 女性及び女児に対するミレニアム開発目標実施
における課題及び成果

ミレニアム開発目標 2000年に策定
 2015年には新しい開発目標 ポスト2015が策
定される。
 そこで、女性のエンパワーメントと地位向上の
観点から、達成状況を検証し、課題を明らかに
した。

2015年はどんな年か

北京＋20のレビューが行われる。

Post2015の開発目標が策定される。

ビッグイヤーに向けて、市民社会が声をあげ
ることが必要。
ミレニアム開発目標・
再考
ミレニアム開発目標が策定されて以降、世界では一層
グローバリゼーションの負の側面が拡大し、貧富の格
差が拡大し、多くの女性たちは一層貧困で脆弱な立場
に置かれている。そうした不平等が解消される必要が
ある。
ミレニアム開発目標当時は、「経済的成長」が善とさ
れ、開発目標達成にも資すると無批判にとらえられて
きた傾向がある。しかし、単なる「成長」の促進は貧
富の格差を拡大している。
世銀等が主導してきたマクロ経済政策(民営化促進・公
的支出の削減等による競争の拡大)、多国籍企業による
経済的搾取に対する構造的批判がない。

再考




ミレニアム開発目標には人権の視点が欠けている。多数
が豊かになる、全体を底上げする、という目標設定では、
社会的に脆弱な人々が取り残され、人権保障という点で
は極めて問題があった。
女性・ジェンダーの視点が弱く、女性の権利や暴力の根
絶などが目標とされていない。また、妊産婦の健康等の
指標は最も達成状況の悪い指標となっている。人権の視
点が欠如していることが要因である。
自然災害、温暖化等の新しい課題に対応できていない。
何より、目標を決めても実施しない、アカウンタビリ
ティが確保されていない。また、証拠に基づいて各国が
いかなる取組をしたのか、達成状況が検証できない。

今後の課題


MDGsは途上国のみの目標とされてきたため、日本を
含む先進国はドナーとしていくら拠出するかが問わ
れてきた。自らの社会を振り返り、歪みを正し、目
標を達成するということになっていない。
が、先進国・途上国ともに貧富の格差を抱えている
現在、先進国も含めた開発・発展のゆがみを是正し、
すべての人の人権が保障される持続可能な開発モデ
ルを提起し、すべての国が自分の国の状況を改善す
る開発指標を策定していく必要がある。
アジアのNGOのステートメント
HR Nはアジアの女性NGO20団体余と一緒に
ステートメントを公表した。
 アカウンタビリティの確保
 IFI、多国籍企業も含めて拘束力のある、経済
的社会的権利の実現に配慮した開発目標を策
定すること
 ジェンダー平等と女性の権利をPost2015の
スタンドアローンゴールとすること
 人権の配慮・尊重

HRNとしての意見表明
Post 2015のうち、健康・環境・防災・エネ
ルギーに不可欠な問題として、福島原発事故
の教訓を生かすべきである。
 原発は持続可能なエネルギーとは到底いえな
いので、その点を明確にすべき。
 国連事務総長オフィスのスタンス。
 女性Major GroupなどがHRNと同意見を公表
している。


The fifty-ninth session of the Commission on the Status of Women will take place
at United Nations Headquarters in New York, tentatively scheduled for 9-20 March
2015. Representatives of Member States, UN entities, and ECOSOC-accredited
non-governmental organizations (NGOs) from all regions of the world attend the
session.
The Commission will undertake a review of progress made in the implementation
of the Beijing Declaration and Platform for Action, 20 years after its adoption at the
Fourth World Conference on Women in 1995. The review (Beijing+20) will also
include the outcomes of the 23rd special session of the General Assembly, the first
five-year assessment conducted after the adoption of the Platform for Action,
which highlighted further actions and initiatives.
The session will also address current challenges that affect the implementation of
the Platform for Action, as well as opportunities for achieving gender equality and
the empowerment of women in the post-2015 development agenda.
The review will be conducted at national, regional and global levels. States are
urged to undertake comprehensive national-level reviews of the progress made and
challenges encountered in the implementation of the Beijing Declaration and
Platform for Action and the outcomes of the 23rd special session of the General
Assembly. (See guidance note for the preparation of national reviews).
The regional commissions of the United Nations will undertake regional reviews.
Both the national and regional review processes will feed into the global review.

NGOの役割

Member States have been invited to undertake national reviews and
complete the regional survey, and to do so with the engagement of civil
society. Civil Society inputs to the national review and regional survey
should as much as possible be integrated into the government
response. However, Independent submissions from civil society entities,
addressing any or all of the matters covered by the global guidance note
and/or the regional survey, are also welcome. Submissions from civil
society may take the form of (a) independent reports, (b) completion of
all or parts of the regional survey, or (c) format of choice. If you do
choose to make a submission, please clearly indicate the coverage national (specifying the country), multi-country (specifying the
countries), sub-regional (specifying the sub-region) or regional.


Civil society submissions pertaining to review of progress in
implementation of the Beijing Platform for Action will be considered,
along with other related documentation, as input to the regional report.
