In consultation with Task Team members, UNICEF submitted a 53,000
project proposal aimed at supporting the development of a
monitoring and evaluation framework to measure the extent to
which UNCTs are mainstreaming human rights in their development
work at country level. Following approval of the proposal and
subsequent transfer of an amount of $53,500 by the HRM in
September 2013, Terms of Reference for the hiring of senior
consultant to undertake the assignment were widely circulated on a
variety of websites including HuriTALK in December 2013. UNICEF is
in the process of compiling the applications and will be contacting
Task Team members to participate in the hiring process.
Second Senior Policy retreat organized in May 2013 to ensure None
strategic positioning of the UNDG-HRM to maximize results in
advancing human rights. Ongoing substantive guidance and advice
including ongoing input and follow-up to the development of
integrated guidance for SoPs for DAO and implementation of the
2012 QCPR, resulting in steady increase in number of substantive
references to normative and operational linkages and human rights.

translated into French, Spanish and Tetun (through the HRA in
Timor Leste). Event featuring publication with donors organized in

OHCHR has developed a first draft of the revision of the 2000 200,000.12
Guidelines and Information on Human Rights for Resident
Coordinator System. This draft will be subject to further

The UNDG-HRM is developing modalities to enhance UNCT
engagement with and follow-up to international human rights
mechanisms. Initial consultations on developing institutional
arrangement/framework for UNCT engagement with human rights
mechanisms, including follow-up.
The first step under this output has been the development of a
consolidated and coordinated letter of information to RCs
concerning activities related to the international human rights
mechanisms in the respective country. A draft information letter is
currently being considered by the HRM task-team. If is foreseen that
this information letter will be implemented in the first quarter of
2014.
Side event organized with Special Rapporteurs during 68th GA
session to discuss the publication: “Mainstreaming Human Rights
into Development: stories from the field” and other priorities in
implementing the recommendations of the Special Rapporteurs.
