ENVIRONMENTAL COMPLIANCE INSPECTOR Salary Range: $26.28 - $33.51, plus an excellent benefits package. The Position: Inspects industrial/commercial businesses to ensure compliance with applicable codes, ordinances and regulations pertaining to industrial wastewater quality, stormwater, and hazardous materials program regulations; determines requirements of discharge permits; inspects the facilities of wastewater discharger, records on operations and activities, the size, installation and maintenance of grease and oil interceptors, and approves or denies specifications and practices; installs automatic samplers, flow measurement equipment, and pH equipment in manholes and ensures safe work practices; collects and preserves samples of effluent discharges for testing; assists in performing tests; evaluates industrial production, operation and maintenance practices related to wastes discharged to the sewer system; assesses sample results, industrial users' self-monitoring reports and permits to determine compliance with pretreatment standards; investigates complaints regarding wastewater pretreatment, stormwater, water conservation, and hazardous materials/wastes activities, prepares incident reports, analyzes data and resolves issues; identifies violations, issues notices of noncompliance and organizes compliance meetings; confers with contractors, business owners, and the general public; interprets regulations, requirements and restrictions; maintains files and reports regarding inspection activities and findings; performs minor repairs and maintenance on monitoring equipment; tests and calibrates sampling equipment; maintains inventory and supply of materials and parts; conducts a variety of special studies; attends and participates in meetings; stays abreast of new trends and innovations in the field; and performs related duties as required. Qualifications Knowledge of: Wastewater effluent, stormwater management, water conservation, and hazardous materials/waste regulations, standards and ordinances enforced by the City; methods and techniques of wastewater effluent quality inspection; basic principles of chemistry and biology; various chemicals, characteristics, reactions, hazards, containment and storage; biological processes and the effect of different waste streams on treatment plant operations and the environment; methods and techniques of handling hazardous materials/wastes; basic laboratory testing procedures including sampling techniques and chain of custody protocols; modern office procedures, methods, and computer equipment; pertinent federal, and state and local laws, codes and regulations. Ability to: Interpret and apply federal, state, regional and local source control standards, rules and regulations; read and interpret blueprints and drawings; determine if systems conform to City requirements; apply technical knowledge and follow proper inspection techniques to examine wastewater pretreatment facilities; enforce regulations with firmness and tact; install automatic samplers, flow equipment, pH equipment, and air monitoring equipment; respond to complaints regarding illicit discharges, odors, and hazardous materials in the public and private sectors; adapt to changing technologies and learn functionality of new equipment and systems; understand and follow oral and written instructions; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships. Education and Experience: Equivalent to the completion of the twelfth grade supplemented by college level course work in chemistry, biology, environmental science or a related field, and two years of increasingly responsible environmental inspection, sampling, and enforcement experience, including some experience with industrial wastewater pretreatment, stormwater, water conservation, or related environmental programs. Special Requirements: A valid California Class C driver’s license is required and a Grade I Environmental Compliance Inspector certificate is required within one year of employment. Possession of a Grade II Environmental Compliance Inspector certificate is desirable. Selection Process: All applications will be reviewed.
