Portland Village School Code: KL Adopted: 7/13 Readopted: 1/14 KL: Public Complaints Members of the public, parents and students are encouraged to make their concerns known to the public charter school and to afford the public charter school an opportunity to review those concerns and respond to them. It is the intent of the public charter school to solve problems and address all complaints as close as possible to their origin. Any member of the public who wishes to express a complaint about an employee should discuss the matter first with the public charter school employee involved. The Board advises the public that the general progression of complaints is as follows: 1. Staff 2. Administrator 3. Board of Directors If a discussion with the employee involved does not resolve the complaint, the complainant, may raise the issue with the Administrator. The Administrator shall investigate complaints against an employee, confer with the complainant and the parties involved, and maintain written documentation as appropriate. If a complainant is dissatisfied with an Administrator’s findings and conclusion, and wishes to pursue the action, he or she shall file a signed, written complaint, and may request a hearing, with the Board of Directors. A request for a hearing of an administrative decision to the Board must be received by the Board in writing no later than 30 days from the day the administrative decision was made. A complaint form is available at the school and in the Family Handbook. The Board, or a subcommittee of the Board, may hold a hearing to review a complaint. The Board of Directors will have 30 days in which to respond in writing. When a complaint is made directly to an individual Board member, the member shall report the complaint to the Administrator. If the complaint is against the Administrator the complaint should be reported to the Board Chair. The Board, or a subcommittee of the Board, may hold a hearing to review a complaint against the Administrator. Generally all parties involved will be asked to attend such meeting to present facts and clarify issues. The Board may elect to hold hearings in Executive Session under Oregon Revised Statutes. A complainant may appeal a final decision of the charter school Board of Directors to the State Superintendent of Public Instruction if the subject of the complaint is a violation of state standard.
