Presentation to Utah Petroleum Marketers & Retailers Association Convention September 13, 2013 Jeff Beicker, Chief Operating Officer Rock River Resources ROCK RIVER RESOURCES IS DEVELOPING A CRUDE OIL TERMINAL AND PROCESSING COMPLEX IN UTAH The project, located in Green River Utah, will be built in three phases: a crude oil terminal facility, a crude topping facility, and a wax plant. Commercial operations will commence in mid 2014, with full operations estimated in late 2016. Phase Description Estimated Completion date Crude terminal with unit train capability unit train loading facility with 400,000 bbls of oil storage. November 2014 Crude topping plant 10,000 bpd crude oil topping plant to process regional crudes. The plant will produce naphtha, jet, 50 ppm diesel and ATBs. March 2015 Wax plant 5,000 bpd facility to process regional waxy crude and maximizing the creation of petroleum wax. Products are naphtha, diesel, paraffin wax, ATBs. October 2016 Crude and Refined Products Terminal Facility with Unit Train Capability Storage • 300,000 BBLs of crude • 150,000 BBLs of refined products Rail • Capable of handling 2 120-car unit trains simultaneously • Ability to load and store manifest cars • UP high speed mainline connection that provides reduced time and mileage for west coast and gulf coast unit trains Truck Racks • Initial unloading capacity of >100 trucks per day • Capable of loading refined products by truck for local delivery 10,000 BPD Crude Oil Topping Plant • State of the art engineered modular refinery • Designed to take a blended range of local crudes to optimize refined product output and serve local markets • Products include naphtha, diesel, jet and residual fuel oil • Construction Permit granted in June of 2013 with site work commencing in November of 2013 5,000 BPD Crude Processing Wax Plant • Designed and engineered using licensed Bechtel technology to process Uinta Wax Crude to produce refined products and wax products • Phase One of the facility will produce slack wax • Phase Two will refine slack wax into finished wax and will include slabbing and prilling facilities THE PROJECT LOCATED BETWEEN 4 KEY BASINS AND HAS ACCESS TO RAIL AND HIGHWAY CORRIDORS Rock River Resources will be located near the junction of highway 6 and I-70 and on a Union Pacific main line between the Paradox, Unita, Central Utah Overthrust, and Paradox basin. This location gives us a transportation advantage in gathering crude from a broader region and supplying products back into the same region.
