Leicestershire School Admissions Consultation for entry September 2016 Leicestershire are seeking to make changes to their admission arrangements for entry 2016 and beyond. To do so all admission authorities must run an eight-week consultation by 1st March and have all arrangements determined by 15th April. This consultation will run from Monday 22nd December 2014 to Monday 16th February 2015. The consultation is seeking views on three proposals. In summary these are: Proposal 1: Under the 90-day rule of Leicestershire’s School Admissions Policy once a school place is offered, there is no time limit to as when the place must be taken-up by. Therefore, it is proposed to introduce a time limit in line with national codes under paragraph 13.34 of Leicestershire’s Admissions Policy. Proposal 2: In response to ‘basic need’ requirements under ‘significant enlargement’ rules the local authority propose to increase the number on roll across several schools for entry September 2016. Proposal 3: Stafford Leys Academy in response to the Forest House Lane Housing development is consulting on removing the area of land covered by the new housing from its catchment area. In order that children from the new housing development have a school catchment it is proposed to absorb the Forest House Lane development into the Braunstone Primaries catchment. Leicestershire’s consultation will run in tandem with the Stafford Leys Academy consultation. This will result in a seamless transition for those families from the Forest Lane housing development into the greater Braunstone catchment area. 1 RESPONSE FORM: Proposal 1: Under the 90-day rule of Leicestershire’s School Admissions Policy once a school place is offered, there is no time limit to as when the place must be taken-up by. (Definition of 90-day rule – is from the date a family has taken-up residency in a new school catchment that is full, the rule affords the parent a 90-day window from that date in which to apply and secure a place at the school.) Arrivals in Catchment and Late Applications 13.34 Late applications (whether mid-term or within the normal round) will receive the lowest priority unless the parent can provide clear and convincing documentary reasons by the closing date for the normal round of applications or within 90 days of moving into the catchment. To be replaced with: 13.34 To enable the admitting authority to overfill the local school on the basis of taking up residency in the catchment area the parent/carer must have applied within 90 (calendar) days of the date the family moved into the school’s catchment area (mid-term conditions proof of residency must be met). Once the admitting authority is satisfied the application for a school place was made within 90 days of the date the family moved into the house (see paragraph 13.43), an Admitting Authority will aim to offer a place in their new catchment school. If a parent has not taken up an offer of a school place within 20 (school) days of the offer date, a reminder will be sent, parents will be afforded a further 2 (school) weeks to take up the school place. If a place is not taken up with 7 days of the reminder letter, the offer of a school place may be withdrawn. (see paragraph 13.35). An admitting Authority is not permitted to reserve places.
