1 Introduction to Youth uniform

From research young people enjoy wearing their uniform and gain a sense of pride and belonging when wearing it.

The proposal of the new adult uniform has given us the opportunity to ensure that young people's uniforms mirror the professional image and reflects our modern vibrant charity.

The uniform is also now IPC (Infection Prevention Control) compliant and durable; by making these changes we have ensured that the cost of the new uniform is value for money.

This document has been produced to inform young people, their leaders and parents or guardians about the new youth uniform.

1.1 Ordering of the uniform

Ordering of the youth uniform will be completed by an approved buyer in each of St John Cymru Wales’ designated operating areas. When a young person is ready to have a uniform their Divisional Officer in Charge

(DOIC) will supply an order to their appointed buyer. The buyer will have a unique login code to one of the eight portals via the Sugdens (suppliers) website. This system replicates the successful procurement system put in place for ordering from Welsh Health Supplies, with uniform orders being delivered to a designated location within the operating area.

It will not be possible to back order items that are not in stock, you should be aware that if you need to place a second order the standard charge will be re applied (which is estimated to be £5.50 as of 25.06.13). You will be able to see at the time of placing your order when your items are likely to be back in stock.

*This is the eventual procurement process, the start up period may differ as we aim to fulfil as many orders as possible to free up any backlog of orders*

1.2 Payment and financial assistance

Payment of the uniform will be completed by the parent / guardian, or unit and the transaction will take place via the ordering mechanism put in place by the supplies department .

All financial transactions will be conducted directly with Sugdens (supplier) via an approved buyer; this includes the unlikely event that you require a reimbursement.

Normal billing practice of St John Cymru Wales will continue with units being billed for orders.

In the event of the need for financial assistance, parents or guardians and units should speak to the NHQ Youth

Directorate who can discuss funding options for obtaining the uniform

1.3 Transition period

The uniform will launch on March 14 th 2014 and there will be a three year transition period ending on the correlating day in 2017. It is anticipated that for a short period there will be cases where young people will have a

mix of both the old uniform and the new youth uniform. When forming groups (sections) at events or parades, young people should be dressed in the same uniform. Where a mix of uniforms (old and new) is present they should be presented in two separate sections.

1.4 Wearing your uniform

Youth SDU may only be worn with express permission of St John Cymru Wales. You must also ensure that when wearing the uniform that St John Cymru Wales is not brought into disrepute and that it is only worn for St John

Cymru Wales activities.

You should endeavour to keep your uniform in good working order.

1.5 What happens when young people leave the organisation?

The uniform purchased by parents or guardians will remain their property, however we would like to encourage the returning of the uniform into a unit or county pool, this could mean that other uniform would be available to lend when the young people require a new size. Any uniform purchased by St John Cymru Wales must be returned in a reasonable condition when the young person leaves the organisation.

1.6 Care and washing of the new youth uniform

If cared for correctly the new youth uniform should be durable and not need replacing often. The following information will help you to care for the uniform correctly.

Machine wash at 65ºC or less

Do not bleach

Can be tumble dried at a low setting

Iron at maximum temperature of 150ºC

May be dry cleaned in any type of solvent normally used in dry cleaning except for trichloroethylene

Iron shirts, polo shirt and trousers inside out

• wash the fleece with the black side inside.

2 Badgers

2.1 Wearing the Badger uniform

The Badger uniform consists of a

polo shirt

sweatshirt

baseball cap (optional)

Sash (enabling Badgers to display their badges).

Badgers should wear their uniform with black shoes, black trousers or skirt, black socks when wearing trousers and white socks or black tights when wearing a skirt. The Badger sash should be worn over the left shoulder.

Badgers should wear their full uniform for church parades, competitions, presentation evenings and other formal events. For usual Sett meetings the Badger polo shirt is suitable attire.

Follow me Badgers should wear the 'Follow me Badger' role bar on their jumper and polo shirt.

2.2 Displaying badges

It is important that the Badgers should be able to display their badges as they achieve them. All badges should be worn on the Badger Sash; no badges should be sewn directly onto the jumper or polo shirt.

Positions of badges are listed as follows:.

One stage badge from the Super Badger Award in position one (top centre)

As each subject badge is awarded it should be sewn evenly in rows of two under the stage paw badge, all 15 subject badges may we worn, 12 displayed on the front and three to be visible on the reverse of the sash.

The badger first aid level should be worn directly underneath the subject badges.

3 Cadets

3.1 Cadet unit meeting

The Cadet uniform consists of a

Short sleeve (SDU) shirt

SDU combat trousers or other appropriate black utility trousers

SDU Polo (optional)

SDU fleece (optional)

SJA beanie hat (optional)

SJA baseball cap (optional)

Brassard (enabling Cadets to display their badges)

SDU belts (optional), if not worn a plain black belt may be used in its place.

Cadets attending unit activities and unit training should wear the polo shirt or a SJCW version and suitable black trousers; this can be worn with a baseball cap and brassard as optional. No other head wear is permitted.

3.2 Cadets at event cover (including identifying those less than 18 years old)

Cadets who are delivering first aid at events are required to be dressed in SDU short sleeve shirts and SDU combat trousers or other appropriate black trousers (with black shoes), St John Cymru Wales rank markings are to be worn. Long sleeve shirts are not to be worn.

Cadet Observers and Basic First Aiders should wear either a SDU shirt and appropriate black trousers, or short sleeve

SDU shirt and SDU combat trousers /appropriate black trousers (with black shoes). SDU belts may be worn, if not worn a plain black belt may be used in its place.

SJA baseball cap is optional. Brassards are not to be worn.

Cadets are required to wear something which identifies them as a Cadet; when wearing high-visibility material this should be a 'Cadet' flash front and rear. When wearing a SDU shirt, polo-shirt, fleece or parka this will be the appropriate role badge.

When wearing appropriate high-visibility jackets or tabards Cadets are required to wear a Cadet flash front and rear in addition to a 'St John Cymru Wales' flash.

3.3 Cadet Trainers

Trainers should wear the SDU polo shirt with appropriate role bar or SJCW polo shirts available through NHQ supplies. Casual trousers are permitted as the trainer may be engaged in informal training situations. Should a young person choose to wear combat trousers then they must also wear black shoes.

3.4 Cadets at ceremonial or special events

For ceremonial or special events Cadets should wear

Short sleeve SDU shirt (long sleeve SDU may be worn for cultural reasons)

SDU approved trousers

SDU belts (optional), if not worn a plain black belt may be used in its place

Brassard

SJA Baseball cap (optional)

SDU fleece (optional) - Black side out.

All young people should be dressed the same, for example all with SJA baseball caps or all without and all with SJCW rank slides.

3.6 Wearing of badges on SDU

All badges should be worn on the Cadet brassard only; no badges should be sewn directly onto the SDU shirts.

Role bars are worn on the front of the SDU shirt and polo shirt, if rank slides are appropriate they may be worn on the

SDU shirt or fleece.

Positions of badges are listed as follows:

One stage badge from Grand Prior Award in position one (Tier 1).

4.1 Youth leaders

Youth leaders attending unit training or regular unit activity will wear an appropriate St John Cymru Wales polo shirt/ hooded sweatshirt/jacket etc appropriate trousers and the appropriate role bar or identification card.

Youth leaders wishing to wear a formal uniform may wear the adult SDU shirt or polo shirt and SDU combat trousers with the appropriate role bar.

Youth leader uniform can be checked via the youth department for suitability and can be purchased through the organisations supplies function.

5 Storing of uniform

5.1 Returned items of uniform

The uniform purchased by parents will remain their property; however we would like to encourage the returning of the uniform into a unit or County pool, this could mean that other uniform would be available to lend when the young people require a new size. Any uniform purchased by St John Cymru Wales must be returned in a reasonable condition when the young person leaves the organisation.

6 Dispensations

St John Cymru Wales will always strive to make its uniform as affordable, comfortable and fit for purpose for its young people as possible. As such a few dispensations have been put in place as a result of the feedback gathered from young people and leaders after consulting and gaining feedback on the new uniform.

The proposed price of the combat trousers is too expensive

Cadets will be able to source their own combat trousers as a measure to reducing the overall cost of the uniform. The trousers must be black and sanctioned by the Cadet leader.

Young male Badgers and certain parents of Badgers will not like the Badger sash as a means of displaying Badges

In such cases Badgers will have the option to utilise the Cadet Brassard for displaying their Badges. Safe modification of the Brassard so that it sits and attaches to the Badger uniform will be the responsibility of the Badgers parent/guardian and is to be verified for safety by the Badger Sett Leader. Further information on placement of Badges in this scenario can be found in the accompanying badge guidance document.

7 FAQs

The following are some frequently asked questions regarding the youth uniform. They have been written to answer questions about the uniform and the purchasing of it. These questions have been collated from around the regions

/ counties, for further information please contact your regional/county youth manager.

1. What is the uniform made of?

The uniform is made up of polyester and cotton. All of the items are on the Sudgens website and have full descriptions including materials used.

2. Why is the male shirt more expensive than the female shirt?

The male shirt uses more material to make and therefore costs more; this is because of the collar sizes for males as opposed to dress size for females.

3. What provision is being made for female Muslim Cadets?

The Hajib is still available and can be worn with the uniform; a plain white long sleeve t-shirt may be worn under the SDU shirt or polo shirt. Please contact St John Cymru Wales Supplies for information on how to obtain a Hajib.

4. My unit has been given a donation to purchase uniform; can we accept this and purchase uniform for the unit? /Can I actively fundraise for uniform?

Uniform donations can be accepted to pay for uniform for those who need financial assistance.

You could also use the money to pay for a central pool of non standard uniform, such as PPE items. For example the reversible fleece high visibility items and boots.

Yes, you can fundraise for those in need of financial assistance and for the items mentioned above. Please speak to your local fundraisers, NHQ fundraising department and youth leaders before fundraising for uniform or accepting donations.

5. I have only just bought my uniform; do I have to now buy a new one?

No, there is a three year transition period and you should only purchase the new uniform when you need to replace your old one. However, you can if you wish change over as soon as it is available. Please refer to any local implementation plans on transition.

6. As I have only just bought my uniform, will St John Cymru Wales be paying for the new one?

No, as above, you would only need to purchase the new uniform when it is needed and this will not be paid for by SJCW.

7. I ordered my uniform and it didn’t fit on arrival?

There is a returns slip which came with your order, this is to be provided to your approved buyer who will return the item(s) to Sugdens and arrange a refund.

8. What shoes should I be wearing with my uniform?

Suitable black shoes must be worn with SDU combat trousers and for service delivery; these should be black sturdy shoes with a low heel. For Infection Prevention Control (IPC) reasons trainers are not permitted on service delivery events.

When at a meeting night young people may wear trainers with their polo shirt and suitable trousers.

9. Why do young people have to pay for their uniform?

Young people are a direct recipient of our charitable output and therefore receive a service on behalf of St John Cymru

Wales. Across the country the previous policy varied with some units purchasing the uniform for all young people and others having to pay for some or all of it. A national policy ensures that all young people are treated fairly and equally.

10. How do I get my ID number to purchase the uniform?

All ID numbers are held by approved buyers only who will do the purchasing on your behalf.

11. Why is there charge on each order?

The charge covers postage, packing and card handling fee; Sugdens are unable to hold card details and therefore each order must be treated individually. However, when ordering you immediately are able to see what is in stock and when the next stock delivery will be reached.

12. Can we 'bulk' order?

If a group of parents / unit leader wish to work together and place one single order for multiple items they may do so.

However all the items will be delivered to one nominated address.

13. The picture of the Badger sash only shows 12 badges, if they have all 15 subjects where do they put the other three?

The badges can be sewn onto the reverse of the sash so they are visible from the back.

14. Where will the Cadet Trainer (or equivalent) badges be worn?

This badge can be worn underneath the stage award as one of the three allowed on the brassard; all other

roles will have role bars and be worn on the shirts.

15. Can rank markings still be worn ?

Yes, rank markings will continue to be worn on the SDU

16. Can we buy back the uniform if a member leaves?

No, uniform cannot be purchased back from a young person or parent. We would however encourage the donation of this uniform.

17. Why do we have to wear SDU, why can't we stay in the black and white uniform?

The black and white uniform is not IPC compliant and has become expensive to purchase due to the reduction of buying power. The new uniform is modern, durable, fit for purpose and is also value for money.

18. Can I wear a polo top on event cover?

When involved with treating a casualty you should wear a SDU shirt not a polo shirt. Cadet Observers can wear a polo shirt at event cover as they are not able to treat a casualty.

19. What will happen to the old black and whites?

At the end of the three year phasing in 2017 the black and white uniform must not be worn, any stock of the uniform could be sent to St John Associations around the globe. Contacts can be made via the National Youth Department

20. What should Cadets wear for leadership courses and for Cadet of the Year?

For any training, such as leadership courses, young people should where their polo shirts; however for the more formal events they should wear the SDU shirt and combat trousers. Further guidance on Cadet of the Year amendments will be issued in due course.

21. Will there be St John Cymru Wales shops like the Scouts?

No, Sugdens are our online clothing provider and do not have shops.

22. Who designed the uniform / made the decisions?

The uniform is based on the forthcoming adult SDU and the views of young people were taken into account. Young people when asked wanted a modern uniform that looked like the adults, they also asked for a polo shirt to be worn on a unit night. The Badgers asked to look the same as the Cadets and to have some form of sash to display their badges.

23. Where can I purchase badges and bars?

Badges and role bars can only be purchased through the County ordering function please refer to your regional process

or contact NHQ supplies for further assistance.

24 . What colour tshirt can I wear under my shirt ?

It is preferred that if Cadets wish to wear a t-shirt under their shirt that a plain white round neck t-shirt should be advised.

25. How should hi-vis jackets be worn?

When wearing a hi-vis garment, Cadets must ensure they wear the appropriate reflective badges. Depending on the number of pockets on the garment ‘Cadet’ identification should be shown at the front and rear of jackets etc.

26. What about in hot weather?

Duty officer and youth leaders are to set standards of dress in duty orders taking into account hot weather as a factor.
