“The workshop of Low Altitude Airspace Economy and Chinese General
Aviation Development”

INVITATION
Low Altitude Airspace Economy (LAAE) refers to under altitude airspace opening,
utilization of altitude airspace resource to develop General Aviation (GA), driving General
Aviation and related industries, and causing coordination development affections on other
economic areas. It is a type of stereo economy, including the economy factors from sky to
ground, such as airplane, pilot, passenger, cargo, avi-gas, airport, FBO, MRO, General
Aviation manufacturing, air park, air traffic control, FSS, navigation, flight information
service, etc, covering a wide range of GA industry and GA market.
Due to the strict airspace control, Chinese GA industry has not achieved proper
development. Comparing to the US and EU markets which are close to 500,000 GA airplanes,
the Chinese market is still in its very early stage. From 2004 to 2013, the Chinese GA market
grew 12.6% annually and the total number of GA airplanes in China was only 1,654 in 2013.
In recent years, the country has deepened its reform of airspace management to boost the
aviation industry. It is reported that China will allow private planes to enter low-altitude
airspace below 1,000 meters in 2015. It is expected that China's general aircraft will surpass
5,000 by 2020 with an annual growth rate at around 19% and that potential aviation market
demand would reach 15 billion€. This represents a new economic engine worldwide and is
full of opportunities and challenges as well.
On 13-14 November, 2015, the Association of Chinese Professionals in Belgium (ACPB)
will host the 7th FCPAE Europe Forum in Brussels, Belgium. During the forum, ACPB will
invite Mr. XU Changdong, the president of WRSA Entrepreneur Alliance & Director of
China’s Low-Altitude Research Institute of Industrial Economics, to organize a workshop to
discuss low altitude airspace economy and Chinese general aviation development. As the
Chinese helicopters and general aviation pioneer and advocate, Mr. XU constantly explores
various practices including introducing American Helicopter into China, campaigning in the
major international and domestic mainstream aviation forum, advocating the creation of
Peking University Chinese General Aviation Industrial Economics and Emergency Rescue
Seminar, etc.
Besides, a delegation of several key entrepreneurs in the Chinese GA sector will also
participate the forum/workshop to look for potential collaboration with the European
counterparts and to discuss the issues at airspace opening, the infrastructure and operation

support system, industry policies/standards, risk control /management, market’s development,
industry regulations, flight behaviour and Personnel training, etc, in the area of GA.

workshop.

The detailed agenda of the workshop is referred to the invitation of the 7th Europe Forum.
3. How to register
To register for the forum/workshop, applicants must first fill out the Registration Form (see
attachment), and send it via email to europeforum@fcpae.com by 31st August, 2015. The
organising committee will arrange for transportation, catering, accommodation and venues.
Due to limited space of the forum/workshop, the organising committee will only accept the
first 120 registrations.
3. Registration fee
The registration fee per person is 350 Euros, which covers the costs of forum/workshop
organisation, documents printing, lunch, banquet dinner, transportation, translation, etc. The
organising committee may help arrange the accommodation but the cost is to be borne by the
participants.
