INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Date: 25 March, 2014 Country: Astana, Kazakhstan Description of the assignment: National Expert in Situational Analysis of E-wastes Projects name “E-waste management as a component of the GEF/UNDP Project “Design and Execution of the Comprehensive PCB Management Plan for Kazakhstan”. BACKGROUND Due to rapid integration of Kazakhstan into the world economy, the latest IT products appear in the country immediately once they are produced overseas. Currently, all state, private and educational organizations can not operate without computer infrastructure. Import of electronic equipment to the country is steadily increasing. However, with fast technology advancement, all electronic devices outdate within a short period of time. Wellbeing of people allows to replace outdated equipment with more advanced devices, but it brings another serious problem – accumulation of electronic wastes. According to valuations of the Electronics TakeBack fund, Kazakhstan accumulates up to 126, 000 tones of electronic wastes annually. Over the past 20 years, the volume of "e-waste" - computers, mobile phones, printed circuits, monitors, televisions, printers and other electronics of all kinds - were increased tenfold. The situation with e-wastes in Kazakhstan is becoming more serious. However, the public awareness of the problem is very low. Most people do not realize the damage of WEEE to the environment and their impact on future generations. The initial step to ensure effective e-waste management is to assess the current situation, that will demonstrate amounts of accumulated e-wastes, current activities on collection and recycling of WEEE in Kazakhstan, delivery points after dissection of electronic equipment - plastic, precious and heavy metals, boards, chips, etc., as well as recycling methods for hazardous wastes. The goal of the project «E-waste management as a component of the GEF/UNDP Project “Design and Execution of the Comprehensive PCB Management Plan for Kazakhstan” is to develop a mechanism of e-waste management in the Republic of Kazakhstan. The project includes review of current measures in e-waste management with the aim to protect environment by identifying gaps and developing specific proposals. The expected outcome of the project is to raise public awareness in e-wastes and relevant actions. 2. Scope of work: Under the guidance of the Head of Energy and Environment Unit and in coordination with the Leading Expert in e-wastes, the National expert in situational analysis in the sphere of e-wastes (hereinafter the Expert) will be responsible for the assessment of the current situation in WEEE. The Expert will be responsible for the following: 1. Overview of the situation with e-wastes, including the following: - The amount of electronic wastes up to date - Current laws and regulations, standards on WEEE management in RK - Official data on legal export/import of electronic equipment - Current activities in collection and recycling of WEEE in Kazakhstan: a) The list of companies engaged in collection and recycling of e-wastes b) Points of delivery of dismantled electronic equipment – plastic, precious and heavy metals, boards, chips, etc., c) Methods of recycling of hazardous wastes in WEEE used in Kazakhstan. - International experience of effective e-waste management: а) Methods of motivation of people to deliver used up electronics b) Schemes on recycling of e-wastes (from the moment of delivery of electronics to recycling) in developed and developing countries. 2. The action plan on improving the WEEE management in RK, including: - Proposals for amendments to legislation, rules and regulations - The scheme of WEEE collection from individuals and legal entities - The mechanism of actions with regard to WEEE after their collection, including the mechanism of repairing defective electronic facilities after the completion of the project 3. Submission of results of the research and the action plan for effective management of e-wastes in the form of a presentation at the international conference, that will be held within the project. 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Academic qualification: High education in environment, technical regulation, law and natural sciences Required skills and experience Experience in projects relating to e-waste management is desirable Good knowledge of modern approaches to e-waste management, knowledge of the environmental legislation of RK and international law Ability to communicate clearly and write technical reports Experience in international organizations/projects is preferential 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultant must submit the following documents/information to demonstrate their qualifications: 1. Filled and signed P11; 2. Personal CV including past experience in relevant field\area; 3. Cover letter, explaining why he/she consider himself/herself the most suitable candidate for the work; 4. Standard letter on confirmation of interest and submission of financial proposal 5. FINANCIAL PROPOSAL Lump sum contract Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel: One travel is expected to Astana (2 days) 6. EVALUATION 1. Only shortlisted candidates will be considered for the Technical Evaluation. The shortlisting will be based on respective educational background and minimal requirements for work experience. 2.
