Detailed Regulations for the Implementation of Rewards and Penalties at NDHU Amended and approved by the second session of the Student Affairs Committee in the first semester of the Academic Year 2011/2012 on January 5, 2012 Article 1 These regulations have been formulated based on the NDHU guidelines for student rewards and penalties to ensure the fairness and justness of all rewards and penalties. Article 2 Rewards and penalties are implemented according to these regulations unless specified otherwise. Students will not receive rewards for outstanding performance in the execution of this assignment if they are eligible for monetary remuneration. Article 3 Rewards 1. Students are awarded commendations if one of the following conditions applies a. Righteous conduct, assistance in emergencies, dedicated service, civic-mindedness, and good deeds b. Specific accomplishments in the fields of public service or dedication to the public good c. Outstanding performance in contests on and off campus and other extracurricular activities d. Outstanding achievements in activities and contests organized by individual departments e. Diligent and responsible attitude while serving in a leadership role for the department, class, club, or dorm f. Specific accomplishments in the promotion of environmental protection and prevention of resource waste. 2. g. Honesty in returning lost items h. Specific accomplishments in other comparable areas Students are awarded minor merits if one of the following conditions applies a. Acts on and off campus that are beneficial to the nation and society or help advance the reputation of the university. b. Righteous conduct, assistance in emergencies, dedicated service, civic-mindedness, and good deeds that serve as a model for other students c. Exceptional accomplishments in the fields of public service or dedication to the public good d. Ranking among the top three in national competitions e. Exceptional performance as club or student leader f. Appropriate handling of unusual incidents g. Commended by non-University agencies for accomplishments in the promotion of environmental protection and prevention of resource waste 3. h. Conduct off campus contributes to the maintenance of a good social climate i. Outstanding accomplishments in other comparable areas Students are awarded major merits if one of the following conditions applies a. Exceptional accomplishments on and off campus that are beneficial to the nation and society or help advance the reputation of the university b. Supreme performance as club or student leader, which makes a unique contribution to the establishment of a superior academic atmosphere c. Exceptional performance in sports and extracurricular activities, which makes a unique contribution to the establishment of a superior academic atmosphere. d. Exceptional performance in international competitions or public welfare activities e. Specific accomplishments that involve sacrifices and contributions to public welfare activities and have received the praise of nongovernmental organizations f. Outstanding suggestions regarding the university’s academic affairs which are adopted by the university g. Exceptional accomplishments that involve righteous and courageous acts h. Exceptional behavior which serves as a model for all other students. g. Outstanding accomplishments in other comparable areas. Article 4 Penalties 1. Students will be punished to do community service if one of the following conditions applies a. First-time violators of all provisions of paragraph 2, Article 4 of these regulations who display a good attitude, show remorse for their actions, and only committed minor infractions. b. Failure to comply with the university’s administrative regulations regarding the timely completion of assignments. c. Minor violations of regulations which have been formulated by administrative agencies of the university or student associations in accordance with the proper protocol. 2. Students will receive reprimands if one of the following conditions applies a. Disruption of classes and initiation of campus disturbances of a minor nature b. Minor offences involving the destruction of public property, the property of other students, and public notices or other actions detrimental to the welfare of the university c. Unauthorized posting of notices, posters, or signs in non-designated campus areas. d. Minor offences involving the infringement of intellectual property rights e. Minor offences involving sexual harassment or other acts of public indecency. f. Minor offences involving violations of regulations for the use of campus facilities or guidelines for student activities or public safety risks due to negligence or irresponsible behavior. g. Violation of Internet usage regulations h. Minor offences involving humiliation, slander, or personal attacks on other students (offenders are remorseful of their actions) i. Unauthorized use of public property or items belonging to others. j. Refusal to do community service and accept other types of penalties. k. Minor offences involving failure to comply with the orders and instructions of supervisors during off-campus activities l. Minor offences involving the violation of safety regulations or reporting procedures during student activities off campus m. Major violations of regulations which have been formulated by administrative agencies of the university or student associations in accordance with the proper protocol. 3. Students will receive minor demerits if one of the following conditions applies a. Second-time violators of all provisions of paragraph 2, Article 4 of these regulations despite admonitions b. Disruption of classes and initiation of campus disturbances of a more serious nature c. Serious offences involving the destruction of public property, the property of other students, and public notices or other actions detrimental to the welfare of the university d. Serious offences involving violations of guidelines for student activities or regulations for the use of campus facilities or public safety risks due to negligence or irresponsible behavior. e. Humiliation, slander, or personal attacks on others. f. Serious violations of Internet usage regulations g. Serious offences involving failure to comply with the orders and instructions of supervisors during off-campus activities h. Serious offences involving the violation of safety regulations or reporting procedures during student activities off campus i. Minor violation of academic ethics j. Minor offences involving inappropriate behavior (on and off campus) that is detrimental to the reputation of the university. k. Serious offences involving the infringement of intellectual property rights l. Minor offences involving exam fraud m. Minor offences involving fights, gambling, alcohol, and indecent behavior. n. Minor offences involving the forgery, alteration, and fraudulent use of documents, seals, and public notices o. Minor offences involving the harassment of other students through stalking, e-mails, or other methods against their will. p. 4. Serious offences involving sexual harassment or other acts of public indecency. Students will receive major demerits if one of the following conditions applies a. Serious offences involving the humiliation and slander of others b. Obstruction or hindrance of faculty and staff in the execution of their duties. c. Participation in activities on and off campus that involve fights, gambling, alcohol and drug abuse, or indecent behavior. d. Illegal storage of dangerous or forbidden objects on campus e. Serious violations of Internet usage regulations that involve legal consequences. f. Serious offences involving the deliberate destruction of public property or the property of other students (offenders display a bad attitude and show no feelings of remorse) g. Serious offences involving inappropriate behavior (on and off campus) that is detrimental to the reputation of the university. h. Very serious offences involving the infringement of intellectual property rights i. Exam fraud j. Very serious offences involving the forgery, alteration, and fraudulent use of documents, seals, and public notices k. Deliberate spreading of rumors and trouble stirring which is harmful to group cohesion and the reputation of the university l. Theft or fraudulent behavior on and off campus m. Serious violation of academic ethics. n. Serious offences involving the harassment of other students through stalking, e-mails, or other methods against their will. o. Very serious offences involving sexual harassment or other acts of public indecency. p. Minor offences involving illegal behavior which has led to a conviction in court or has been verified by the university 5. Students will be subject to regular surveillance if one of the following conditions applies a. Repeated violations of all provisions of paragraph 2, Article 4 of these regulations despite admonitions b. Violations of university regulations if the Student Affairs Committee determines that regular surveillance is necessary c. Students who have already accumulated two major demerits and two minor demerits will be subject to regular surveillance if deemed necessary 6. Students will be suspended if one of the following conditions applies a. If students who are subject to regular surveillance receive at least two more reprimands b. Serious violations of university regulations if the Student Affairs Committee determines that the student should be suspended 7. Students will be expelled if one of the following conditions applies: a. Students who have accumulated three major demerits. b. Students who have been readmitted after suspension receive penalties that are equivalent to one minor demerit. c. Serious cases of exam fraud d. Very serious violation of academic ethics e. Serious offences involving illegal behavior which has led to a conviction in court or has been verified by the university f. Serious cases of sexual harassment g. Serious violations of university regulations if the Student Affairs Committee determines that the student should be expelled 8. Forfeiture of enrollment: a. Extremely serious offences involving the violations that are listed in paragraph 7 above b. If it is detected that forged or altered documents or false information has been provided during the application process c. Violations that are similar in nature to the ones mentioned above d. Serious violations of university regulations if the Student Affairs Committee determines that the student should lose his enrollment status Article 5 These regulations and all amendments are subject to approval by the Student Affairs Committee before they are implemented.
