5.0 Information

5.1

Blackpool Council joined phase 5 of the Carbon Trust’s Local Authority Carbon

Management (LACM) programme in April 2007. The Local Authority Carbon

Management programme is designed to deliver improved energy and carbon management in areas under the direct control of the local authority. For

Blackpool Council, this comprises buildings including schools, vehicle fleets and street lighting. It is intended that is Strategy Implementation Plan (attached at

Appendix 2a) will provide basis for all carbon management activity with the

Council and will be updated annually.

It appears the Council is responsible for the annual emission of 29,254 tonnes of Carbon Dioxide and currently spends £5.83 million on energy based on:

• Energy use in Council buildings

Energy use in Council managed Schools

Street lighting, traffic signals and signs

Blackpool Council’s buildings, including schools are the major source for carbon dioxide emissions, accounting for 57%, followed by Transport including fleet transport and staff business mileage accounting for just over a quarter of annual emissions. Street lighting including Blackpool Illuminations accounts for 16% of annual carbon dioxide emissions.

Over the next nine years, undertaking a business as usual scenario Council’s carbon emissions could rise by 9.4%, with an additional 2,751 tonnes of CO2.

Energy costs could rise from £5.83 million to £9.2 million over the next nine years, with an average annual increase of £350,000.

Blackpool Council has set a target of reducing our carbon dioxide emissions by

25% by 2013 under the Local Authority Carbon Management programme. This means the Council could realise real cash savings £758,000 per year and potentially reduce our annual energy spend of £5.83 million to £5.02 million over the next nine years in a rising energy price climate. Blackpool Council’s

Value at Stake is therefore potentially over £19 million over the next nine years.

An investment of £2.3 million required to save 6,307 tonnes of carbon dioxide and provide savings of £758,000 per annum has already been agreed. This comprises prudential borrowing to support projects such as the installation of combined heat and power unit at the Sandcastle, the utilisation of voltage optimisation equipment, variable speed technologies for pumps and fans, pool covers and so on which are listed in Appendix A to the Strategy

Implementation Plan.

5.7 The implementation of the Carbon Management Plan is included in the

Corporate Plan and will be reviewed by the inter-departmental Climate Change

Group.
