participation in the competition for “Information Investigation and Consulting Service related to
the project of ‘Overseas Geological Surveys’ in East Siberia and other upstream project in Russia”
in 2014 Japanese fiscal year.
For the participation, we would like to inform you of our complete sufficiency to the
Requirements of JOGMEC as the “The List for Sufficiency of Requirements” (including further
attachment thereto and hereafter referred to as the “List) attached.

Essential Requirements

“Person”) who does not come under Article 3 of "The Public
announcement on the qualifications for participating in the
tendering procedures by the Japan Oil, Gas and Metals
National Corporation", dated 11 January, 2012”.
2. Person who does not receive administrative disposition on
suspension of either i) receiving the subsidy by Japanese
government or governmental agency or ii) designating
bidders related to contract and contracting activities.
3. For Japanese Person, Person who is qualified as “A” or
“B” or “C” in the category of “Investigation/Research” of
“Service provider” for general competition participant in
relation to the manufacturing or sales of commodity for
Japanese fiscal year 2014 and 2015 pursuant to the article 7
of the JOGMEC contracting handling rule and provisions of
JOGMEC handling rule for review of qualification of tender
participants.
4. For foreign Person, Person who has sound financial base
to render services and enable to guarantee the contents of

Characteristic Requirements

Person who owns a base in Moscow for performing the
services, is able to collect and analyse information
utilizing its abundant personal relationships in Russian
society and is able to report and communicate in
English.

Person who is able to assign a responsible person who
has i) high level of comprehension and explanation
capability, ii) has detailed knowledge of Oil and Gas
business and Pipeline business to the aspect of company
operation, legal system / administration practice and
mass communication, and iii) an expert of related broad
affairs having background and inside information

Requirements for invoicing and payment
1. Person who accept and conclude contract having condition

i) remuneration is fee-for-service system;
ii) there is no provision on advance payment, mobilization
