Detailed description of project
The project stablish an inventory of facilities within the scope of the EU Storage Directive (94/63/EC) and selected
sectors of the EU Solvent Emissions Directive (1999/13/EC) and the EU Decopaints Directive (2004/42/EC) and
provide a cost assessment of implementing measures for compliance with these three Directives. Within the scope
of the project selected staff will be provided with training necessary to commence implementation of the three
aforementioned VOC Directives as transposed into Turkish law.
The purpose of the overall project (Twinning plus Technical Assistance components) is to develop effective
administrative and legal conditions and structures to harmonise and implement EU Volatile Organic Compounds
(VOCs) Directives in three thematic areas as follows:
1. Petrol Storage Directive (Stage I): Council Directive 94/63/EC of 20th December 1994, on the control of
volatile organic compound (VOC) emissions resulting from the storage of petrol and its distribution from
terminals to service stations.);
2. Petrol Directive Stage II: Council Directive 2009/126/EC of 21st October 2009 on Stage II petrol vapour
recovery during refuelling of motor vehicles at service stations”.
3. Solvent Emissions Directive: Council Directive 1999/13/EC of 11th March 1999, on the limitation of
emissions of volatile organic compounds due to the use of organic solvents in certain activities and
installations , as amended by Directive 2008/112/EC.
4. Decopaints Directive : Council Directive (2004/42/EC) of 21st April 2004 on the limitation of emissions of
volatile organic compounds due to the use of organic solvents in certain paints and varnishes and vehicle
refinishing products and amending Directive 1999/13/EC as amended by Directive 2010/79/EU of 19th
November 2010 on the adaptation to technical progress of Annex III to Directive 2004/42/EC.
- Result 1: Establish an inventory of facilities falling under the scope of the VOC Directives;
- Result 2: Assess the cost of implementing the 3 VOC Directives in Turkey as well as the cost of
compliance including cost of storage and business sector costs
