Main mission is to preserve, promote and
disseminate arts and crafts of the Zone under the
broad discipline of Music, Drama, Performing
Arts, Handicrafts and Literature, to make special
efforts to encourage folk and tribal arts and
artefacts and to promote inter-State cooperation
and national integration through the theme ‘Unity
through Culture’
To develop and promote the rich diversity and
uniqueness of various arts of the Zone and to
upgrade and enrich consciousness of the people
about their cultural heritage’.
To make special efforts to encourage folk and
tribal arts and to frame special programme for

preservation including documentation and
sustaining of the vanishing art forms.
To frame such programmes as would encourage
and involve the youth of the Zone amongst
themselves and with the youth of the rest of the
country in creative cultural communications
through the process of seminars, exchanges and
workshops on matter relating to cultural heritage

Brief summary of the project
Training tribal cultural practitioners in skill development and providing financial
assistance for production of multipurpose handloom and handicrafts products in North
Eastern Region of India.
There are more than 272 tribal groups with distinctive identity and traditional practices in the
North Eastern Region of India. Most of these tribal groups make their traditional attires,
households and other handicrafts items in traditional way using the materials locally available and
as per the customary technique. Most of these materials are environment friendly it needs wide
promotion. There are many community groups of traditional practitioners engaged in the field of
handloom and handicrafts for their livelihood. The project aims to provide training for traditional

textile and handicrafts artisans, especially women artisans and practitioners working in the public
and private sectors in eight States in North Eastern Region of India. Training workshops will take
place both in house and outside of their domicile and will focus on topics related to use of modern
tools and technologies that could improve their skills, cultural management and cultural industries
in this region. Public and private partnerships will be promoted and a North Eastern States of
India Network of Handloom and Handicrafts Cultural Industries will be initiated in order to
strengthen the participants’ capacities to promote their products in the domestic and international
market.
Country context and complementarity of the project with other regional, national and local
policies/ measures/ programmes/ projects
North East Zone Cultural Centre (NEZCC), registered under the Nagaland Societies Registration
Act XXI 1860 (Nagaland First Amendment) Act, 1969 was set up in June 1986 with its
headquarters at Dimapur, Nagaland. The 8 (eight) North Eastern States of India, viz., Arunachal
Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura are the
constituent States of the NEZCC. Its primary mission is to preserve, promote and disseminate
arts and crafts of the Zone under the broad discipline of Music, Drama, Performing Arts,
Handicrafts and Literature, to make special efforts to encourage folk and tribal arts and artefacts
and to promote inter-State cooperation and national integration through the theme ‘Unity through
Culture’.
Objective
Short-term objectives of the project
 Conducting comprehensive production oriented workshops for Tribal Traditional
Practitioners/Groups and Women Self Help Groups from 100 tribal communities inhabited
in eight north eastern States of India.
 Providing training in skill development to 1000 cultural practitioners and managers from
200 tribal communities in eight north eastern States of India on business management,
marketing, organizational skills and legal matters associated with the cultural industries.
 Providing financial assistance to Tribal Traditional Practitioners/Groups and Women Self
Help Groups from 100 tribal communities for procurement of raw materials for production
oriented workshops.
 Organizing Regional and National Level Handloom and Handicrafts Mela involving the
participants of skill development training and production oriented workshops for exhibition
cum sales of the finished products made during the workshops.
 Establishing the North Eastern States of India Network of Handloom and Handicrafts
Cultural Industries and setting up a dynamic and user-friendly online platform to enable
stakeholders to share information, ideas and experiences related to the cultural
industries.
Long-term objectives of the project
 The skills and capacities of traditional practitioners engaged in cultural industries in the
field of traditional handloom and handicrafts production of all over North Eastern Region
of India are promoted through skill development training, advanced technology usage
and production oriented workshops.
 Leading Self Help Groups working at the local level are empowered and their capacities
strengthened.
 Training material on cultural management and skill development will be produced and
used during the capacity-building and production oriented workshops.
 A dynamic and sales promotion platform in North Eastern and other Region of the
Country will be developed through the Shilpgrams (Crafts Village) established under the
Zonal Cultural Centres and other Organizations and an on-line platform of North Eastern
States of India Network of Handloom and Handicrafts Cultural Industries will be created.

Sustainability
 The project aims to provide a long term sustainable income to the artisans, craftsperson
and artistes engaged in the field of handloom and handicrafts production in the North
Eastern Region of India.
