Welcome/Introductions
I.
City of Chula Vista “Cilantro to Stores” Project
Genevieve Fong
 Genevieve Fong introduced herself as the Market Outreach Coordinator to carry out “Cilantro to
Stores”, the project funded by SANDAG via CPPW. Her focus through this project will be on
working with grocery stores of varying sizes to market and sell healthy foods/beverages,
particularly where no healthy options have existed before. Genevieve has a background in
redevelopment, urban studies/planning, and public relations.
 This is a part-time, 6-month position.
 Genevieve reported that she and the advisory committee for this project are currently working
to determine which stores will be targeted. This group will next meet on July 21st to discuss
implementation of the first phase of the project.

Evaluation Update: Healthy Vending Policy Analysis

Chris Edwards and Leslie Linton have recently completed a report for the healthy vending
machine policy evaluation at the County of San Diego Parks & Recreation Department. The
evaluation examines vending sales pre- and post-policy implementation in order to see if sales
of healthy vending products were profitable. They presented their findings to the Leadership
Council.
When the policy was implemented, there were a set of nutritional standards defined, and the
policy stated that 100% of the food and beverages in vending machines primarily serving youth
must meet said standards. At other facilities (i.e. on county property but not primarily serving
youth), the policy states that 50% of all vending products must meet these nutritional standards.
The consultants conducted audits of a sample of vending machines at various Parks and
Recreation sites. These visits were unannounced and upon their completion, the product
inventory was analyzed to assess sales trends.
Conclusions of the analysis:
o Additional enforcement and education on policy is needed
o County community centers, gyms, and parks have relatively high overall compliance
with policy
o Boys and Girls Club (contractual arrangement with County Parks & Rec) had very few
“healthier” options available
o Vendors may or may not need more education
o Creative monitoring is possible

The 50% requirement (versus the 100% for facilities serving primarily youth) makes
monitoring more difficult
o Consumers could use more information. One possibility is to display nutrition
information for items available in vending machines.
o Data must be carefully maintained.

Funding Update:
Cheryl Moder
Kaiser Permanente HEAL Zone Initiative
o At last month’s meeting, Cheryl gave a presentation on a funding opportunity for
CHIP/COI from the Kaiser Permanente Healthy Eating Active Living (HEAL) Zones
initiative, for which CHIP was invited to submit a proposal. The overall aim of the
funding is to concentrate efforts within a defined geography (Kaiser is interested in
Lemon Grove) so residents are exposed daily to multiple opportunities and messages
that support HEAL. This is an invitation-only request for proposals. Three projects will
be funded in the So. Cal region. The funding is expected to begin in January 2012 and
will include a 9-month planning phase (up to $100,000) and a 3-year implementation
phase with (up to $300,000 each year); up to 20% of the funds can be spent on capital
projects. Cheryl noted that this is different from the Initiative’s current funding streams.
The deadline for applications is on August 5th.
Other Funding Streams
o Cheryl initiated a discussion on possible funding streams that the Initiative could pursue.
Current funding from the County of San Diego and CPPW both end in March 2012.
o Some group members asked questions about the Community Transformation Grant for
which the County is currently applying. Under this initiative, HHSA will work with
government agencies, schools, and community partners over five years to implement
countywide policy, systems and environmental changes to impact: tobacco free living,
active living and healthy eating, high impact quality clinical and other preventive
services, social and emotional wellness, and healthy and safe physical environments.
Wilma indicated that HHSA will submit its application for this funding in late September.
Discussion: Leadership Council Membership, AAP Replacement

At last month’s meeting, it was discussed that there is currently an open seat on the Leadership
Council for the American Academy of Pediatrics. Dr. Maria Sebiane had previously represented
AAP. Chris Wood indicated that Pat Cantrell is interested in filling this seat and has agreed to
serve on the Leadership Council.
Wilma Wooten motioned to accept Pat Cantrell as the new AAP representative, and Cheri Fidler
seconds the motion. Pat Cantrell was unanimously accepted as the new AAP rep.
Announcement: NICHQ/HRSA Healthy Weight Collaborative
Cheryl Moder
Cheryl announced that NICHQ and HRSA have selected San Diego County has one of the sites on
which to focus efforts of their Healthy Weight Collaborative project. This is the only site
selected in Region 9. Local partners identified to work on this project include County of San
Diego HHSA, Scripps Family Residency, AAP, COI, and Chula Vista Elementary School District, in
order to link primary care, community-based organizations, and public health stakeholders. The
focus of the work will be on quality improvement, but as of now it is not clear what the scope of
work would look like for COI in terms of domain-level involvement.
VI. Domain Reports and Discussion:
Group
 Government
Christine Lafontant
o Christine Lafontant reported that the County of San Diego Parks & Recreation
Department’s Recreation Master Plan was accepted by the National Recreation and
Parks Association. This plan was developed in order to receive national accreditation
from the Commission for the Accreditation of Parks and Recreation Agencies (CAPRA),
sponsored by the National Recreation and Parks Association. The Recreation
Programming Master Plan includes inventory of programs and facilities; community
needs assessments; local, state, and national trends in recreation; activity selection
methodology and program service determinants; program evaluation, and participant
involvement; and goals and objectives for short (1-2 years) and long range plans (3-5
years). Christine said that the results of the community needs assessments will be
presented around the county starting in November, and she commented that there
were some interesting results. For instance, the need for “healthy active lifestyles”
scored high, whereas similar questions using the word “obesity” scored low. For the
portion of the surveying process that addressed programming needs, the results
indicate that a large number of respondents want to see an increase in fitness programs
and programs that target youth. These results will directly reflect the goals of the
County of SD Parks & Recreation Department moving forward.
o Christine also updated the group on the progress of the skate park at Lindo Lake. The
Parks & Recreation department has hired a designer to create a plan for the skate park,
and the planning committee is now at a point where they have the plan so they can go
out and seek funding for construction. She mentioned that the Tony Hawk Foundation
has expressed interest in contributing some funding for this work.
 Community Domain Updates
Melanie Cohn
o Melanie provided an update on the current and future YEAH! projects that she has been
involved in establishing. Two new groups have decided to conduct a YEAH! project at
the Navy CYN. The Network for a Healthy CA is also doing a YEAH! project with Saint
Stevens Church in the Imperial corridor. Additionally, Sahra Abdi with the City Heights
Wellness Center has also reached out with interest in conducting a project within the
City Heights community.
o Melanie also reported that the first Resident Leadership Academy has been completed
in Oceanside. Other communities that will be hosting RLAs include Lemon Grove School
District, Olivewood Gardens & Learning Center, and Project New Village.
 Media Domain Updates
Sandra Parkington
o Sandra updated the Leadership Council on some of the recent activities related to COI’s
media, which includes a new Twitter page. The COI Twitter account can be accessed at
www.twitter.com/COISanDiego.
o Sandra also alerted the Council to the fact that each month, a reminder will be sent out
reminding domain champions to keep partners in mind that may be worthy of a
recognition award from the Initiative. Recognizing partners in such a way allows COI to
promote its partners to one another while also expressing appreciation for efforts
within each domain for their work in advancing childhood obesity prevention activity
locally.
 Business Domain Updates
Sabrina Covington
o Sabrina reported on the 2011 activities underway for San Diego County Halloween
Candy Buy Back. This is a national effort that enables dentists to register to buy excess,

unopened Halloween candy back from children and their families in order to ship over
as a treat to US troops via a nonprofit called Operation Gratitude. Sabrina reported that
she is currently contacting dental offices around the region to gauge interest in
participating this year. She is also looking for sponsorship. Last year, Palomar
Pomerado Health donated $500 to support shipping costs, and they may provide similar
sponsorship this year. Sabrina said that this year, she’d also like to pursue funding from
companies like Colgate. She also discussed the candy drop off sites, which are locations
around the county designated to accumulate excess candy. Stone Brewery & Bistro
made a verbal commitment to be a drop off site, and Rady Children’s Hospital is a
potential site as well.
Dr. Taras said that he would be willing to spread the word through UCSD Community
Pediatrics, which has a network of dentists. Sabrina will connect with Dr. Taras to
discuss this.
Update: Healthy Works
Group
Adrienne Yancey made a presentation on some of the current activities associated with Healthy
Works (CPPW). She reported that the SANDAG physical activity interventions such as the
iCommute SchoolPool and are well underway, and that all schools interested in participating
have been registered.
Adrienne also updated the group on Regional Garden Education Centers. Classes are now being
offered at all 5 of the selected sites: Olivewood Gardens & Learning Center (National City),
Solana Center for Environmental Innovation (Encinitas), San Diego Youth Services (San Diego),
International Rescue Committee (City Heights), and Wild Willow (in the South Bay).
Additional updates: Fresh Fund participation has continued to increase, the Urban Rural
Roundtable has been completed, Breakfast in the Classroom, Farm to School, and wellness
policy-related work continues to advance in the school districts funded by Healthy Works, and
media related to the campaign is being continuously generated (see healthyworks.org).
Also, as mentioned last month, Adrienne reminded the Leadership Council of the recent policy
advancement in San Diego--San Diego City Council also recently voted to remove permitting
requirements and zoning restrictions on community gardens.
She also noted that the CDC has publicly highlighted the Public Health Stakeholder Group as a
“success story.”
JuliAnna added that one of the top 5 recommendations from the Urban Rural Roundtable was
garden education and training for the community, so the RGEC program is right in line with that.
She said that all of the classes at the two sites that opened first (i.e. Olivewood and Solana) are
up and running and all scheduled classes have waiting lists.
JuliAnna also updated the group on the Pilot Project to Plan a Joint-Use Garden. All submissions
from interested applicants were received on July 6, and the selection process will take place
throughout July. Each application offers diverse partnerships, there were about 8 applications
received. Two agencies will be awarded $15,000 each to work with the partnering school to
plan a joint-use policy for use of a garden. The selection will be made on July 22.
Another one of the interventions JuliAnna discussed was the Nutrition in Healthcare Leadership
Team, which recently had its second meeting. She said that the COI Evaluation Consultants have
helped her put together a survey to the hospital stakeholders that have been participants to
gauge current healthy practices underway in their hospitals.
She also mentioned the Farm to School Taskforce recently surveyed its participants to gather
input on what priority issue areas they would like to focus on during the meetings. A large
percentage of participants want to use the meeting to address purchasing policies and
procedures, and how to purchase local food for the school.

COI 5th Anniversary Celebration
Group
The Initiative would like to hold a small celebration for the Leadership Council to celebrate the
organization’s anniversary. Chef Jeff Rossman, owner of Terra Restaurant, has offered the
restaurant to our group to host an after-work happy hour. The restaurant is closed for business
on Monday, so the group would have the dining room to itself. This celebration is schedule for
Monday, September 26th at 5:30pm. Erica will send out an Outlook invitation to the Leadership
Council with all of the details.
IX.
Announcements
Group
Cheryl announced that the next CDC Weight of the Nation conference will take place in May
2012, but conference organizers will begin accepting abstracts starting in August 2011. Cheryl
said that at the next Leadership Council meeting, this will be discussed to gather input on
potential ideas.
The next Leadership Council meeting will be in September, there will be no Leadership Council
meeting in August.


