The Divisions of Undergraduate Education and Enrollment Management would be combined to comprise a single Division (e.g., Division of Undergraduate Education and Enrollment Management), which would include: University College Degree Completion Office Center for Coordinated Undergraduate Initiatives (RISE, Academic and Career Services, Transfer Student Services, Office of Student Employment) Office of Student Data, Analysis and Evaluation Passport Office Undergraduate Admissions Registrar Student Financial Services Office for Student Scholarships Office of Veterans and Military Personnel Diversity Access and Achievement Rationale: The Vice Chancellor title would elevate the status of the work and clearly identify it as a campus priority. Representation on the Chancellor’s Cabinet helps to ensure that there always is a voice for academic advising, undergraduate curricula, and student support services at the table, and would help to inform strategic priorities (e.g., transition to flat tuition) that concern undergraduates. Currently the EVC must balance providing this advocacy with the broader concerns of Academic Affairs. Creating a separate voice would permit the EVC to be positioned to listen to the variety of perspectives represented within the Chancellor’s Cabinet rather than needing to both represent an advocacy position and a decision-making function. Combining the positions would create a seamless array of support services, from moving the student through the admissions process, through enrolling and graduating from IUPUI. Student services would be integrated across the career of an undergraduate student. The effect would resemble the current state of affairs, but would not have to depend heavily on a strong partnership between two AVCs. Many initiatives depend on such integration, such as: o Integrating academic advising with financial aid processes/changes in regulations o Implementing degree maps and iGPS planning tools o Implementing the Statewide Transferable General Education Core o Implementing Single Articulation Pathways o Core Transfer Library and State Transfer and Articulation Committee o Degree Completion Office o Transitioning admitted students through Orientation to become enrolled students It may prove very advantageous to continue to have the “voice” of a senior faculty member in advocating for holistic student support services. Individuals seeking the AVC for Enrollment Management position would rarely have this background/perspective. Combining the positions would save money. It is more efficient to have a single leader championing this work. It would be less costly to further scale the infrastructure (e.g., Human Resources, Fiscal Affairs) that currently exists than to support two divisions. 3 DRAFT for Discussion and Feedback (continued) Creation of the position would create more opportunities to establish a set performance level for the IUPUI campus across a variety of different areas (e.g., academic advising, admissions, recruitment, career services) The current structure has resulted in pockets of knowledge in each Division that impact the function in the other area. Both AVCs are involved in frequent conversations to cross-check information. This becomes particularly difficulty in the areas in which IUB has the same individual in different meetings that are split between the 2 IUPUI AVCs. (This is not meant to suggest that IUB has the optimal structure. The IUB Vice Provost for Enrollment Management is not integrated within the overall vision of student support and success that has been achieved at IUPUI.) Currently the integration of the campus fiscal/budgetary aspects of overall enrollment has only minimally been accomplished. This integration could be strengthened by presence of the new VC in the discussions that occur between VCs. Questions for Discussion and Feedback: What are the advantages of combining these two positions? What are the concerns of combining these two positions? Are there additional suggestions or recommendations? Requested Deadline for feedback Monday, November 30, 2015 4
