PRESS RELEASE For Immediate Release Innovative Multisectoral Partnerships for Social Impact Providing creative and systematic ways to generate high value impact Putrajaya 2 July 2015 – Agensi Inovasi Malaysia (AIM) and Public-Private Partnership Unit (UKAS) have teamed up to collaborate on the Social Public-Private Partnership (Social PPP), an initiative under the National Blue Ocean Strategy (NBOS), to address social disparities by delivering high value impact at a lower cost. Launched by Prime Minister Dato’ Sri Najib Tun Razak today at Perdana Putra, the Social PPP is an initiative in collaboration with other government ministries and agencies such as National Strategic Unit (NSU), Malaysian Global Innovation & Creativity Centre (MaGIC) and Registry of Societies. The Social PPP is a new social service model for the government and private sector to collectively move forward towards developing projects in the social sphere. A total of 7 companies are partnering with the government for the Social PPP projects. These include a collective impact partnership funded by Credit Suisse, Hap Seng Group, Hong Leong Foundation, Westports Malaysia Sdn Bhd, Yayasan Siti Sapura Husin and YTL Foundation focusing on supporting learning skills initially in Klang through various initiatives, and Digi Telecommunications Sdn Bhd which through their ‘Digi Challenge for Change’ tackles community impact projects that use Internet-enabled technology services. The initiatives under the NBOS provide a creative and systematic way to create high value impact at low cost, with various ministries and agencies working together to develop and implement numerous programmes to help stimulate rapid and sustained growth, develop communities, and create harmony. The Social PPP will relook at traditional ways of delivering social services that tap into the strengths of the government, non-governmental organisations (NGOs) and the private sector to address social disparities. These social disparities will be addressed – regardless of race, privilege and position, all as part of one nation exposed to the same social issues – through social-purpose organisations (SPOs) such as NGOs and social enterprises. The SPOs will be provided with capacity development so that they are able to deploy their services more efficiently and rapidly. 1 The SPOs fight the struggle daily and much has been done to uplift impoverished and disadvantaged Malaysians, but social problems persist. In the Social PPP social service model, the government and the private sector align their resources in terms of funds and other in-kind contributions towards these organisations that are working on identified projects under education and capability development, to help them find better and more innovative ways to improve the lives of the rakyat. The Social PPP also relates to the vision of the Eleventh Malaysia Plan (11MP) that was presented in parliament on the 21st of May 2015. Two strategies outlined in ‘Translating Innovation to Wealth’ relate to increasing societal innovation, by strengthening collaborations through a whole-society approach and developing a social finance model that will ensure a robust social sector in line with the goal of establishing a nation that is socially equal. AIM’s Chief Executive Officer Mark Rozario said he is confident that Social PPP will take off well, being a project under the NBOS that encompassed three criterias for successful implementation of programmes, namely creativity and innovation, speed and minimum costs. “The Social PPP programme would not only help in delivering these social services and various projects at a lower cost, it will also help the NGOs in achieving their missions effectively and systematically,” said Rozario. “The support and expertise contributed by the private sectors across a range of the Social PPP efforts and projects will prove its worth, as we help raise awareness throughout the community of the unique contributions that the private sector can make, spurring even more companies to get involved in the future,” he added. The Social PPP provides a platform where the Government and the private sector can come together to work on solving social issues that are faced in our society, such as youth unemployment, homelessness, juvenile crime and so much more.
