The ÅIPI granted funding for ”bold” research on demilitarisation
The director of The Åland Isands Peace Institute (ÅIPI), Associate Professor Sia Spiliopoulou Åkermark,
has been granted a research stipend from the private Finnish foundation KONE for the project “Demilitarisation in an increasingly militarized world. International perspectives in a multilevel framework – the case
of the Åland Islands.”
The project is a cooperation between the ÅIPI and The University of Lapland in Rovaniemi.
The research will study the demilitarization from the vantage point of international law. The main questions
are how the demilitarisation and neutralisation regime of the Åland Islands is affected by the development of
modern technology and by the proliferating and varying modes of military-civilian cooperation in the Baltic
Sea. The project will also make comparisons between the Åland Islands and other demilitarised regions, for
example Svalbard.
Finansiering för ”modig” forskning om demilitarisering beviljad

Åkermark har beviljats forskningsfinansiering av den
privata finländska forskningsstiftelsen KONE för projektet ”Demilitarisering i en värld av ökad militarisering”.
Projektet är ett samarbete mellan Ålands fredsinstitut och
Lapplands universitet i Rovaniemi.
I projektet ska fyra forskare, med utgångspunkt i folkrätten, studera hur Ålands demilitarisering och neutralisering
påverkats av utvecklingen av modern teknologi, av sammanblandning av militärt och civilt samt av nya former av
militärt samarbete. Projektet gör också jämförelser mellan
Åland och andra demilitariserade områden, t.ex. Svalbard.

Summary of three years of Fair Sex Tre år av Fair Sex summeras
The project Fair Sex, that aims to prevent sexual
violence and promote gender equality, is currently
concluding its third year. Results and experiences
from working with workshops for students and
with education and support from school staff as
well as suggestions for the future are currenly
being gathered in a report.
On 14 January the project will arrange an open seminar where the
results will be presented. The seminar will highlight experiences of
cooperation between NGO, school
and authorities as well as experiences of working with a broad
and long term approach. At the
same time possiblities and challenges for the future will be highlighted. The seminar will be held at the
City Library of Mariehamns, 14
January between 2 and 3 pm.
Projektet Fair Sex, som är ett preventivt jämställdhetsprojekt som syftar till att förebygga sexuellt våld samt
främja positiva sexuella upplevelser bland unga, har
nu pågått i tre år. Resultat och lärdomar från arbete
med workshopar för elever och fortbildning och stöd åt
personal samt förslag och tankar för framtiden samlas
nu i en rapport.
Den 14 januari håller projektet
ett öppet seminarium där resultaten presenteras. På seminariet
diskuteras erfarenheter av samarbete mellan ideell sektor, skolan och landskapsregeringen
samt erfarenheter av att arbeta
långsiktigt och brett. Samtidigt
lyfts möjligheter för framtida
arbete med temat. Seminariet
hålls på Mariehamns bibliotek
den 14:e januari klockan 14-15.

E-course on Territorial Autonomy as
a Tool for Diversity Management.
Lessons from the Åland Example
The Åland Islands Peace Institute has developed a university-level e-course on territorial autonomy, with the
Åland Example as a main case study. The course will be launched in the spring term of 2015, in co-operation
with the Open University on Åland.
The course approaches territorial autonomy from an interdisciplinary perspective, focusing on law and
political science. The aim is to provide participants with a broad academic framework for discussing territorial autonomy from different perspectives, among others against the background of concepts such as
self-determination, power-sharing and minority rights. The course includes modules on the demilitarisation
and neutralisation, the autonomy regime as well the cultural and linguistic safeguards pertaining to Åland.
A focus will be on the development of the regime over time, including more recent shifts in the regime. The
course will also discuss the relevance of territorial autonomy as a possible tool for conflict resolution.
The course is open for participants from all over the world. It is first and foremost designed for university
students but everyone is free to register for one of the 20 places offered this coming spring term. Registration is open from 10 December to 16 January.

Internetbaserad högskolekurs om självstyrelse och Ålandsexemplet
Ålands fredsinstitut har utvecklat en internetbaserad högskolekurs om territoriella självstyrelser med Åland
som exempel och fallstudie. Kursen ges för första gången vårterminen 2015, i samarbete med Öppna högskolan på Åland.
Kursen är tvärvetenskaplig och diskuterar självstyrelse i ett brett perspektiv, i relation till bland annat självbestämmande, flernivåstyre och minoritetsrättigheter. Kursen berör Ålands självstyrelse, demilitarisering
och neutralisering samt de kulturella och språkliga garantierna för språk och kultur. Kursen diskuterar också
betydelsen av territoriell autonomi som ett möjligt verktyg för konfliktlösning, tex. som en möjlig lösning på
etnopolitiska konflikter.
Kursen är på engelska och kan sökas av intresserade från hela världen. Den är främst riktad till studerande, men vem som helst som uppfyller grundkraven kan söka. Det finns tjugo platser på kursen.
Registreringen öppnar 10 december och stänger den 16 januari.

Konferens: Självstyrelserna i Norden –
erfarenheter och visioner från ett fredsperspektiv
Kan de nordiska självstyrelserna betraktas som fredsprojekt? Det är kärnfrågan som diskuteras på konferensen ”Självstyrelserna i Norden – erfarenheter och visioner från ett fredsperspektiv”, som ordnas av Ålands
fredsinstitut i samarbete med Nordiska rådets konsument- och medborgarutskott, i samband med Nordiska
rådets samlade utskottsmöten på Åland den 26 januari 2014. På talarlistan finns både forskare och politiker
och publiken består av Nordiska rådets ledamöter och andra särskilt inbjudna åhörare.
Inför konferensen har ett team av forskare skrivit artiklar som belyser den historiska, rättsliga och politiska
utvecklingen i de tre nordiska självstyrelserna, Åland, Färöarna och Grönland. Texterna behandlar också betydelsen av de nordiska erfarenheterna av självstyrelse i relation till fred på internationell nivå. Forskningsartiklarna används som underlag för diskussionen på konferensen, där mötet mellan forskare och politiker
kan öppna upp för nya perspektiv på tematiken Norden, freden och självstyrelserna. Konferensens innehåll
och forskningsunderlaget ska senare samlas i en publikation.
Conference: “The Nordic autonomies –
Experiences and Visions in a Peace Perspective”
Could the Nordic autonomies be viewed as a resource for peaceful societal development? This is the core
question for the conference “The Nordic autonomies – Experiences and Visions in a Peace Perspective”
arranged in connection to the annual committee meetings of the Nordic Council, to be held on the Åland Islands on 26 January 2015. The conference is arranged by The Åland Islands Peace Institute in co-operation
with the Nordic Council’s Citizen’s and Consumer Committee. Both researchers and politicians are included
on the list of speakers. The conference is open for all delegates of the Nordic Council as well as a number of
other invited guests.
A team of researchers have undertaken case studies or compative studies of the Åland Islands, Greenland
and the Faroe Islands in their respective areas of expertise - security, law, political science and economics.
They also discuss the position of the autonomies in relation to the development in the Nordic region as a
whole, as well as their relevance for peaceful societal development in other parts of the world. The main
findings will be used as an inspiration for the fruitful discussions that we hope the conference will raise. It
is hoped that the meeting between researchers and politicians may open up new perspectives on the themes
Norden, peace and territorial autonomy combined.
