Key Messages To State Policymakers









Minnesota has a projected budget surplus of $1.869 billion for the 2016-17 biennium
In the current biennium, E-12 Education accounts for 42.3 percent of the state general
fund budget. A comparable share of the projected surplus would be $785 million.
The E-12 Funding Increases that have been proposed are as follows:
o Governor = $695 million
o Senate = $365 million
o House = $157 million
A survey of AMSD member school districts shows that a 1% formula increase for the
2015-16 school year would result in a combined budget gap of almost $100 million for
AMSD members including nearly 500 staff layoffs
The basic formula allowance would be $1,300 per pupil higher today if it had kept pace
with inflation since 2003
The special education cross-subsidy is nearly $600 million. That means school districts
are diverting $600 million in revenue meant for regular classroom instruction to provide
state mandated special education programming
The 2013 Legislature adopted the World’s Best Workforce legislation requiring school
districts to:
o Prepare All children for Kindergarten
o Ensure All third graders are reading at grade level
o Close all racial and economic achievement gaps as well as gaps between
students receiving special education services and those not receiving services
o Graduate All students from high school
o Prepare All students for college and career
Achieving these goals requires a state education funding system that provides adequate
and equitable resources consistently over time. The State must be a reliable partner
with local school districts
