加强陕西省小煤矿环境管理机制
Specific objective: to improve and strengthen capacity,
accountability and governmental function of 9 selected target
groups to provide coherent, participatory, effective and
accountable environmental governance to govern, guide and
support SCMI to take more responsibilities and to incorporate
environmentally sustainable practices into their businesses,
thereby contribute to the achievement of sustainable
development objectives in Shaan Xi province, China.
项目具体目标: 通过提供技能培训、技术支持和促进中欧小煤矿环境管理最佳
实践经验的交流，来改善9个选定的政府负责小煤矿环境保护和管理部门（环保
厅、各级市县的环保局等）的职能，提高其环境管理能力，加强问责制，试行
更有效的奖励机制；为扶持陕西小煤矿承担更多的企业社会责任，将环境可持
续性发展策略纳入其运营提供更有效的服务，从而促进陕西省可持续性发展目
标的实现。

Current Progress 项目进程:
 The grant contract was signed on 2 September 2012.
于2012年9月2日正式签订拨款合同；
 A project kick-off meeting was held in Beijing and Xi’an on 14th to 16th
November 2012 and agreed project action strategy, work plan and
budget with Chinese partner and associate.
项目启动会议于2012年11月14-16日分别在北京和西安召开，并与中国
合作及协作伙伴就项目执行、工作计划及预算达成共识；
 Currently undertaking research and will organize the capacity building
diagnose workshop on 10th April 2013;
正在进行项目调研，并将于2013年4月10日举办能力建设调研会；
 In the process of developing a set of environmental standard, pollution
prevention guidance and instruments to be disseminated;
正在开发一系列环境标准、污染防治指南及其推广与传播；
 In the process of developing project website.
项目网站正在建设中。

Report: Improving SCMs’ environmental performance
through effective EG will:
报告: 通过有效的环境管理促进小煤矿的环境绩效:
 Recommendations on: further policy & regulatory reform
to stringent enforcement;
建议: 深化政策与法规改革并严格实施;
 improvements needed for SCMs environmental
compliance standards, guidance, best practices and
supports provided;
加强对小煤矿环境达标、指导、最佳实践及提供支持
 instrumental tools implemented to motivate and reward
SCMs’ active employing adequate sustainable practices to
go beyond mere environmental compliance.
通过有效的奖励机制鼓励小煤矿积极采取更有效的可持续
