English Prof. Andrea Rolando The territory in between Torino and Milano is a metropolitan region where major territorial transformations are happening, also related to a bundle of new infrastructures (high speed train + highway) and events (Winter Olympic games, Italia 150, Expo 2015). The studies have shown that the present situation is characterized by two main phenomena: 1. urban concentration around the two main centers, located on the main “long and fast” networks; 2. segregation of the intermediate territories that remain on the “short and slow“ networks. The project outlines Canale Cavour as the physical element that could support and enhance a new territorial vision, a territorial “backbone”, able to give new opportunities of work and leisure, to reorganize and reuse minor transport infrastructures and nodes in middle size cities (such as Vercelli and Novara) and in intermediate territories between Torino and Milano. This choice is related to the well defined geographical entity of Canale Cavour. It is a symbolic element, and it was a major infrastructure at the time of Italian unification (celebrated by Italia 150) and at the same time a key element of a unique agricultural landscape interesting for the theme “feeding the planet” (Expo 2015). The study assumes that the main event of Expo 2015 can be a catalyst to experiment new services (hospitality, information, leisure, culture and slow mobility). These new services must be considered in a situation of global integration all over the whole territory. This new concept replaces the old concept of infrastructures developed around two all-attracting centres. Rebalancing is the key word. The final goal of the project, is to propose innovative communication technologies to encourage new behaviors and foster spatial quality improvements at regional and local scales. The "Sacri Monti del Piemonte e della Lombardia" and the "Route of Santiago of Compostela" compared. Italian Prof. Tatiana Kirilova Kirova The aim of my thesis is to analyze how the definition of a Management Plan of a UNESCO site can be combined with a vision of local development inspired by a participative approach. The research develops innovative solutions for the management of a Site and actions of enhancement involving the economic actors, which can enhance the potential for local development. The thesis investigates the case study of Sacro Monte of Varallo, included in the UNESCO serial sites of “Sacri Monti del Piemonte e della Lombardia”, inscribed in the World Heritage List (WHL) in 2003. The choice of this site is based on its features of serialism and complexity resulting from its geographical distribution, split between two different regional authorities and its problematic integration of a set of variables concerning architecture, urban planning, landscape and natural environment. The analysis examines the European Union programming periods for the use of allotted funds of the periods 2007-2013 and 2014-2020. The study analyses the case of the World Heritage Site (WHS) of the “Route of Santiago of Compostela” which, despite some differences, presents various analogies with the Sacri Monti, related to the enhancement actions of a serial Site. The feature of serialism of the Sacri Monti entails a high degree of complexity of the institutional context, because of the different levels of government (local, provincial, regional, national) and the different public and private actors involved. The research methodology includes an investigation of the primary and secondary sources of data, the collection and organization of data on tourism statistics, a stakeholder analysis based on the interview of the main actors and a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) of the proposals identified. The crucial issues of the management of Sacro Monte of Varallo, can be grouped in six clusters: Economic recession, particularly regarding the tourism sector; Site management models that are not sufficiently focused on territorial integration; Poor promotion and “branding” of the site; Inadequate “targeting” of specific tourism markets by the area; Over complex territorial and urban planning tools, scattered over too many institutional levels; Difficulties of integration between different centres of local development. The proposals identified can be summed up in three main areas of interest: Reorganization of the legislative situation and collation of dispersive regulations. Enhancement and promotion of tourism. The study suggests an integration of the different interests and opportunities of the territory, with initiatives addressed towards the promotion of cultural, religious and sport tourism. A more efficient use of the Information and Communication Technologies (ICT’s) is proposed, through investment in web applications addressed to potential tourism markets particularly young people and foreign tourists. The study seeks the training of selected subjects able to promote preservation, protection, maintenance and development, through forms of public–private partnerships and conventions with universities as well as private institutions. Italian (and Spanish) Prof. Tatiana Kirilova Kirova The thesis aims to assess the protection, conservation and preservation policies of UNESCO World Heritage Sites implemented in Italy and Spain. The study is based on a comparison between the management of two World Heritage Sites: the Lonja de la Seda in Valencia and the Church and Dominican Convent of Santa Maria delle Grazie in Milan. The Thesis analyses the two buildings in a comparative perspective by focusing on the different ways of restoration. It compares also the measures adopted to protect and present not only the Sites (core zones) but the whole surrounding urban context (buffer zones), in order to improve access and usability. The Lonja de th la Seda was enlisted in the World heritage List in 1996 at the 20 Session of the World Heritage Committee according to inscription criteria (i), (iv). In 2006 a monitoring report highlighted conservation, social and economic benefits of the WH status, and stressed a few main issues: the weakness of management, the loss of inhabitants in the district and loss in social quality; the insufficient information considering the large number of visitors; the excessive amount of traffic in the area, which is the cause of air pollution. The thesis assesses the actions implemented by the City of Valencia as consequence of the results of the periodic monitoring, The Church and Dominican Convent of Santa Maria delle Grazie with “The Last Supper” by Leonardo da Vinci was declared WHS th in 1980 at the 4 session of the World Heritage Committee, according to criteria (i), (ii). The 2006 monitoring report pointed out the inadequate status of boundaries of the site, to protect it from traffic and various forms of pollution. In terms of management strengths and weaknesses, the report stressed the specific conservation difficulties related to highly technological protective devices that require constant attention and monitoring. For each site, the research analyzes the historical, urban, normative and structural context, and focuses the approach to preservation, conservation and enhancement through the entire project cycle management, by taking into account the initial management plan, the independent assessment of the site submitted at the time of nomination, the results of the periodic monitoring reports, and current prospects for enhanced presentation, with special emphasis on the management and possible expansion of buffer zones. The study draws some general lessons from the overall process of monitoring and evaluation, by applying a SWOT analysis (strengths, weaknesses, opportunities and threats).
