COMIDET-Guidelines for submitting infrastructure 2015 fundraising proposals (PHASE 1) 1. What is the deadline for accepting proposals under Phase 1? COMIDET’s International Fundraising partners are expected to visit Zimbabwe around second week of December 2015 for purposes of due diligence and project validation with Responsible Authorities. COMIDET aims to have all proposals documented, packaged and also to develop a Donor Prospectus for Phase 1 that will be shared with Donor representatives before their December 2015 visit. Deadline for receiving Phase 1 proposals is 25th November 2015. Phase 2 will be announced sometime next year 2016 after processing proposals received under Phase 1. 2. How many proposal can one Responsible Authority submit? During Phase 1, COMIDET accepts as many infrastructure projects from Responsible Authority. Only proposals that meet the criteria in Annex 2 can be accepted. 3. Which organization is leading the infrastructure project? The Community Infrastructure Development Trust (COMIDET) is a Zimbabwe registered Trust. The Trust implements the project as a special Ministry (Community Service) majoring on Fundraising for Infrastructure that benefits Children. COMIDET accepts Fundraising requests only from Responsible Authorities inclusive of Local Government, Non-Governmental Organizations, Churches etc. 4. Who will mobilize the funds? COMIDET carries out resource mobilizations activities and has also entered into partnership with International Fund-raising organizations from USA, UK, Australia, Canada, Japan etc. towards securing potential donors locally and around the world. 5. Who will manage the donations? COMIDET Trust Deed requires that all donations be managed by a professional and independent Fund Management Agent (FMA). Through a Memorandum of Understanding (MOU), Grant Thornton a reputable and international Auditing Firm will be responsible for managing all donations including procurement process. Each Responsible Authority will be kept informed of how much funds have been mobilized and also how much has been used. 6. How will the funds be made available to the beneficiary? COMIDET accepts infrastructure proposals that come from Responsible Authorities. After a donor has been identified for the project and funds released, the FMA will work with the Responsible Authority to secure the contractor or to make purchases as required. 1|Page COMIDET-Guidelines for submitting infrastructure 2015 fundraising proposals (PHASE 1) 7. Will the beneficiary have direct interaction with the donors? The Responsible Authority will have direct contact with Donor representatives as part of proposal development during validation process. Responsible Authority will also be kept up-to-date on the status of proposal and will also be expected to meet donor representatives during project monitoring visits. 8. What type of infrastructure does COMIDET support? Annex 1 ( attached) contains details on what type of infrastructure that can be supported. Proposals for establishing new institutions or upgrading existing institutions are accepted covering the following: 8.1 Special institutions e.g. Children’s home, Old people’s home, etc. 8.2 Pre-school 8.3 Primary school 8.4 Day Secondary school 8.5 Boarding Secondary school 8.6 Tertiary (University or College) 8.7 Capacity building of Responsible Authority or Local Authority (vehicles, equipment, furniture, uninterrupted power, solar transition, access to water, ITinternet, communication system, websites etc.) 9. Who is responsible for writing the proposal? In order for COMIDET to accept a Fundraising request and develop a fundraising proposal, the Responsible Authority should make available several documents (see checklist on Annex 2). The Beneficiary submits through their Responsible Authority, the following which will be used by COMIDET to put together proposals: 9.1 Approved Architectural drawings by registered Architect and copy of the MOU signed between Responsible Authority and the Architect. 9.2 Copy of Master Physical Plan by registered Architect 9.3 Bill of Quantities (BOQ) by a registered quantitative surveyor or registered Engineer in case of power back up, or registered water company in the case of Water supply – bore hole, water storage tanks, rain water harvesting. 9.4 Copy of Environmental Impact Assessment report 9.5 Copy of detailed budget following COMIDET Budget template (ANNEX 4). Standard Unit costs for estimating construction budgets are developed by the Architect and Quantitative surveyor appointed by Responsible Authority. COMIDET estimated Unit costs (Annex 3) should be used for non-construction items. The Responsible Authority is expected to develop Unit costs after securing quotations for items missing from COMIDET unit cost schedule such as science lab equipment, medical equipment etc. Each project budget should be detailed 2|Page COMIDET-Guidelines for submitting infrastructure 2015 fundraising proposals (PHASE 1) e.g. Primary grade 2 chairs, instead of giving total chairs required for primary pupils, indicate chairs required for each class, some donors may want to fund only grade 1 chairs etc. 9.6 Support documents as detailed on the Checklist (see Annex 2). 9.7 Copy of signed ANNEX - 5 which contains lists of projects that have been approved by Executive Committee of the Responsible Authority. 9.8 Existing primary and secondary schools are required to submit a list of 500 (Five hundred) names – Alumni members-who completed the highest class offered at the school (SURNAME and FIRST NAME plus Gender- Male/female. Just submit the list of names with no contact information. Old registers can be used to get this information. 10.How much is required when submitting proposals? COMIDET does not charge the Beneficiary or Responsible Authority for its fundraising services. 11.How is COMIDET paid for its fundraising services? COMIDET negotiates with Donors for a small percentage of the donation to be used to meet Administrative expense. This percentage varies between donors and its normal practice. COMIDET will recover its expenses from the Administrative percentage allowed by donors. 12. How long does it take for a project to secure funding? Fundraising has become very competitive. Even after a donor has accepted to fund a proposal it normally takes more than one year to process large donations. A period between 18-24 months is normal waiting period for identifying and processing major Fundraising proposals. 13. Can one institution e.g. school/ clinic submit more than one proposal? NO! COMIDET treats each institution or organization as one project. An institution should indicate all its requirements using the budget template in Annex-4.
