Project eligibility under CDM is checked in the
first step of the project cycle by two criteria:
Additionality (GHG reduction, but not on BAU
bases), and
Sharing in the hosting country Sustainable
Development criteria (Social, Economical and
environmental)

Conclusion: EIA and stakeholders comments must be
essential parts of CDM project PDD and linked with the
CDM sustainable development share
On the other hand: For any new investment project, its
EIA must be submitted to EEAA Egypt for review.
EEAA is permitted 60 days to reply or it will be
considered accepted, law 4, 1994.
what is an environmental impact
assessment?
Definition of EIA: It is determination of the likely
environmental consequences, or impacts, of proposed projects
or activities .
It should be understood that impact implies change, either
positive or negative from a desirable standpoint.
Desirable standpoint:
It is defined by the environmental standards in country for
EEAA review.
Who will make the EIA?
The project developer is responsible of making the project EIA
who will review the EIA?, and according to
what standards
The copy of EEAA will be reviewed by the country
staff according to the country standards.
The copy required for CDM approval might be
attached to the PDD as Annex, or referenced for
any additional review request.

Stakeholder comments for CDM
Who are the Stakeholders:
Stakeholders mean the public, including individuals, groups or
communities affected, or likely to be affected, by the proposed
CDM project activity or actions leading to the implementation
of such an activity.
Who is responsible for taking the Stakeholder
comments for CDM?
The Project Participants should be responsible for
integrating the comments raised by stakeholders,
including those -mostly national- related to
Environmental impact assessments
How the process be done?

NGOs and other stakeholders have a 30-day
period to comment on the PDD and thereafter the
DOE must describe how comments by
stakeholders have been invited and compiled; a
summary of the comments received; and a report
on how due account was taken of any comments
received.

These comments form an official input as
part of the prescribed validation and registration
process, creating an unknown factor in the
project development cycle that investors cannot
ignore.

Public hearing, Newspapers, Short list of
concerned stakeholders are all means of
publicity.

Often the PDDs will be posted on the
Internet and stakeholders in rural projects often
have no access to the Internet.
