ASSIGNMENT DESCRIPTION
F&M GP is hiring a veterinary and artificial insemination consultant, whose tasks will be to
support the Project in the design and implementation of dairy supply chain development
programs in Kyrgyzstan and Uzbekistan. While implementing his/her duties, the consultant will
be supported by Dairy Consultant and report to the Supply Chain Specialist as well as to the
Project Manager.
Veterinary and Artificial Insemination consultants overall responsibility will be to provide
strategic support to the Project, from the design to implementation of the pilot dairy supply chain
development programs in specific regions of both countries (Kyrgyzstan and Uzbekistan) and
provide recommendations regarding the improvements needed in order to increase the
productivity, efficiency and sustainability of milk producers.
Veterinary and Artificial Insemination consultant will work under the close coordination of the
Dairy Consultant.
Scope of Services and Responsibilities
1) Veterinary and Artificial Insemination consultants overall responsibility will be to provide
strategic support to the Project, from the design to implementation of the pilot dairy supply chain
development programs in specific regions of both countries (Kyrgyzstan and Uzbekistan) and
provide recommendations regarding the improvements needed in order to increase the
productivity, efficiency and sustainability of milk producers.
2) Veterinary and Artificial Insemination consultant will work under the close coordination of
the Dairy Consultant. He/she will work with representatives of Projects dairy clients and farmers.
3) Veterinary and Artificial Insemination consultant will work at three levels: Pilot farmers (PFs)
level, Clients agro-service team (AS team) level, and at the level of larger group of farmers for
the outreach purposes (Outreach). Consultants responsibility will be to ensure achieving results
at each level per below listed scope. Detailed scope of activities and schedule is provided in
Annex 1.
a. At the PFs level, Consultant will be responsible for the development and implementation of
animal health care and artificial insemination activities under the overall farmer improvement
plans. Improvement plans will be linked to below listed 5 KPIs. Consultant will be responsible to
develop targets for each related KPI, agree targets with Dairy Consultant, Project Manager,
Client and Farmers and achieve these targets within the framework of this project.
KPIs:
(i) Percentage conceived 100 days after calving;
(ii) Calving interval (days);
(iii) Age at 1stcalving (years);
(iv) SCC (000 cells/ml);
(v) Reduced fluctuation in milk production.
b. At the AS team level, Consultant will be responsible for the development and delivery of
training program to the AS teams. It is expected that AS teams capacity is developed and AS
team members are able to provide related farm improvement services to their respective farmers.
AS team should be able to develop below listed skills.
Skills:
(i) Analysis of information on the farm inputs and services;
(ii) Preparation of farm improvement plans;
(iii) Delivery of advisory support to farmers.
c. At the Outreach level, Consultant will be responsible for the development and delivery of the
training program to larger number of farmers so that farmers adopt the results of the pilot.
Trainings and dissemination of results should be made according to the below listed topics.
Training topics:
(i) Animal hygiene,
(ii) Animal healthcare;
(iii) Breeding and insemination;
(iv) Herd management.
Key Deliverables:
Deliverables of dairy consultant will be made in two countries (Kyrgyz Republic and
Uzbekistan) and at three levels.
1. Pilot Farms
(i) Number ofanimal healthcare and artificial insemination improvement plans for the pilot farms
developed: 15-25;
(ii) Number of pilot farms which have achieved implementation targets on the related KPIs (5
indicators): 15-25.
2. Client Agro-Service Teams (AS)
(i) AS teams trained to deliver related farm improvement services to farmers;
(ii) Training of Trainers (ToT) materials on the subject matter developed.
3. Outreach to larger group of farms:
(i) Number of farmers trained (4 topics): 70-80
Qualification and Experience Requirements:
A Masters degree in veterinary medicine or in animal science or equivalent practical experience;
A minimum of 10 years of experience in the dairy industry and farming, as well as an excellent
track record in similar dairy production improvement projects;
Excellent analytical and communication skills;
A self starter, self-motivating professional able to deliver strong results with a minimum of
supervision;
The ability to work effectively in a diverse teamwork environment.
Knowledge of the country development specifics and cultural aspects is an asset;
Russian language knowledge (speaking and writing) is highly desirable;
Duration of the assignment
Duration of the assignment is 2 years (2016-2018). Expected total number of days to be allocated
for the consultant for the deliverables are 65 days in 2016 and 30 days in 2017 calendar years.
