, deliverables and related installments” in section 3
of this TOR.
5.1.4 All deliverables should have an acceptable quality. MOHME and UNICEF shall review and
approve each deliverable. The consultant shall incorporate all required changes proposed by
MOHME or UNICEF and resubmit the deliverable.
5.2. Organization :
5.2.1. The consultant is required to conduct the activities in two parts:
Part 1: Through distance consultancy to conduct activities 1, 2, 3, 4, 9, and 10
Part 2: Through a 15 working day visit to Iran to meet required stakeholders and conduct two,
three-day workshops.
5.2.2. MOHME and UNICEF with support of the National Consultant are responsible for all the
arrangements for meetings and field visits (in groups or individually)
5.2.3. MOHME and UNICEF are responsible for organization and all the arrangements for
workshops.
5.2.4. UNICEF will fund the costs for venue and hospitality for holding two, three day C4D
workshops in Tehran.
5.2.5. UNICEF will arrange for and fund the consultant’s travel to Tehran and to two selected
provinces based on UNICEF rules and regulations.
5.2.6. UNICEF with support of MOHME is responsible for granting the visa for consultant’s travel to
Iran.
5.2.7. Payments will be made only after approval of each deliverable by UNICEF and based on the
conditions mentioned in section 6.
5.3. Timeframe
This consultancy is a 49 day work in nine months and based on the time schedule mentioned in
“Table of tasks, deliverables and related installments” in section 3.

6. Budget
The consultancy fee shall be paid in four in istallments, only upon approval of relevant deliverables
by UNICEF and MOHME and based on the following schedule:

7. Qualifications and Selection Process
The complexity of the assignment is at P4 level.





Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology,
Psychology, Health Education, communications)
Proven 5 years of experience and background in developing communication strategies for
social mobilization, behavioural and social change
Proven 5 years of professional experience in facilitating workshops and developing materials
for the workshops on communication and advocacy strategy
At list one previous experiences in development of communication strategy for breast feeding
promotion
Experience with Government of Iran or UNICEF is an asset
8. Conditions of Work




MOHME and UNICEF, within their means, shall take any measure possible to facilitate
consult’s access to required information, resources and meetings with key informants and
community.
UNICEF will provide office space to the consultant during his/her stay in Tehran
UNICEF will arran
UNICEF shall not provide ICT facilities or any other physical resources required for the
completion of the assignment.
