National Taiwan University (hereinafter referred to as the “University”) hereby establishes the “The Aim for the Top University Project of National Taiwan University - Postdoctoral Fellows and Research Associates Subsidy Guidelines” (hereinafter referred to as the “Guidelines”) in accordance with provisions of the “The Aim for the Top University Project of National Taiwan University Implementation Guidelines” in order to implement the Aim for the Top University Project and to strengthen, expand and encourage research and development of various fields of the University in coordination with construction of high-quality research infrastructure so as to build advantageous research environment and improve quality and quantity of academic research papers of the University. II. According to the Guidelines, subsidy is granted to the following two types of personnel: (1) Postdoctoral Fellow (2) Research Associate III. Applicant Qualifications: Full-time teaching staff and research personnel of the University may submit application according to the following requirements. However, application for each professor or research associate is limited to at most three positions of postdoctoral fellow or one position of research associate (1) To coordinate with the University on introduction of outstanding teaching and research talents and teams (2) The management and operation of precious instruments in university level infrastructures controlled by the Office of Research and Development (hereinafter referred to as the “Office of R&D”) (3) Individual professor or research associate with outstanding research to meet one of the following conditions: 1. A postdoctoral fellow position for an ongoing NSC research project is available. 2. A postdoctoral fellow position for an ongoing NSC research project is not available. However, starting from the second year, application or renewal is accepted if postdoctoral fellow position for a NSC research project is available. 3. An Assistant Professor employed for less than three years (4) Postdoctoral fellows and research associates needed by individual core laboratory of balanced development and focus on breakthrough, integrated research project of university level research unit, or integrated R&D project and group project of excellent team, shall be employed by each college itself under individually allocated budget and may not propose application again to the Office of R&D. IV. Eligibility criteria of the personnel as listed in Article II are described as follows: (1) Postdoctoral Fellow: The candidate has received a doctoral degree from a domestic national university, or a private university or independent institute registered with the Ministry of Education, or a foreign university or independent institute recognized by the University. In addition, the candidate should have outstanding records and is able to conduct research project independently. (2) Research Associate: 1. Has a doctoral degree or its equivalent diploma with outstanding records 2. Has a master degree or its equivalent diploma with outstanding records 3. Has a bachelor degree or its equivalent diploma and has engaged in research work, profession job or services that is related to university studies for more than two years with outstanding records 4. Has a vocational degree or its equivalent diploma and has engaged in research work, professional job or service that is related to university studies for more than four years V. Any group, instrument center or individual that meets qualifications of application may submit the following information in two copies to the Office of R&D via any college or research unit at any time. The Office of R&D will conduct review immediately upon receiving application. (1) Application Form (2) Research Project Proposal (An Assistant Professor employed less than three years can apply for an existing NSC research project; an Associate Professor and above should propose new research project.) (3) The Project Director describes the contents of the research that applicant intends to involve (4) Supporting documents of education and work experience of the applicant (5) Three letters of recommendation for the applicant (6) Offprint of the applicant’s writing VI. The Office of R&D will establish a Review Team of “Postdoctoral Fellow and Research Associate” and shall conduct verification based on submitted information and documents as stated in the preceding Article and qualifications as listed in Item 3. VII. Term of Employment: One Year (in principle) (1) If a postdoctoral fellow has served one full year and has requesting for renewing employment, the postdoctoral fellow should submit research project report on the outcome and at least one initial draft of journal paper which is to be published on SCI, SSCI, A&HCI or TSSCI. If serving for two full years and requesting for renewing appointment, the postdoctoral fellow should submit research project report on the outcome and photocopy of at least one journal paper of the research project outcome which has been published on SCI, SSCI, A&HCI or TSSCI. The Office of R&D will review the report and journal paper to make decision on renewal of employment, remuneration and promotion. (2) If a research associate has served one full year and has requesting for renewing employment, the research associate should submit Job Evaluation Report to the Office of R&D. After reviewing the report, the Office of R&D will make decision on renewal of employment, remuneration and promotion. VIII. Remuneration and Budget Funds: Remuneration and job level of a postdoctoral fellow shall follow the precedent of NSC regulations. However, remuneration and job level of a research associate shall be handled in accordance with provisions of the “NTU Contracted Working Personnel Management Guidelines.” IX. Assessment of Research Outcome: The applicant who has received grants shall submit annual report online at the website of the Office of R&D (The report should include performance self-assessment with details on degree of achievement and actual outcomes). Upon expiry of employment term of an appointed person, the applicant shall submit research reports prepared by the appointed person during the period of project implementation to the Office of R&D within two months. The submitted reports shall be considered as the basis of evaluation for re-application. X. Postdoctoral fellows who have served employment term for six months can be hired as teaching staff and researchers for the Aim for the Top University Project in accordance with provisions of the “NTU Implementation Guidelines on Employment of Teaching Staff and Researchers under University Funds” due to the needs of teaching and research of related department (division, institute, center) and has been approved by the Office of R&D. Remuneration of the postdoctoral fellow shall still be paid in accordance with postdoctoral fellow standards of the Guidelines. However, the restriction of six-month term of employment shall not apply if the case is approved by the project. XI. The Guidelines are approved by the R&D Committee, Office of R&D. Once the Guidelines are approved by the Administrative Council Meeting, it shall take effect on the date of promulgation.
