National Taiwan University Guidelines on
Employment of Contracted Research Associates

I.
In order to assist implementation of research work at colleges, research centers
and research projects, National Taiwan University (hereinafter referred to as
the “University”) has established the National Taiwan University Guidelines
on Employment of Contracted Research Associates (hereinafter referred to as
the “Guidelines”) for the employment of contracted research associates.
II.
The Contracted Research Associate referred to in the Guidelines means a
research technical person who is employed through a contract under the
budget of a research project (including the Aim for the Top University Project)
and will engage in operating and maintaining precious instruments or
operating in specific techniques at colleges, research centers and research
projects (hereinafter referred to as the “Units”).
III. The Contracted Research Associate of the University at all levels shall meet one
of the following qualifications:
1. Assistant Specialist
(1) Has a bachelor degree or its equivalent diploma with outstanding
records
(2) Graduated from a vocational school and has engaged in research work
and professional job or duty which is related to school studies for more
than four years. The person shall have excellent records and has
written specialized technical report that is equivalent to the
to-be-served duty.
2. Associate Specialist
(1) Has a master degree or its equivalent diploma with outstanding
records.
(2) Has a bachelor degree or its equivalent diploma with outstanding
records and has engaged in research work, professional job or duty
which is related to school studies for more than eight years. The person
shall have excellent records and has written specialized technical
report that is equivalent to the to-be-served duty.
(3) Has served as an Assistant Specialist for more than eight years with
excellent records and has written specialized technical report that is
equivalent to the to-be-served duty.
3. Specialist
(1) Has a master degree or its equivalent diploma with outstanding records
and has engaged in research work and professional job or duty which is
related to school studies for more than ten years. The person shall have
excellent records and has written specialized technical report that is
equivalent to to-be-served duty.
(2) Has served as an Associate Specialist for more than ten years with
excellent records and has written specialized technical report that is
equivalent to the to-be-served duty.
4. Senior Specialist
(1) Has a doctoral degree or its equivalent diploma with outstanding
records.
(2) Has served as a Specialist for more than ten years with excellent
records and has written specialized technical report that is equivalent to
the to-be-served duty.
IV. Research associates should be selected in an open audition (public announcement
for at least three days). After all candidates are reviewed by an ad hoc group of
the hiring college (center), all selected candidates shall be submitted to the
Review Team of the University for final evaluation. The selected candidates
shall be employed only if they are approved by the President of the University.
The employed research associates should report to the Office of Research and
Development (hereinafter referred to as “Office of R&D”) on the date of
reporting for duty to complete registration procedures and contract signing.
V.
The term of contract for a research associate shall be in line with the
implementation of the research project and shall be one year. After the
one-year term expires, if renewal of the contract is approved by the hiring
department, the research associate should submit job evaluation report to the
Office of R&D for evaluation. If renewal of contract is granted, the research
associate may have the chance to get a promotion.
During the term of the contract, the research associate shall comply with all
regulations established by the University.
The contract may have an early termination due to reduction of funding,
termination or other major factors of the research project of the University.
In the event that the research associate leaves office prior to the expiry of the
contract, the research associate shall submit application for separation and
complete all separation procedures before leaving office.
VI. The remuneration of research associate is paid by month. Less than one-month
service shall be paid based on number of days of service. Daily amount of
remuneration shall be calculated by taking monthly amount divided by number
of days of the month.
The salary point range of research associate is established in accordance with
regulations of the Salary Scale (see enclosure) of Research Associates.
If research associates have special skills of maintaining and repairing precious
instruments or assembling and designing instruments, relevant documents
must be submitted for verification; or proof of services and wages of public
and private institutions for previous works that are related to the to-be-hired
job with equivalent level of duty and outstanding services should be submitted
to the Office of R&D for verification. After these supporting documents are
transferred to Review Team for evaluation and submitted to the President of
the University for approval, special additional pay may be granted. In
principle, the highest special additional pay shall be NT$20,000 for Senior
Specialist and Specialist, NT$15,000 for Associate Specialist and NT$10,000
for Assistant Specialist. However, the aforesaid restrictions shall not apply for
specialists of rare sciences or specialists who are not easy to be recruited.
Their special additional pay shall be reviewed by Review Team of the
University and shall require approval from the President of the University. The
aforesaid special additional pay shall be managed by the Units themselves,
including derivatives of year-end bonus, labor and health insurance premiums
and severance pays. If the aforesaid additional pays affect incomes of
management fees, the situation shall be explicitly stated and complemented. If
regulations regarding remuneration of project commissioning (subsidy)
institute are stipulated otherwise, the regulations shall be followed. If the
research associate is not to serve concurrently other duties as stated in the
contract, then funding source of special additional pay shall not come from the
budge of other ongoing project or work.
VII. Research Associate who meets the qualifications as stated in Article III of the
Guidelines may propose request for promotion. Service Unit of the applicant
may form a Promotion Review Committee to engage in preliminary
examination of the application and then submit the outcome to Review Team
of the University for evaluation.
VIII. Matters not provided for in the Guidelines shall be implemented in accordance
with provisions of the “NTU Contracted Working Personnel Management
Guidelines” and “NTU Contracted Working Personnel Service Regulations”
and relevant laws and regulations.
IX. The Guidelines are approved by the Administrative Council and shall take effect
on the date of promulgation.
