Guidebook and aligned support through TAP expansion and the
Principal Fellowship.

PRINCIPAL DIRECT SUPPORT
DIRECT SUPPORT
Through district principal support grants, the LDOE will support the expansion of the following:
• TAP and NIET Best Practices Expansion helps principals build effective systems for goal setting, observation, feedback, and collaboration.
Through this program, districts choose a differentiated set of TAP supports to implement throughout the district.
• Principal Fellowship This program supports individual principals to build their instructional leadership skills through a sixteen month cohort collaboration training. This school year, over 100 principals across Louisiana will kick off the first cohort in Louisiana.
PRINCIPAL DIRECT SUPPORT
TAP is a whole school system of structures and practices that supports the instructional leadership of principals and provides teachers with specific opportunities including:
• Professional growth through school-based professional development that includes the analysis of student needs and identification of strategies for student learning to address those needs;
• Professional pathways as career teachers, mentor teachers, and master teachers;
• Fair and rigorous classroom observations with targeted feedback to improve teaching; and
• Additional compensation based on professional practice, student growth, and additional responsibilities.
PRINCIPAL DIRECT SUPPORT
The National Institute for Excellence in Teaching (NIET), the founder of
TAP, created the NIET Best Practices Center (BPC) based on the foundational elements of TAP and research around those elements.
Through the BPC, schools and districts can select one or more of the key elements of TAP to implement in a customized approach.
Some examples include:
• Use of the NIET/TAP instructional rubrics and evaluation process
• Use of the NIET/TAP career pathways to grow and support teacher leaders
• Use of the NIET/TAP cluster structure and steps for effective learning to provide job-embedded professional development for teachers.
PRINCIPAL DIRECT SUPPORT
TAP and NIET Best Practices District Implementation Options:
• Option 1: Individual Best Practices … implementation of one or more of the NIET Best Practices
• Option 2: Targeted School(s) … full TAP implementation in one or more schools, while other schools may use one or more of the Best
Practices (Example: Ascension Parish)
• Option 3: District-Wide … full TAP implementation in all schools in the district (Example: DeSoto Parish)
Costs for TAP implementation will vary depending on the model chosen.
PRINCIPAL DIRECT SUPPORT
The Principal Fellowship supports individual principals to build their instructional leadership skills through a sixteen-month cohort collaboration training.
The Department will partner with the National Institute for
School Leadership (NISL) to offer courses that will align with the content included in the
Principal Instructional
Guidebook and delivered through NISL’s Executive
Development Program for
School Leaders (EDP).

PRINCIPAL DIRECT SUPPORT
Cohorts: The Department recommends that districts send a cohort to join the Principal Fellowship program, where possible. This will allow:
- principals to support each other as they implement their new skills and
- districts can send staff to join who can become certified trainers, allowing districts to lead more training for very low costs to other principals in future years.
Costs: The Principal Fellowship includes a per person training cost of
$12,600 for principals and $15,750 for staff who will be future district facilitators.
Locations: Travel and other associated costs are not included in this estimate. Budgets related to the Fellowship may not include funds expended for salaries, stipends or program supplies. Meetings will be held in four locations across the state, likely not requiring overnight stays for participants.
