DPS Crime Records Update TCJIUG Corpus Christi May 2, 2014 Crime Records Overview • Technical Updates (TU) • Program Update (PU) • New Initiatives (NI) • Dave’s Words of Wisdom (WWDD) TU – Windows XP Windows XP reached end of life (EOL) for maintenance support on April 8, 2014, prompting a number of inquiries to the CJIS Division and State Representatives as to whether continued use of Windows XP is feasible. The CJIS Security Policy (CSP) states that the communities are required to keep the systems patched. However, without maintenance support, Windows XP users will no longer be compliant, and more importantly, their own enterprise and any connected enterprises with which they share a trust relationship is vulnerable. An inability to patch means the system’s well-publicized vulnerabilities become exploitable and the risk to enterprise services and infrastructure is therefore elevated. TU – Windows XP As with any audit discovery, the auditors will work with the agency to determine what plan of action and milestones the agency has in place to meet requirements. Those plans will be presented to the Compliance and Evaluation Subcommittee at the first subcommittee meeting subsequent to the audit’s final report. The subcommittee will take whatever action deemed appropriate to the circumstance. With the exception of contracted channeling agencies which have a contractual obligation to remain compliant, the FBI CJIS Division has no intention to refuse submissions from current XP users and is relying on defense-in-depth to mitigate the risk to its own enterprise. To reiterate, TU – Omnixx 5 • Security issues because of need to use older version of Java. – DPS is currently testing Omnixx version 5, which will obviate the Java security concern – Target date for completion of testing is 5/30/14 – Version rollout will follow shortly after successful testing. TU – Mobile ID / RISC TU – Mobile ID / RISC FAP 10 FNIR = 3.272% (96.4) FAP 30 FNIR = 1.616% (98.4) TU – Latent Palms Enrollment Current Texas palm enrollment – 1,297,980 FBI accepting palm prints as long as they meet requirements for entry - full palm with distals. TU - Searching Palms • Who is searching the palm database? – Currently, only NEC latent terminals can search the palm database (43 sites) – Working with FBI on a Universal Latent Workstation (ULW) upgrade to include ability to search palms using Type 9 minutia records. Currently 38 Texas agencies utilize the ULW platform to search latent fingers on the DPS and FBI AFIS’. – Current unsolved latent palm entries – 21,733 TU – NGI • EBTS 10.0 – New services provided by the FBI Next Generation Identification project (NGI) will necessitate users to adopt Electronic Biometric Transmission Specification (EBTS) version 10. • Transition from FNU to UCN – FBI will move away from using the FBI Number (FNU) and will start utilizing the Universal Control Number (UCN). UCNs will be assigned to criminal and civil identities as well as other biometric instances (latent enrollees). PU – N-DEx Probabilistic Name Matching: A probabilistic name matching (PNM) capability will be implemented to improve the recall and precision of name searches. PNM is distinguished from traditional approaches by its emphasis on predicting and matching likely intended names rather than matching the actual observed names. Entity Extraction: A capability for identifying and extracting People and Vehicle entity types from unstructured, narrative content within records will be introduced. Without duplication from structured content, this capability will make extracted entities available for correlation. Suggested Searches: A query paraphrasing capability will be incorporated into the Simple Search feature which will produce a list of paraphrases of a user's original query. The user may select a paraphrase for use as a new query. This alternative, semantically equivalent re-phrasing of the original query could potentially be more productive. Non-Obvious Relationship Detection via Topics: Autonomy’s Document Clustering/Concept Search capability will be leveraged to filter search results based on topic clusters occurring in the search result records in order to improve investigative efficiency. Link Visualization Upgrade: Tom Sawyer Software will review and tune the current link visualization and analysis interface and upgrade the version utilized by N-DEx. The new version will include software upgrades and “User Experience-based” refinements customized for N-DEx (Link Analysis and Link Visualization). PU – NIBRS / TxGang • NCSx – The FBI and the Bureau of Justice Statistics (BJS) are launching the National Crime Statistics Exchange (NCSx). NCSx is targeting a representative sampling of US LEAs for deployment of NIBRS. • TxGang – Texas gang member data is now being uploaded to NCIC. Records are not searchable via QGM transaction but are returned on a QW. Access authority should be finalized later this summer.
