Technical Project Manager
The Penobscot River Restoration Trust (Penobscot Trust) www.penobscotriver.org is hiring a Technical
Project Manager to manage and oversee dam removal activities including construction oversight, design
coordination, permit compliance and other technical matters associated with the historic Penobscot River
Restoration Project.
The Penobscot Project, one of the most innovative large-scale river restoration projects in the country, will
improve access to historic river habitat for 11 species of sea-run fish, including 1000 miles for
endangered Atlantic salmon, while maintaining energy production. As part of the Penobscot Agreement,
the Penobscot Trust owns three hydro-electric dams, holds the state and federal permits to remove the
two closest to the sea (Veazie, Great Works) and build a fish by-pass at a third (Howland) to reconnect
important inland river habitat to the Gulf of Maine, providing a wide array of ecological, economic, cultural,
recreational and other benefits to Maine’s largest watershed and the region.
With Great Works Dam removal underway and work on Veazie and Howland planned over the next two
years, the Penobscot Trust seeks a highly motivated and experienced consultant or individual to work as
a Trust employee or contractor to advance this work. The work will occur over a period of approximately
18 month, with potential extension/renewal. The Technical Project Manager will be based in the vicinity of
Old Town, Maine.
Responsibilities: The Technical Project Manager will perform and coordinate time sensitive,
high priority tasks to ensure appropriate means, methods and outcomes related to technical
aspects of the Penobscot River Restoration Project including removal of the Veazie and Great
Works Dams and construction of the Howland Dam Bypass Channel.
Specifically, the Permitting and Design Coordinator will:

Serve as the Penobscot Trust’s technical representative responsible for managing and
coordinating engineering design, construction, permit compliance, and related activities for the
Penobscot River Restoration Project.

Work with the Executive and Deputy Directors and key staff and consultants to track and
coordinate the technical implementation of the project including dam removals, bypass construction
and related construction and technical matters.

Work with the Executive and Deputy Directors, key staff, Project Partners, and consultants to
complete design process for Veazie Dam removal and the Howland Dam bypass.

Represent the Trust on technical matters in public and regulatory settings throughout project
implementation.

Oversee and coordinate a team of engineering and environmental consultants, lawyers, and
biologists working on technical aspects of project implementation.

Coordinate with state and federal agencies and with partner organizations to identify and resolve
issues relating to technical matters, design, permitting, and related activities.

When necessary and pertaining to project implementation, provide input on technical matters
such as fisheries restoration and monitoring.
Key management responsibilities will include:

Oversee and manage consultants for design, engineering, fisheries, and environmental matters.
(Will work closely with Deputy Director on these activities).

Coordinate permit- and design-related legal work undertaken by the Trust’s attorneys.

Serve as Trust’s contact with state, federal and local agencies on technical and compliance
matters.

Coordinating matters concerning Howland Dam and bypass.

Assist Trust in matters with town officials and the public.

Assist Trust in key communications regarding technical matters for Trust’s fundraising for
permitting and implementation.

Provide technical and strategic advice and input to the Trust on above matters.
Requirements:
Required Qualifications:
 Extensive project management experience, especially on water resource related design and
construction projects strongly preferred.

Familiarity and experience working with State of Maine and Federal environmental and land use
regulations (e.g., ESA, CWA, MWDCA, Maine Site Law) and permitting agencies (e.g., Maine DEP,
US ACOE, FERC).

Proven effectiveness working and communicating with contractors, engineers, designers, natural
resource professionals, land owners, government agencies and regulators, and the general public.
 Candidate should have competency with a variety of technical matters including but
not limited to: dam removal and/or in-water heavy construction, infrastructure, hydraulic
modeling, applicable physical and/or life sciences (e.g., anadromous fish ecology,
geomorphology, hydrology/hydraulics, and/or river restoration).
 Candidates must have strong oral and written communication skills, including the ability to
communicate clearly with both technical and non-technical people.

Strong organizational skills and proven ability to handle multiple, concurrent, and competing
projects and responsibilities are a must.

Proven field skills and willingness to work on site in all conditions and settings.

Adaptive and flexible; willingness to accommodate changes in work conditions, schedule, and
other developments.

Proven administrative and management skills including scheduling, contract development, and
management, budgeting, and reporting.

Solid computer and information technology skills including proficiency with word processing,
spreadsheet, and other software for managing, presenting, and disseminating information to diverse
audiences.

Competent working with communication technology in a field/remote setting.

Action oriented with ability to work in a fast-paced, time-critical, evolving, and highly strategic
work environment.



Experience and comfort working both independently and on interdisciplinary teams.
Proven leadership and comfort making recommendations and decisions with discretion.
Willingness to travel within the region is required. Must have a valid driver’s license and reliable
vehicle.
Desirable Qualifications:
 Civil/Commercial/Industrial construction inspection, management and/or estimating.
 Experience with applied habitat restoration, especially aquatic systems, and/or
scientific monitoring design.
 Knowledge of Northeastern U.S. coastal and riverine ecosystems and life histories and
habitat requirements of migratory fish and other riverine species.
 Understanding of state, federal and local regulations that apply to work on and around the
Penobscot River and its species.
Education Requirements:
 Candidates must possess a Masters degree, or have equivalent experience in project
management, engineering, construction management, marine science, fishery biology, ecology,
hydrology, water resource management, earth science, or any other aquatic habitat restoration
related field.
