MUSSELBURGH AND INVERESK COMMUNITY COUNCIL
ANNUAL GENERAL MEETING HELD ON TUESDAY 27 OCTOBER 2015
Stuart Baxter, Area Manager for Musselburgh, ELC chaired the first part of the meeting and
welcomed everyone.
1. Irene issued everyone with a copy of the Balance Sheet for year ending 31 March
2015, a copy of the Chair’s Annual Report for 2015 and the Treasurer’s report for the
same period.
2. Election of new Office Bearers
Nominations were invited for the position of Chair:
Irene Tait was nominated by C McArthur and seconded by B Harkins.
Stuart confirmed that Irene Tait was duly re-elected as Chair.
Nominations were invited for the position of Vice Chair:
Betty Ramsden was nominated by B Harkins and seconded by I Tait.
Stuart confirmed that Betty Ramsden was duly re-elected as Vice Chair
Nominations were invited for the position of Secretary:
Margaret Stewart was nominated by C McArthur and seconded by T Kay.
Stuart confirmed that Margaret Stewart was duly re-elected as Secretary.
Nominations were invited for the position of Treasurer:
C McArthur was nominated by M Stewart and seconded by E Ramsden.
Stuart confirmed that Cathie McArthur was duly elected as Treasurer.
The re-elected Chair thanked Stuart Baxter for chairing the first part of the meeting and
after inviting him to stay for the full meeting, proceeded with the full Agenda.
The Secretary will notify Lilian Pryde, ELC of any changes.

1. Apologies for Absence: A Stott, A Morrison, R Bush, C McAlpine
2. Minutes of the meeting held on Tuesday 22 September 2015 these were approved as a
true record, proposed by C McArthur, seconded by S Fleming.
3. Matters Arising from the Minutes
a) Tesco Art’s Fund Monies
Dates have now been confirmed for presentations from the short listed artists/sculptors.
More details will follow shortly.
b) Parking around Tesco and the Health Centre
Councilor McAlister told the meeting that he had recently attended a site visit with council
officials and that they had now been tasked with finding a solution. Discussions were taking
place with the relevant bus companies as to where the buses are actually stopping.
Ongoing.
c) Police School Liaison Officer
Ian Clark, Vice Chair of the Area Partnership is working to raise awareness in reinstating a
police liaison officer with the cluster schools and this has the full backing of the Community
Council.
4. Police Report
PC K Flucker delivered the police report telling members that:
Between 22nd September – 25th October 2015, there have been 732 calls to Musselburgh.
Of this, 159 have been recorded as crimes with 86 solved. A breakdown of some incidents
27 Noise Complaints
18 Neighbour Disputes
21 Reports of assaults
21 calls reporting thefts
6 calls reporting shoplifting
33 reports of missing people
Assist some callers & partner agencies with mental health issues
Substance Misuse
 2 males charged with possession of Class B drug (Herbal Cannabis)
 1 male charged with possession of Class B drug (Amphetamine)
Antisocial behaviour
 General youth complaints – Several calls to Battlefield Drive area and also
Edenhall Hospital.
 Ongoing neighbour disputes – Ongoing liaison with ELC ASB to try and
resolve.
Speeding/Road Traffic
 2 Vehicles seized under S165 RTA 1988 – No insurance
 3 ‘Speed Gun’ checks conducted at Ravensheugh Road, Musselburgh after
complaints from residents of speeding cars. (2 midweek and 1 at weekend)
No tickets issued however it will require further action. PS Boyd has emailed
ELC to consider placing traffic monitoring device on roadway.
 Operation Kestrel will be conducted in November targeting vulnerable Road
Users, speeding complaints and parking issues around the Musselburgh area
– Update in Novembers CC report.
Violence
 1 male reported being the victim of an assault & robbery – following enquiry
by CID he has been reported for wasting Police time.
 1 minor assault reported – one person c/c with assault & report submitted to
procurator fiscal.
 1 serious assault report – domestic related and one person reported to procurator
fiscal.
 9 domestic assaults reported
Acquisitive Crime
 Theft by housebreakings – 6 domestic theft by housebreakings reported
during the previous month. No domestic housebreakings solved at this time.
 4 business housebreakings reported – 4 solved. Reports submitted to
procurator fiscal.
 7 theft shopliftings reported – 4 solved and enquiries ongoing to trace
suspects for another 3 incidents.
Vandalisms


7 reported vandalisms to properties over the period. All minor damage and
enquiries are ongoing
10 reported vandalisms to motor vehicles over the period.
5. Chair’s Business
1. It was with sadness that the Chair offered her condolences to the family of Ann
Proudfoot. Ann has left a great legacy in the Hollies, where she worked tirelessly over many
years and would be greatly missed.
2. Irene read out a letter of resignation she had received from Janice Burr. Janice said that
other committee commitments and her desire to spend more time with her family had led
to her decision to stand down after 13 years’ as a member of the Community Council during
which time she had held the position of Secretary and Treasurer. Irene thanked Janice for
all of her hard work over the years. Janice will be missed by us all!
6. Planning Issues
1. The weekly lists of registered applications dated 15/10/15 and 22/10/15 were circulated
for information.
2. Planning Application 15/00645/PM Tesco Store, Variation of condition 5 of planning
permission to allow for a single delivery to the store between the hours of 23.00 and 07.00.
The Chair has put in a letter of objection on behalf of MICC.
7. Correspondence
a) Proposed Traffic Order - Harbour Road, Musselburgh – An order to introduce a one-way
street (northbound direction) has been issued for consultation. A copy of the documents
available for consultation from Monday 26th November – 4th December was circulated for
information.
b) Get Ready for Winter Campaign – The date for launch of the campaign is 9th November.
An overview was circulated to members and this can be viewed along with lots more useful
information at www.readyscotland.org
c) Notice of the Meeting of the Planning Committee - Tuesday 3 November 2015, Town
House, Haddington – Agenda circulated for information.
d) Notice of the Meeting of the East Lothian Integration Joint Board – Thursday 29
October - Agenda circulated for information.
e) Notice of the Meeting of East Lothian Council - Tuesday 27 October - Agenda circulated
for information.
8. Any Other Competent Business
1. B. Harkins spoke of the upcoming demise of the Musselburgh News and said it would be
a sad day for the town. Everyone wished Julie Douglas all the best for the future.
2. Stuart Baxter gave a brief update on matters relating to the Area Partnership including:
 An agreement in principal had been made to enhance the area around the bus
stop in the High Street.
 In relation to Shorthope Street, he had met with the roads officials and that it
is hoped that the work will start in January 2016.
 Work had been completed re. the positioning of one of the plaques on the Esk
Trail.
 War Memorial Trust – The Community Council have agreed to pay for the
study.
 The Musselburgh Business Association – Stuart is hopeful that this will be
restarted.
 ‘Together we Read’ – The Area Partnership have agreed to pay for the
lanyards.
 East Lothian on the Move – Meeting taking place on 4th November.
9. Date of next Meeting
The next meeting is a COMMITTEE Meeting on Tuesday 10th November. The next FULL
Meeting will be on Tuesday 24th November at 7.30pm
