SFCC Community, The SFCC Scholarship Program Review Committee worked very hard over the last eight months identifying strengths and weaknesses in our current program and then designing what we think is an improved version to meet the college’s needs and, as a result, better serve our students. This proposal, if approved, would be implemented for the 2008-2009 academic year. I want to take this opportunity to publicly thank and commend each member of the committee for their perseverance, drive, and desire to develop a scholarship program that will truly show our community that we are here for them. Please take the time to let each member know that you appreciate their efforts also. Believe me, this was not an easy task by any means. We initiated this review because as the Financial Aid Office learned more about scholarships in general, learned more about the specific scholarship needs of our prospective and returning students, and realizing the needs of the college changed we came to the conclusion the scholarship program needed a comprehensive review. As a result, the ELT established the Scholarship Program Review Committee. We do want to emphasize the committee’s review was based not only on their own perspectives and experiences, but also, on your input. We asked for and received input from the Classified Staff Association, Professional Staff Association, Faculty Association, Instructional Management Team, and Executive Leadership Team. We also looked at other college and university programs to see what we could learn from them. To perform this comprehensive review we divided the task into twelve sections. We first developed our committee goal. This goal was to “Provide a scholarship (tuition waiver) program that efficiently and consistently identifies prospective and current students that deserve SFCC scholarship funds to attend our college based on merit, performance, or financial need.” Then we moved onto the reasons for the review. We determined there were five primary reasons to conduct a review 1) Improve retention and recruitment 2) Increase efficiencies of the entire scholarship program process (there’s 40 different selection committees) 3) Review application and selection processes 4) Increase flexibility in the selection and awarding of institutional scholarships and 5) Increase internal communication to enhance the understanding of the institutional scholarship program among all SFCC employees. The third step was developing the different types of scholarships we thought best served the college’s needs. This led to the development of need-based, merit-based, marketing and retention, performance based, SFCC friends, extenuating circumstances, and foundation scholarships. We then developed standard rules for the scholarship program. This is where we determined we needed scholarships for part-time and full-time students, students needed to complete an SFCC scholarship application, and the scholarship application cut-off date would be March 1st of each year. After looking at the broad criteria and rules, we then took on the task of developing the criteria for each scholarship and then looked at the application and selection process for each scholarship. We broke this task down by reviewing each of the five scholarship categories individually. To try and weave the varied needs of these scholarships into an easier way for students to apply for a scholarship and for the college to better identify the students who truly need a scholarship and then identify the students who really deserve a scholarship was quite a challenge. We were able to develop four application and selection processes; one for our new need-based scholarships, one for the merit-based, one for performance-based, and one for the foundation scholarships. Additionally, we reduced the actual paper scholarship application for the need-based, merit-based, and foundation scholarships from a 4-page application to a single front and back page application. Furthermore, we were able to reduce the number of separate selection processes from approximately 40 down to 25. Thirteen of these are for individualized foundation scholarships. This will be a big time savings in awarding scholarships by reducing the number of copies we will need to make on each application, tracking the status of each selection committee, determining who hasn’t returned their selection packets, and then figuring out who was actually selected for a particular scholarship. Finally, we wrestled with determining how much money needed to be allocated to each category and then each type of scholarship. You can imagine the lively discussions this topic created, but I think overall you should be pleased with how the limited funds we do have were distributed. The total proposed budget for the SFCC scholarship program is $760,691.00 compared to the budget for the upcoming year of $759,691.00 Understanding finding the time to review the proposal in its entirety can be a challenge; we have provided you, in this document, a comparison of our current scholarship program to the proposed program.
