The meeting was called to order at 10:00 a.m. by the Presiding Officer, Bob Conlon B. The agenda was reviewed and there were no changes. C Dr. Conlon welcomed those attending the meeting and asked members, staff and guests as listed above, to introduce themselves. Agenda Item II: Process for Reviewing and Revising TSHAC-Developed, Web Site-Posted Documents – Jane Tustin Criteria and a form developed for implementation of this process was presented for approval. Members decided who would be the lead for each document. The leads are to review documents and make any necessary changes/updates on documents and present updated documents at next meeting. Members also discussed how often to review/update documents. Jane Tustin suggested that the documents be reviewed every two to three years with a standing committee to address issues and then pull in additional adhoc for the document that is up for review. Members discussed timeline and agreed that the documents should be reviewed every two years but revised/updated before legislation and after to include any changes made during the legislature. Agenda Item III: Benefits to Students in School Districts that Prohibit Physical Education as Punishment – Linda Seewald Linda Seewald was not in attendance for the meeting therefore this item will be presented at the March meeting. Agenda Item IV: Next Steps in the Work Plan – Anita Wheeler-Hill The work plan was reviewed and members discussed placing the completed work plan at the end of the year on the Web site as a resource for other SHACS to view. The work plan will be revisited with new members at the May meeting and members will determine the next steps for those objectives that are currently “not started, on target, and delayed.” Objective 1 #7 – Discussed ways in which to get resources out for new SHACS to begin their work plan (create a resource tool). Sue Beatty suggested the El Paso SHAC has a video that can be placed on Web site as a link. This item will be discussed further at next meeting. Minutes Jan. 11, 2011 TSHAC Meeting Page 1 Agenda Item V: Promotion and Accountability of TEKS – Jan Hungate Dr. Hungate presented an updated report on how the TSHAC can promote the importance of using the Texas Essential Knowledge and Skills (TEKS) to teach K-12 health and how administrators could be held accountable for this state requirement. Agenda Item VI: Agency Updates A. Texas Department of State Health Services – Anita Wheeler-Hill 1. Legislative update – Mrs. Wheeler-Hill gave a brief overview of the DSHS bills that will be in review. These bills include anaphylaxis and allergies as well as bullying. 2. Title 25. Health Services, Part 1. Department of State Health Services, Chapter 37. Maternal and Infant Health Services, Subchapter R. School Health Advisory Committee, Amendment §37.350 – TSHAC – new rules have been formally adopted. There will be no updates/changes to the rules unless Legislature makes changes. 3. New TSHAC Members Process – Staff will begin new process for selecting new members to TSHAC. B. Texas Education Agency (TEA) – Ginny Barr 1. Legislature – TEA reviewed 26 bills and 6 of those were on bullying. 2. SHAC Awards – Sent out awards: 16 winners C. Texas Department of Agriculture (TDA) – Kathy Golson Mrs. Wheeler-Hill gave update on behalf of Mrs. Golson. TDA issued several recent reports related to different task forces and councils: The Early Childhood Health and Nutrition Interagency Council, The Farm to School Task Force (SB 1027), and The Healthy Food Advisory Committee (SB 343). Agenda Item VII: Best Practice Criteria Development – Anita Wheeler-Hill Members were presented with a follow-up report on the development of criteria for the purpose of soliciting best practice ideas from schools and selecting best practice ideas to post on the TSHAC Web site. Suggestions were made to include a questionnaire for districts to answer to help guide through criteria in order to determine where to place on Web site. Members are to review criteria and send updates/recommendations to Anita Wheeler-Hill. Mrs. Wheeler-Hill will present updated copy at next meeting. Agenda Item VIII: School Health Services Staff Roles Document – Anita Wheeler-Hill Members had an opportunity to review and comment on the this document created in 2002 by the Task Force on Health Services and ratified by the original state School Health Advisory Committee. Members discussed placing a paragraph at the beginning of the document to include a historical piece as to why nurses are important in schools as well as why this is an ideal recommendation. ACTION: Addition of paragraph, moved by Jan Hungate, second by Wrennah Gabbert, approved by all members to add paragraph at beginning of document. The next steps will be to add some examples of what other districts are doing with different resource patterns. Updated document will be presented at March meeting. Agenda Item IX: Promotion of Health and P.E. for High School Students – Bob Conlon Ginny Barr agreed to take the lead on this topic. She will follow-up with the work group (Mario Reyna, Jan Hungate, Bob Conlon and Mariam Chacko) and get any ideas/suggestions for this topic. A follow-up report will be given on methods and resources for administrators to promote the importance of P.E. and health for high school students at the next meeting. Agenda Item X: Next Meeting – Bob Conlon A. The next TSHAC meeting is March 7, 2011. It is scheduled to be held at DSHS in the Morton Building in Room M652 from 10:00 a.m. to 3:00 p.m. B. ACTION: Hearing no objections, it was moved by Dora Rivas, seconded by Sue Beatty and approved by the members to accept as written, the November 15, 2010, TSHAC meeting minutes.
