SUMMARY OF FUNCTION
Under the direction of the Municipal Law Enforcement Officer, responds to requests for by-law
enforcement services for the Town of Penetanguishene to ensure enforcement and compliance with
municipal by-laws and related legislation. Provides advice and assistance to Town staff and the
general public on by-law enforcement related matters. Performs inspections in relation to municipal
licensing, as required.

Under the direction of the Municipal Law Enforcement Officer and/or Town Clerk, ensures
proper and consistent enforcement and compliance with the Traffic/Parking By-law, Animal
Control By-law, Parks and Facilities By-Law, Town Dock By-law, Clean-yard By-law and
Open-air Burning By-law, as well as all other applicable Municipal By-law. Enforces Bylaws by ongoing surveillance, explanation, mediation, penalty and, if necessary, legal
action.
Gathers evidence and witness, prepares registered letters with compliance notices, and
obtains by-law compliance.
Prepares and serves Part 1 and II tickets.
Assists in the preparation of Crown Briefs and represents the Municipality in court
proceedings under the general direction of the Municipal Prosecutor.
Responds to written complaints regarding by-law infractions and public inquiries on By-law
matters.
Assists with the administrative duties of the Department such as Parking Ticket and Dog
Tag Administration.
Enters data into tracking system for by-law enforcement.
Performs other related duties as assigned.
QUALIFICATIONS
 Job requires Community College Courses in Law Enforcement, Municipal Law Enforcement
Officer Course 1, or equivalent combination of education and working experience in the municipal
by-law or law enforcement field
 Job requires an unrestricted valid class “G2” Driver’s License
 Job requires an up to date Police Records Check
 Working knowledge of Microsoft Office (Word, Excel), email and web based software programs
 Working knowledge of the Municipal Act, Provincial Offences Act, and other regulations is
essential.
SKILLS
 Ability to communicate clearly and tactfully, verbally and in writing
 Ability to understand the intent and content of the Provincial Offences Act and municipal
regulatory by-laws and to explain them clearly

Strong interpersonal skills and be capable of dealing with all levels of Town staff, the business
community and the public
EFFORT
 Job involves mental and visual concentration requires travel within the Municipality
 Job requires moderate physical exertion and may involve walking for extended periods of time,
climbing or bending.
 Job involves seasonal and modified work schedule to meet operational needs including varying
hours and shifts – day, evening and weekends, as required.
WORKING CONDITIONS
 Working environment contains minimal risks or discomforts; however additional safety precautions
are required when working offsite and unsupervised.
 May be subject to inclement weather conditions while conducting site inspections.
