DRAFT ANDOVER PLANNING BOARD MEETING MINUTES November 24, 2015 Members present: Nancy Teach, Chair; Doug Phelps; Jon Warzocha, Vice Chair; Paul Currier; Art Urie; and Len Caron, alternate appointed to Pat Moyer’s position. Also present for duration of appropriate items: Mary Bourque; Dave Powers, Zoning Administrator; Minutes of October 27, 2015 meeting Warzocha – Motion to approve as amended Phelps – Second Vote - Unanimous Minutes of November 10, 2015 meeting Urie – Motion to approve as amended Currier – Second Vote - Unanimous Announcements / Correspondence 1. GIS workshops in December in Manchester and Merrimack. 2. Nancy & Art received mail from John Hodgson at Ragged Mountain Fish & Game Public Hearing: Michael & Mary Bourque, 138 Pancake Road – Site Plan Review for The Pine Outlet Teach opened the public hearing at 7:30 p.m. The property is in the Rural / Agricultural District. Warzocha asked what the hours of operation will be and the response was 7 a.m. until 9 p.m. seven days per week. There being no public input, the public hearing was closed at 7:36 p.m. Warzocha made a motion to approve the written requests for waivers as presented in writing. Phelps seconded the motion and the board voted unanimously in favor of approving the written requests for waivers as presented. Urie made a motion to approve the application for The Pine Outlet for business as presented. Caron seconded the motion and the board voted unanimously in favor of approving the application for The Pine Outlet for business as presented. Lenny Caron –Continued discussion on Public Hearing and Site Plan Review for gravel excavation on property located along Bridge Road Caron recused from the discussion. The board discussed whether the excavation for Wilmot needs to be included in the application and advised that the landscaping does need an excavation permit application completed. Hours of operation on Saturdays will be 8:00 a.m. until 3:00 p.m. Warzocha made a motion to approve the application with restrictions of an excavation permit; no permanent structure; any applicable state and federal permits will be obtained; Currier seconded the motion and the board voted unanimously in favor of approving the application with the restrictions. Discussion took place regarding the Town of Wilmot excavation. It was asked if Wilmot was exempt from an excavation permit Currier stated that Wilmot is not exempt from Site Plan Review and asked if there was any history resting on a Site Plan Review and the response was no. Caron was advised a Site Plan Review Application is necessary for Wilmot and Wilmot needs to designate Lenny to act as their agent to apply to the Planning Board for a Site Plan Review. The board will review and compare the RSA 155-E and the Site Plan Review. Caron also needs to complete and excavation permit for the landscaping. Lakes Region Planning Commission – interest in providing scanning services to Andover Currier stated the board/town is no organized enough at this point to take advantage of this service. Teach will contact LRPC to advise. Additional Items for Consideration 1. Urie will work on putting together board members resources (i.e. Zoning Ordinance; Site Plan Review Regulations) for each board member.
