UPDATED INFORMATION ON THE COLLEGE IN THE HIGH SCHOOL STATE (CHS) FUNDED
SUBSIDIZED CREDITS.
Please see below in Bold Italics the changes made from the previous information send on June 3. 2015.
Districts can access this through iGrants by selecting “Form Package 732 – College in the High School (CHS) Subsidized
Credits.” The due date to complete this form package is July 1, 2015, at 5:00 p.m. Any late submittals will not be
accepted.
Background
E2SHB 1546 signed by the Governor on May 8, 2015, provides state funded subsidies to pay the college fees for specific
students enrolled in CHS classes. The state funded subsidies will be awarded to school districts based on their eligible
high schools and will be based on the following four tiers in the order presented:
1. High schools that offered Running Start in High School programs in the 2014–15 school year. This tier is only for
2015–16 school year.
2. High schools that are twenty miles from a college that offers Running Start or students that reside twenty miles or
more from a college that offers Running Start.
3. High schools that receive small high school funding.
4. Individual students who have been deemed eligible for free or reduced priced lunch (FRPL). Schools will be ranked
based on their October 1, 2014, 9th–12th grade FRPL percentage reported to CEDARS as of March 31, 2015.
Subsidies will be approved for the students attending the highest poverty schools first.
For Tiers 1 through 3, any 11th or 12th grader enrolled in a CHS class would be eligible for the subsidized CHS fees up to
10 credits per school year. For Tier 4, only 11th or 12th grade students that qualify for FRPL would be eligible for the
subsidized CHS fees up to 5 credits per school year.

as of March 31, 2015, and their qualifying tier. It can be found at:

Instruction for Completing Form Package 732
Complete a separate page for each high school that your district is requesting the subsidized credits. Include the CEDARS
building number and the school name. Next, provide the following information for each CHS course expected for the
2015–16 school year:







Title of CHS courses.
Course’s beginning and end date.
Number of college credits that would be awarded to a student who successfully completes the CHS course.
Estimated total number of enrolled 11th and 12th grade students in the course.
For Tier 3 and 4 schools only, estimated number of students that reside 20 miles or more from a college that offers
a Running Start program. Documentation of student’s residence and distance calculation to the nearest college
offering a running start program must be retained and available for audit purposes.
For Tier 4 schools only, estimated number of students that qualify for FRPL. Documentation of student’s FRPL
eligibility must be retained and available for audit purposes.
College that will be providing the CHS credits.
After completing all requesting schools’ sheets, a district administrator must certify the Form Package accuracy and
submit.
After July 1, 2015, and subject to the availability appropriated by the Legislature for this funding, OSPI will notify districts
the amount of subsidized credits that each school will be granted.
