Department of Children and Family Services Policy and Procedure Guide Division No: 2 – Cildren’s Mental Health Chapter No: 2 – General Administration Item No: 7 – Compliance as a Component of Performance Effective Date: 3/14/07 POLICY: The Department of Children and Families (DCFS) shall comply with Fresno County’s Mental Health Compliance Program. All staff shall be monitored and evaluated for their compliance with the requirements set forth in the Compliance Program. PURPOSE: To ensure that all DCFS staff’s’ evaluations acknowledge the employee’s adherence to the Code of Conduct, recognition for achievement in compliance and meets the mandated requirements of various funding sources. REFERENCE: Fresno County Compliance Program DCFS Administration Chapter 11 Item No. 1 – Conduct Standards Board of Supervisors Administration Policies Manual No. 1 Code of Ethics Personnel Rule 10 RESPONSIBLE PARTIES: DCFS Supervisory and Management Staff PROCEDURE: I. The supervisory or management staff shall audit a minimum of five (5) charts each quarter per employee that they supervise to evaluate the employee’s compliance-related performance. II. If the employee is evaluated with a less then satisfactory performance in the compliance area the supervisor shall do the following: A. Audit a minimum of five (5) charts each month until the employee meets the satisfactory standard. . Education and training shall be provided annually and as needed until the employee meets the compliance requirements to a satisfactory standard. C. If the employee continues to rate below satisfactory in the area of compliance, the employee shall be subject to progressive disciplinary action DOCUMENTATION: A. On the employee’s Performance Evaluation in the section titled Summary of the Employee’s Overall Work Performance, the supervisor shall include specific comments on how the employee met or did not meet the Compliance Program and Code of Conduct requirements. B. If the employee has not met the requirements at a satisfactory standard, the supervisor shall address specific suggestions or recommendations that the employee needs to accomplish and include these in the section entitled Specific Suggestions or Requirements to Enhance/Improve Performance.
