Introduction
Aim of this project is to investigate the possibility to make road construction as
sustainable as possible.
A human deed is “sustainable” if it is part of a production chain that is able to improve the
quality of environment and the natural resources it relies on, safeguarding and enhancing
soil characteristics, respecting biodiversity.
It is easy to guess that the main problem and the core issue affecting sustainability of
road construction is the supply of materials.
In this perspective the search of suppliers located in the short range and able to provide
alternative materials, not supposed to become “waste” and be disposed of in dumping
grounds, ensures a better control of the whole waste management chain.
Additionally, this choice plays a role in the promotion of local economic system. The ties
with local production are strengthened and enhanced, a circumstance that acquires a
special meaning in a moment of economic uncertainty.
Having this as a general objective, a search for providers in the range of 30 kms from the
City of Settimo Torinese has been carried out, thus drawing a database of firms working
in the sector of road construction, with a potential to produce asphalts using scrap tyre
powder as an additive.
Methodology employed
Methods employed:
The team will select officially coded industrial and commercial activities who could usually
produce recycled materials for alternative uses. A survey among the owners will be
produced in order to detail their activities and encourage to foresee possible alternative
uses of their production left over. Each selected activities will be identified and georeferenced in a GIS map.
The results is a cartographic identification on a GIS platform of each activities according
to its categories and relative ATECO codes.
The local entrepreneurial system
The area north of Torino, specifically the municipality of Settimo Torinese, has a deeprooted historical manufacturing “vocation”. Such a vocation is nowadays still present and
absolutely vital, in spite of the evident adjustments and transformations connected with
the processes of re-industrialization and re-generation of the preexisting economic
thread.
Several processes are currently under way in the area: of deep industrial transition,
reinforcement and transformation of production, re-settlement of manufacturing activities,
further to a meaningful cycle of renovation and re-design of global entrepreneurship that
started many years ago in the area.
Good results have been achieved thanks to the joint action of Public Administration –
given its capability to plan local transformations – and enterprises. These achievements

mingle virtuously the networks of industry and of knowledge, in a relationship of mutual
support.
Referring once more to the process that is meant to promote technology transfer and
connection with industrial application, it is possible to acknowledge in the area the
presence of many firms that do carry out research and permanent training, in full
coherence with the knowledge chain that supports the new industry: the great synergy,
on the environmental platform, between the infrastructures of “chance for development”
and the infrastructure of the knowledge society.
Our local area platform offers a wide array of opportunities to develop locally processes
of internationalization also through the use of innovative technologies.
Innovative businesses
The main figures concerning employment are substantially stable. At the same time a
deep change in the distribution of workers in the different economic sectors is to be
observed. Indeed, employment has fallen in the manufacturing sector but has grown
significantly in the services areas .- including trade and retail.
De-industrialization and reduction of market shares affected mostly the sectors of textile
and clothing, plus the manufacturing sectors directly connected with automotive.
It is important to say, though, that not the whole manufacturing sector was hit by the
effects of globalization and the consequent higher degree of competition triggered by
developing countries. Production of machine tools did not lose so much ground, thus
confirming the rooted local industrial tradition enriched by strong know-how’s.
At a first glance the highest level of concentration of enterprises is detected in the
Municipality of Settimo Torinese, where the data and the trends regarding employment
are confirmed. Services maintain the first position - including real estate, transport of
goods, IT, research, self-employed professionals, entrepreneurs, public administration,
education, health, social assistance.
This analysis of the productive structure may not appear entirely positive but shall be
observed through the lenses of the capacity of local enterprises to innovate. The data
taken from the database of the Chamber of Commerce of Turin shows a small but
growing number of enterprises in the area that are marked by innovation factors, i.e.
carrying out internally activities related to:

Product or process planning and / or research;

Deposit of patent for industrial inventions,

Collaboration with puibliuc research institutions within the last 5 years
-
Participation in research programmes managed by the EU
-
Use of tools and equipments with a high technological content
-
Activity in a sector that is intrinsically innovative
If one considers not only Settimo but also the neighbouring municipalities, in this area
11% of the innovative enterprises of the province of Torino is located, and this evidence
is even more interesting if compared to the 20% of enterprises located in the Torino area.
We can therefore depict a situation marked by a production system locally rooted with a
great potential for development, possessing the ability to support new production patterns
and innovations in the production chain.

L'analisi per attività merceologica tramite codici ATECO
ATECO is the Acronym for “ATtività ECOnomica – Economic Activity”. It was launched as
of January 1st, 2008, when ISTAT adopted the new codification for economic activities
Ateco 2007.
It was adopted not only by ISTAT (which still acts as its coordinator) but also by the
bodied in charge of the management of the main administrative sources regarding
businesses (Tax levying bodies, Chambers of Commerce, Social Security bodies) and
the main Associations of Entrepreneurs.
Thanks to the effecvtive cooperation with the Agenzia delle Entrate (Agency for Tax
revenues) and the Chambers of Commerce a unified classification system was finally
adopted. For the first time official statistics, tax administration and chambers of
commerce adopt the same classification of economic activities. Suich a result is a
meaningful step ahead towards the integration and simplification of information acquired
and managed by Public Administration.
The businesses of the Road Construction sector
The sample includes firstly the businesses corresponding to the ATECO code 42.11.00,
i.e. the construction companies that can support and / or integrate the technologies
already in use in the area of the Municipality of Settimo Torinese.
The first result included 237 businesses located in the Province of Torino. Subsequently,
these were filtered taking into account their distance within 30 kms from Settimo
Torinese.
The results indicate that most of the businesses in the Province of Torino that work in the
sector of road construction are located first of all in Torino (114 businesses out of 188).
This result must be anyway reconsidered considering that in almost all cases the
companies located in Torino do have their official seat there. The interesting figure is that
the companies located in the outskirts of Torino are 74.
The remaining 49 businesses are located in municipalities at a distance above 30 kms
from Settimo Torinese.
The table below shows how the 188 businesses (ATECO code 42.11.00) are distributed
in the municipalities included in the survey.

biomasses.
Altogether in the Province of Torino 60
businesses – located in the Province
itself – were detected, and in this case
the decision was taken to include them
all in the database.

The Geodatabase
The Project has the scope to create the fiche necessary to map the businesses which
have the potential to provide the materials that are the object of this experimentation.
Patrimonio, then, carried out the analysis and the executive planning of this system for
the management of providers of alternative materials for road construction works.
The geodatbase has been implemented at the same time with the businesses analysis
and has been implemented in the SIT (Territorial Informative System) of the Municipality
of Settimo Torinese (http://193.111.20.85/settimo/mainLogin.php?url=/settimo/main.php)
In the published map services was used cartography map maps of Bing.

Conclusions
The analysis conducted so far brought to a better knowledge of the system of companies
that work in the field of road construction, thus giving the company Patrinonio Città di
Settimo Torinese – and consequently also the Municipality - the chance to have a clearer
picture of where to purchase materials that are suitable for the experimentation.
The database was built as a GIS, therefore it can be used and updated also in the future,
with the possibility to integrate the information concerning the different businesses also
on the basis of the experiences
