1.3 What is NCP doing?
-Organizing extensive seminars to inform line ministries,
beneficiaries and potential beneficiaries in each year
-Filtering the twinning PF during the programming
-Inform the beneficiaries concerning the selection procedures
-Participate the selection committee meetings and co-chair
-Assist beneficiary institution to fulfill the “selection fact” sheet
in an objective manner and in time

What are the deficiencies and needs of the institution?

Are we sure that twinning is the best instrument in order to meet
these deficiencies and needs
•
Are the mandatory results clearly and correctly defined?
•
Are the indicators which show the mandatory results are attained
at the end of the project correctly defined (concrete, measurable
etc.)
•
Is the subject of the twinning relevant with the acquis? (Priorities
defined in AP, NPAA, Benchmarks)
•
Does the beneficiary institution has enough administrative and
institutional capacity?
•
Try to identify the risks which may threaten successful
implementation and try to keep under control

The RTA forms the core of a twinning project:
Daily involvement/expertise
Coordination of all activities
Ensures the smooth project implementation
Ensures continuity of results
RTA faces a complex challenge - professional,
managerial, personal
RTA should not be responsible for logistics and
accounting
Good specialist knowledge of the sector
Good management skills, but not manager only

• Team work culture,
• Beneficiary shall know exactly what they
want,
• Preparing more detailed contracts,
• We learned the procedures,
• Flexibility of twinning rules (language
assistants, seminar venues..)

What is important is
the added value and multiplier effect created
by the successful implementation of a
twinning project
not the amount of fund provided by twinning!

4.TAIEX
• TAIEX instrument in the Republic of Macedonia is considered
as very useful friendly tool.
• In order to increase the number of TAIEX applications,
contact points are nominated in the line ministries and in the
other state institutions.
• The role of these contact points is focused on detailed
informing about the possibilities that this instrument is
offering, as well as about the raising of the level of its use.
