SNS operates breakfast and lunch programs at all school sites. All meals served meet standards established by the U.S. Department of Agriculture.
With the passing of the Federal Healthy, Hunger-Free, Kids Act (HHFKA) students MUST select a ½ cup of fruit or vegetable choice with each breakfast and lunch. Choosing less than 3 food groups OR more than 5 food groups at lunch may result in being charged ala carte prices.

A payment into the student’s lunch account is necessary prior to the first day of school. Cash or check payments should be mailed to Student
Nutrition Services (SNS), 615 7 th Street SW, Rochester, MN 55902. It is the responsibility of the Parent/Guardian to monitor student lunch account balances. Student accounts will not be allowed to go negative for purchasing ala carte items. Parents/Guardians are responsible for any negative balances.
Negative student accounts reaching certain thresholds will be turned over to a collection agency and a collection fee will be assessed.
SNS offers the services of PAMS Lunchroom (www.paypams.com). You may prepay online with a credit card from the comfort of your home or office! You can monitor your student’s cafeteria purchases and account balance. Automatic email reminders can be sent when the balance reaches a certain dollar amount.
2015-2016 STUDENT MEAL KEYPAD NUMBERS
Rochester Public Schools utilize a computerized accounting system called Prepaid Card Services in all cafeterias. The keypad number will remain with the student through graduation. Elementary students (K-5) will receive their keypad numbers the first day of school. Secondary students (6-12) keypad numbers will be printed on their schedules.
APPLICATION FOR EDUCATIONAL BENEFITS
IF YOU RECEIVED FREE OR REDUCED MEALS LAST YEAR YOU MUST REAPPLY THIS YEAR. FAMILIES MUST APPLY
EACH YEAR. Parents/Guardians who wish to apply for free or reduced price lunch and breakfast benefits should complete the enclosed application or NEW THIS YEAR you can complete the application online at: www.PayPAMS.com/onlineapp . Paper applications sent to individual schools are forwarded to our main office for processing, which will delay your eligibility for benefits . The school district qualifies for education funds or discounts based on the number of students eligible for free or reduced price meals each year. Eligibility for free or reduced price meals does not begin until after the application has been processed; meal benefits are not retroactive. We will notify you in writing whether or not your application is approved or denied. If you disagree with the school’s decision, please contact SNS at 507-328-4218 for further discussion. You may also ask for a hearing.
SPECIAL DIET INFORMATION
According to the National School Lunch Program Act, SNS is required to adhere to specific regulations in accommodating special diets for students enrolled in Rochester Public Schools. Generally, children with food allergies or intolerances do not have a disability as defined in any of the Acts or laws. However; when food allergies result in severe, life-threatening (anaphylactic) reactions, the child’s condition would meet the definition of
“disability” and the substitutions prescribed by the licensed, medical physician will be made by SNS.
Rochester Public Schools use the Minnesota Department of Education Special Diet Statement form for students with disabilities. This form does not need to be renewed on a yearly basis, but must reflect the child’s current needs. Please make sure that your child’s form is returned to SNS as soon as possible. Once SNS receives the special diet request for students with disabilities, SNS will contact you to set up a meeting to discuss your student’s needs. The responsibility of a school food authority to provide substitutions for any child with lactose intolerance is specified in state law (Minnesota Statutes section 124D.114). Under this law, a school district or nonpublic school that participates in the National School Lunch Program or School Breakfast
Program and receives a written request from a parent/guardian shall make available:
Lactose-reduced or lactose-free milk; or,
Milk fortified with lactase in liquid, tablet, granular or other form;
Milk to which lactobacillus acidophilus has been added; or,
Soy milk.
This request must be made in writing to: Kayla Paul, SNS Dietitian, SNS, 615 7 th Street SW, Rochester, MN 55902. The school is not required to make available any other substitute, such as juice, based on lactose intolerance.
