Citizens are increasingly using new technology in their day-to-day life which is changing the face of how Police perform routine investigations and conversely how they expect to interact with Police officers. In addition, significant budget cuts have been applied across all Police forces, but with the expectation that officer effectiveness and visibility is not affected. An inflection point has been reached, whereby UK Police forces need to dramatically innovate in order to respond to these market dynamics. Forces can no longer continually spend their IT budget on ‘keeping the lights on’, or delivering monolithic IT programmes, and instead are looking towards a mobile-first, cloud-first approach. We have spent a considerable time with front-line Police officers to comprehend their needs and challenges. We have combined this insight with our unparalleled experience across many sectors to establish a vision of how UK forces can respond to the challenges of modern day policing. This Crime and Intelligence Reporting solution is one component of Microsoft’s broader vision for Digital Policing, which focuses on task-focused, business-aligned outcomes that can be achieved quickly. 1.1.1 Solution Overview Crime and Intelligence Reporting is a key task for all front-line Police officers and one that typically requires travelling back to the Police station to perform, typically at the end of the shift and many hours after an incident has responded. Different devices and form factors make sense at different stages of the crime and intelligence lifecycle. A Phone or Slate device is best positioned at a crime scene to receive incident information and to capture initial case information. Collection of key information at the scene of the incident along with the inclusion of precise GPS location information and photographs help streamline the crime and intelligence reporting process. A new Crime Report can be created from an incident that an officer has attended. Key information such as Officer information, date, time, location and incident details can be used to shortcut the initial phase of case preparation.The officer can then move to a workstation back at a police station or even perhaps at home to provide more detailed information drawing on information already collected by the combination of officers present at an incident. The same application is projected through many different form factors. A workflow based around crimetype guides the officer through the required steps ensuring data entry is greatly reduced from that Page 2 required by solutions today. A senior officer will have intelligence records submitted by his team routed for 5x5x5 evaluation which can be performed within the application quickly and easily The output of this process can be manifested in a number of ways, most commonly the most appropriate MG forms but it’s important to note that these are purely output formats and a crime-type and task driven application is used to streamline the entire process end-to-end. An iterative approach whereby new crime report types are added to the application over time will enable a smooth transition from paper-based collection to device-based. Microsoft has combined this technology with a cloud-based infrastructure to create a unified Crime and Intelligence Reporting solution. This offering is for the Services required to integrate one or more of the following elements into a consolidated cloud-based solution: Free of charge custom code from Microsoft (shared ownership) providing Crime and Intelligence Reporting functionality for Microsoft devices Microsoft SharePoint or Dynamics CRM solution (public or private cloud). For example, Microsoft SharePoint Online. An existing crime and intelligence reporting system (public or private cloud) providing that a documented standards-based communications interface exists If this data can be classed as IL2 then public cloud hosting can be used to accelerate deployment and lower overall costs. Otherwise, private or IL3/4 cloud hosting of the dependencies will be required. 1.1.2 Benefits Including: Enabling the collection of crime report and intelligence information out on patrol allows information to be collected at the incidence scene and removes time-consuming paper-based collection with subsequent data entry at the end of the shift. Use of device sensors, user and incident information will simplify data entry to only the new information that has to be collected. Intelligence evaluation workflow can be managed through a standardised process enabling officers to perform evaluation on a range of mobile devices and workstations. Captured intelligence information will be automatically delivered to officers as appropriate given their context. Existing crime specific forms will be analysed and the resulting applications will only collect information not already known through other means Page 3 1.1.3 Dependencies Delivery of this application requires supporting infrastructure: A device management infrastructure to manage either Windows Phone or Windows 8 devices. Windows Phone or Windows 8 devices 1.1.4 Pricing Note This service has an element of agility and flexibility in terms of scope based on the Contracting Authority’s environment, infrastructure, skills and desired outcomes. As such, an initial scoping and discovery activity will be undertaken to determine resource profiles required and pricing for any given requirement.
