India Smart Grid Forum

ISGF - Introduction
India Smart Grid Forum (ISGF), registered under Indian Societies Registration Act
(Act XXI of 1860) is a Public Private Partnership (PPP) initiative of Ministry of Power,
Government of India for accelerated development of smart grid technologies in the
Indian power sector.
The main objectives of ​ISGF are:
• To help Indian power sector to deploy smart grid technologies in an efficient, cost
effective, innovative and scalable manner by bringing together all key stakeholders and
enabling technologies
• To create a platform for public and private stakeholder members, research
institutions and power utilities to drive down myths on smart grids, and create
innovation through information exchanges
• To bring together stakeholders specializing in regulation, policy, and business case
with a view to building up a broad-based support for smart grid policies.
• To undertake research work and other efforts such as scoping the capabilities of
smart grids in the Indian context through case studies, cost-benefit framework,
technical advancements in the renewable energy sources and other ancillary activities
• To provide advice to Government, Regulators, Utilities and Consumers in the form of
reports and white papers, technical seminars, etc.
•ISGF was constituted in 2010, and is functional since November 2011; and has
more than 100 members covering Government, Utilities, Regulators, Industry,
Academia and Research.

ISGF - First Year Progress Report
A) Organizational
• ISGF established office with a functional secretariat housed in CBIP Building,
Chanakyapuri, New Delhi
• Membership grown from 37 (at the time of election in October 2011) to 100+ now
covering Government, Utilities, Regulators, Industry, Academia, Research and Trade
Associations. Several new applicants under joining
• Logo & Stationery for ISGF was selected through a competition
• Joined CIGRE as a member; and also sent a ISGF delegation to CIGRE bi-annual event
in Paris in August 2012
• Joined as Member of Global Smart Grid Federation (GSGF)
• Joined Regional Task Force (RTF) of Asian Development Bank on Smart Grids
• Applied for joining SGIP 2.0 (Smart Grid Interoperability Panel)
• Applied for membership in India Habitat Centre (Board decision of IHC awaited)
• Established close working relationship with industry associations such as: FICCI,
NASSCOM, IEEMA, DSCI and Green Building Council of India
• Obtained income tax exemption under Section 12A and 80CC with retrospective
effect

B) Functional
• 10 Working Groups (WG) constituted and are functional – detailed progress of each
WGs included in later section of this report
• Alignment of ISGF WGs with ISGTF WGs has been finalized
• ISGF submitted suggestions on Smart Grid Pilots (including detailed
comments/suggestions on technical specifications and use-cases) to MoP in Jan 2012
• ISGF members studied the Smart Meter Specs in depth and member’s comments/
suggestions were discussed, compiled and submitted to MoP/CEA in April 2012
• Held workshop to define a Smart Grid Vision and Roadmap for India; and submitted to
MoP in July 2012. Consultations with stakeholders at state levels in progress
• Study Report on R-APDRP submitted to MoP which covered comprehensive review of
the program in terms of scope, implementation strategy, specifications and readiness
of stake holders; and made recommendations for improvisation of the program for
12th Plan
• Smart Grid Knowledge Portal in collaboration with ISGTF and MoP www.indiasmartgrid.org
• Worked with Maharashtra State Regulatory Commission to launch a Maharashtra
Smart Grid Coordination Committee involving all stakeholders in the state
• Conducted 5 technology sessions and 2 workshops

D) Standards Development
• Participation in IEC- PC 118 meetings (Project Committee – 118 was constituted by
IEC for development of standards on fast track for user interface with smart grids);
and worked with BIS to join PC-118 as a primary member so that Indian Experts will
be in the forefront of global standards development and BIS has joined PC-118 as
a primary member
• Finalized collaboration framework for collaboration amongst ISGF Working Groups
for standards development
• Five experts being recruited to work on full time for standards development –
nominations being invited from ISGF Members for deputation of their employees to
work with ISGF full time for 3-5 years

• Collaboration with Green Button initiative of US DoE to setup Centre of
Excellence/Certifying Agency for Green Button at IIT-Mumbai
o Work with MoP and State Discoms to get R-APDRP data in Green Button format
• Collaboration with UCLA for EV Test Bed in IIT-Delhi and joint research programs
• Work with MoP, ISGTF and CPRI for setting up Smart Grid Test Bed in CPRI
• Collaboration with DSCI for setting up a Centre of Excellence for Cyber Security at
IIIT-Bangalore
• Collaboration with USTDA for a set of Smart Grid consulting projects
• Collaboration with NEDO for a set of Smart Grid consulting projects
• Work with National Electric Mobility Board (NBEM) for EV Policies and Infrastructure

WG 1: Advanced Transmission

Objective
• Identify, study and analyse the critical issues related to Indian transmission systems and
recommend appropriate system enhancements in terms of up gradation in technologies and
standards, by creating a suitable platform within the ecosystem for the sustainable success of
smart grid deployment in India.

WG 3: Communications for Smart Grids

Objective
• To study and recommend most reliable, sustainable and scalable communication technologies
that can be adopted in India for all building blocks of smart grid in a continuum fashion. The group
focuses on analyzing various communication technologies with due consideration to reliability
and the total cost of ownership (TCO) in the Indian context

WG 6: Policy and Regulation

Objective
• To identify and recommend appropriate regulatory policy initiatives to the Governments, both central and
states, and to suggest regulations to facilitate implementation of smart grid through inter-state regulations of
CERC and facilitate implementation of smart grid through SERCs and the intra-state system through the forum
of regulators (FoR), by demonstrating or otherwise conveying feasible and sustainable business cases and
societal level cost-benefit analyses

WG 8: Pilots and Business Models

Objective
• Observe and study the smart grid technology pilots that will be undertaken in India and recommend the most appropriate
options and models for the distribution companies, including recommendations on appropriate timeframe for investments
• To evaluate different business models for different technology pilots and recommend the most appropriate model(s)
• To identify metrics for respective pilots and assist in their validation/monitoring
• Examine end-to-end planning and models, with a focus on capacity building for the success of projects and programs; identify
any gaps in capacity building with recommendations to overcome these

WG 9: Renewables and Microgrids

Objective
• To study and recommend appropriate solutions for improving the CUF (capacity utilization factor) of Renewables i.e. Wind and Solar as
they are intermittent in nature
• To study tools available for forecasting and scheduling of Wind and Solar and recommend appropriate tools
• To develop set of standards, guidelines and technology recommendations for integration and efficient operation of renewable sources
into the grid; and recommend suitable grid codes
• To develop an architecture and methodology for Microgrids both off-grid and grid connected so that the same can be isolated from grid.

Objective
• To develop security requirements covering physical, operation and cyber-attacks in Indian smart grid context
• To propose a risk assessment framework to evaluate the risk of each smart grid component throughout its lifecycle and also to ensure
fast recovery measures in cases of an attack
• To frame guidelines/standards for security compliance conformation testing
• To develop cyber-security approach and checklist useful for utilities
• To prepare standards/guidelines to be followed for interconnections between various systems in the context of cyber security
• To propose risk mitigation measures, regulatory and policy measures for security, legal and information privacy issues
